HomeMy WebLinkAboutMinutes Council 122870i REGULAR MEETING December 28, 1970 City of Palm Beach Gardens The City Council of Palm Beach Gardens met in Regular session on Monday December 28, 1970 at 8:00 P.M. at 3704 Burns Road. Mayor DeLonga opened the meeting with the Pledge of Allegiance to the flag. ROLL CALL Roll was called by the City Clerk. Present were Mayor DeLonga, Vice Mayor Wiley and Councilman James. Councilman Prentiss was absent due to work. City Attorney, William Brant and City Manager, Robert Carlson were present. MINUTES Minutes of the Regular meeting of December 14, 1970 were unanimously approved. Minutes of the Special meeting of December 17, 1970 were read by the City Clerk and unanimously approved by the Council. REPORTS 1. Mr. Carlson reported that the annual dues of $500.00 for the Florida League of Municipalities for the City of Palm Beach Gardens was the rate for 1970 but that the dues for 1971 would be increased to $750.00 annually. Council authoriz- ed the payment of the annual dues and to explore the advantages and disadaantage6 of the League. `�- 2. A report from Recreation Director, Woody Dukes will be forthcoming on the maintenance cost of a swimming pool. Council will travel to Boca Raton Recreation Center, Saturday, January 9, 1971. 3. Council was in accord that the fiscal agents be present at the next workshop for discussions. Atty. Brant will present a time schedule for the proposed GOB Referendum as a guide for the Council in planning the bond issues. 4. Howard Searcy will present a lineal foot cost on sidewalks. RESOLUTIONS Resolution #53,1970-Appointing Ted Brown, Jr. to the Planning and Zoning 53- APPOINTMENT TU ZU- NIN(iUbMM. Commission was read by the City Clerk and approved unanimously by the City Council. #54 -AUTEC Resolution #54 -1970 Requesting the Navy Department to retain Autec in this area was read by the City Clerk and approved unanimously by the City Council. Copies of this resolution will be sent to the Municipalities of Palm Beach County and to the Navy Department, Autec and US Senators and Congressman Rogers. Regular 12/28/70 Page 2 STANDARDS OF Council discussed Standards of Conduct for Public Officials and Public CONDUCT employees and directed Attorney Brant to prepare a draft of an Ordinance establishing the same. RECOMMENDATIONS AND DISCUSSION BY MAYOR AND COUNCIL 1. Mayor DeLonga introduced the candidates for the Special election of January 5, 1970, namely, John L. Orr, Jr. and August F. Curcio, Jr. 2. Council unanimouslya+pproved that the meeting of Monday January 4, 1971 be changed to Wednesday January 6, 1971 because of the Special election January 5, 1971. The successful candidate will be sworn into office at the meeting of January 6, 1971. 3. Open space standards will be forthcoming from the Planning and Zoning Commission. The Planning and Zoning Commission will also make recommendations on Section 309 of the proposed Subdivision Regulations. 4. Council approved that the lagoon at the City Complex be filled in. The City Engineer, Public Works Director and City Manager will make a study and recommendation to the Council re the drainage.of the City Hall site. 5. Mayor DeLonga was auth orized by the Council to go ahead on making plans for the purchase of property east of the City Complex. Atty. Brant will prepare an agreement for Council's approval. Vice Mayor Wiley suggested that similar consideration be given for other properties being considered. 6. Mayor DeLonga stated he wished to express his thanks to the Hetzel Bros. and to landowner, John D. MacArthur for the magnificent pageant. Council was in accord to send a letter of appreciation and express their wish that it may continue for years to come. 6. Construction of various houses which had been halted was discussed and Council authorized the building Official to proceed to investigate and order the buildings completed and also clean up the areas. 7. Mayor DeLonga requested that various organizations throughout the City be contacted and notify them that a representative from the City Council would like to present facts of the GOB issues in order to inform the public. 8. Council requested that the Pollution Ordinance and the Subdivision Regula- tions be placed on the Workshop agenda for January 6, 1970.
