HomeMy WebLinkAboutMinutes Council 022469REGULAR MEETING CITY OF PALM BEACH GARDENS REGULAR MEETING OF THE CITY COUNCIL February 24, 1969 The regular meeting of the Council of the City of Palm Beach Gardens was held on February 24, 1969 at 8:00 P.M. at City Hall, 3704 Burns Road, Palm Beach Gardens, Florida. Mayor Bonner presided. QUORUM Mayor Bonner instructed the City Clerk to call the roll. Present were Councilman Walker, Councilman Brown and Vice Mayor Earle. Councilman Jewett arrived at 8:05 P.M. MINUTES Motion by Vice Mayor Earle, seconded by Councilman Walker that the reading of the minutes of February 10, 1969, Regular Meeting, be waived and approval be by each Councilman's signature. Vote was 4 ayes and no nays. (Councilman Jewett arrived after the voting.) PUBLIC HEARING ON Mayor Bonner called for the Public Hearing on Ordinance #3 -1969, ORD. #3 -1969 & ORD. #4 -1969 (Annexation of certain lands in Pirates Cove) and on Ordinance #4 -1969, (Rezoning of lands in Pirates Cove as annexed). Mayor Bonner intro- duced a petition signed by 26 property owners in Pirates Cove object- ing. Council agreed the petition was not to be considered. There were no objections at the Public Hearing. ORDINANCE #3 -1969 Vice Mayor Earle moved that Ord. #3- -1969, Annexation of certain lands ANNEXATION OF CERTAIN LANDS IN PIRATES COVE- in Pirates Cove into the City, be read by title only on second read- ing, seconded by Councilman Walker. Vote was 5 ayes and no nays. Mayor Bonner directed the City Clerk to read Ord. #3-1969 by title only on second reading. Voting on the ordinance was 4 ayes and 1 nay by Councilman Jewett. Minutes of Regular Meeting, February 24, 1969 Page 2 ORDINANCE #4 -1969 Motion to read Ord. #4, 1969, Rezoning Certain lands, by title ' REZONING LANDS IN PIRATES COVE only by Councilman Brown and seconded by Vice Mayor Earle. to RCA. Vote 5 ayes and no nays. The City Clerk was directed to read Resolution #6. Motion by Councilman Brown seconded by Councilman Walker to adopt. Voting was 5 ayes and no nays. RESOLUTION #7 Motion by Vice Mayor Earle seconded by Councilman Brown to read APPOINTING HUNNICUCT ASSOC. AS TAX Resolution #7, 1969, Appointing Hunnicutt & Associates as Tax CONSULTANTS Consultants. Voting 5 ayes and no nays. Mayor Bonner directed the City Clerk to read Resolution #7 and adopted on a motion by Vice Mayor Earle, seconded by Councilman Walker. Voting 5 ayes and no nays. Vote 4 ayes and 1 nay, by Councilman Jewett. Mayor Bonner directed the City Clerk to read Ord. #4, 1969 on second reading by Title only. Motion by Vice Mayor Earle seconded by Councilman Brown to adopt. Vote 4 ayes and 1 nay, by Councilman Jewett. ORDINANCE #2 Motion by Vice Mayor Earle seconded by Councilman Brown to read DISTANCE BETWEEN BARS in full Ordinance #2, 1969, Distances between places serving al- coholic beverages on second reading; Vote was 5 ayes and no nays. Mayor Bonner directed the City Clerk to read Ordinance #2, 1969 in full on second reading; adopted on a motion by Councilman Jewett, seconded by Councilman Brown with a vote of 5 ayes and no nays. The Council commended Attorney Brant for presenting a completely satisfactory ordinance. ORDINANCE #5 Motion by Vice Mayor Earle seconded by Councilman Brown to read CITY MANAGER Salary Ordinance #5, 1969,Setting Salary of City Manager. Voting 5 ayes and no nays. Mayor Bonner directed the City- Clerk to read Ord - finance #5, 1969 on first reading. RESOLUTION #6, Motion by Vice Mayor Earle seconded by Councilman Walker to USE OF TRAILERS TO RCA read Resolution #6, 1969 Granting use of Trailers for 6 months to RCA. Vote 5 ayes and no nays. The City Clerk was directed to read Resolution #6. Motion by Councilman Brown seconded by Councilman Walker to adopt. Voting was 5 ayes and no nays. RESOLUTION #7 Motion by Vice Mayor Earle seconded by Councilman Brown to read APPOINTING HUNNICUCT ASSOC. AS TAX Resolution #7, 1969, Appointing Hunnicutt & Associates as Tax CONSULTANTS Consultants. Voting 5 ayes and no nays. Mayor Bonner directed the City Clerk to read Resolution #7 and adopted on a motion by Vice Mayor Earle, seconded by Councilman Walker. Voting 5 ayes and no nays. Minutes of Regular Meeting February 24, 1969 Page 3 ANY OTHER Height of fences was discussed and Mayor Bonner assured the BUSINESS Council the height would be investigated and studied by the Planning and Zoning Board and recommendations would be made to the Council. Mayor Bonner announced the Election for March 18, 1969 and also int- roduced the 3 candidates who had filed, namely William D. Earle, Harley Holloway and George Blanck. They each spoke briefly. Trash Pick up was discussed again as there were more unsightly areas in the City. Vice Mayor Earle proposed that a newsletter be sent out again giving details to residents on trash pick -up. Mayor Bonner read his Proclamation on MYCON which established Mayor -Youth Council on Narcotics for the City of Palm Beach Gardens.
