HomeMy WebLinkAboutMinutes Council 041469CITY OF PALM BEACH GARDENS REGULAR MEETING OF THE CITY COUNCIL April 14, 1969 REGULAR MEETING The regular meeting of the Council of the City of Palm Beach Gardens was held on April 14, 1969 at 8:00 P.M. 3704 Burns Road, Palm Beach Gardens, Florida. Mayor Jewett presided. QUORUM Mayor Jewett instructed the City Clerk to call the roll. Present were: Vice Mayor Blanck, Councilmen Bonner, Walker and Prentiss and Mayor Jewett. PUBLIC HEARING Mayor Jewett announced the Public Hearing and stated the purpose of the Hearing was to discuss publicly the creation of Comprehensive Planned Unit Development and adding Section 7 to Article VIII of Ordinance 21, 1968. MINUTES OF REGULAR Motion by Councilman Walker, seconded by Councilman MEETING Prentiss that the reading of the minutes of March 24, 1969 be waived and approval be by each Councilman's signature. Vote 5 ayes and no nays. MINUTES OF REORGANIZATION MBETING DEPARTMENT REPORTS Motion by Councilman Walker, seconded by Councilman Bonner to read the minutes of the reorganization meeting. Mayor Jewett instructed the City Clerk to read and approval was by motion by Councilman Bonner, seconded by Councilman Walker. Vote 5 ayes and O nays. Mayor Jewett reviewed Departmental Reports for the month of March. The Council complimented the Fire Department Minutes of Regular Meeting, April 14, 1969 Page 2 for their special efforts at the fire at R.C.A. Building April 12, 1969 and Councilman Walker suggested that a report from the Chief on necessary requipment needed would be given consideration for purchase. The Council agreed and instructed the City Manager to inform Chief Summers. ORDINANCE #6 1969 Motion by Councilman Walker, seconded by Councilman COMMUNITY PI-Mmij UNIT Blank to read by Title only, Ordinance #6, 1969 Creating Comprehensive Planned Unit Development. Vote 5 ayes and O nays. Mayor Jewett instructed the Clerk to read by Title only. After discussion, Councilman Bonner motioned to adopt Ordinance #6, 1969 striking out in Paragraph 2 of Section 7 the following: "except no commercial or industrial use shall be permitted in a single family residential district," motion seconded by Vice Mayor Blanck. The City Clerk was instructed to read paragraph 2 as amended. Motion by Councilman Bonner, seconded by Vice Mayor Blanck to adopt as amended. Vote 4 ayes and 1 nay. Councilman Walker voted nay. ORDINANCE #9,1969 Motion by Councilman Bonner, seconded by Vice Mayor COMPRSHBNSIVB PLANNED UNIT IN Blanck to read on first reading Ordinance #7, 1969, SECTION 12 -42 -42 Allowing Comprehensive Planned Unit Development in Section 12. Vote 5 ayes and O nays. Mayor Jewett instructed the City Clerk to read Ordinance #7, 1969 on first reading. (Typographical, error corrected to read 275 feet.) Minutes of Regular Meeting, April 14, 1969 Page 3 ORDINANCE #8 #1969 Motion by Councilman Walker, seconded by Councilman ANNUXING` NE% of SW's of NE34 OF SECTION Prentiss to read on first reading Ordinance #8, 1969, 12..42 -42._ T_ Annexing NB4 OF SWIA OF NE4 OF SECTION 12- 42 -42. Mayor Jewett explained this to be a portion of the County just south of Johnson Dairy Road. Vote to read 5 ayes and O nays. As instructed by the Mayor, the City Clerk read Ordinance #8, 1969 in full on first reading. INCREASED BENEFITS City Manager recommended to the Council that the increase FOR EMPLOYEE ! PITAL.I2ATI0N to $30.00 a day for room coverage would cost the City less than a hundred dollars a year. Motion by Vice - Mayor Blanck, seconded by Councilman Walker. Vote 5 ayes and 0 nays. TRACTOR USE TO Councilman Bonner explained that the Civil Aar Patrol CIVIL AIR PATROL would like to use the tractor for 'g day for grading. He explained that C.A.P. was active in civic programs in the City and their aircraft were used in disasters and Civil Defense. Motion by Councilman Bonner to allow the use of the tractor, seconded by Councilman Walker. Motion amended to indicate $50.00 be transferred from Civil Defense to cover costs, by Councilman Bonner, seconded by Councilman Walker. Vote 5 ayes and 0 nays. ADVISORY BOARD Motion by Vice Mayor Blanck approving the appointment FOR IC-ffA 0 by Mayor Jewett of Vince Pappalardo, Gustav Andersen, Si Fine and George Bonner as an advisory Board to review and study plans for the Municipal Complex, motion seconded by Councilman Walker. Vote 5 ayes and O nays. Minutes of Regular Meeting, April 14, 1969 Page 4 Meeting was scheduled for April 15th at 8:00 P.M. ANNOUNCEMENTS Mayor Jewett announced that Public Hearings would be held on April 28, 1969 on Ordinance #7 and #8 at 8 :00 P.M. at City Hall. He also announced an Open Hearing scheduled for April 24, 1969 at the High School Auditorium for discussion of Municipal Complex, Bonds, etc. Vice Mayor Blanck moved to have a special referendum on Revenue Bonds, seconded by Councilman Prentiss. Discussion was held. Councilman Bonner moved to table the motion to workshop, seconded by Councilman Walker. Vote 3 ayes and 2 nays. Councilman Prentiss and Vice Mayor Blanck voted nay. Discussion on referendum tabled to Workshop of April 21, 1969. ANY OTHER BUSINESS Councilman Prentiss questioned why lights were not on at the waterfalls at the entrance to the City on Northlake Boulevard. The Council agreed to look into the possibility of dedication to the City. Councilman Walker asked Attorney Brant: "What is Sales Tax and What is Excise Tax ?" Requested for purpose of raising money for Municipal Complex. Attorney Brant was instructed by the Mayor to investigate the possibility of tax on water and gas Company. Councilman Bonner reported that Mr. Sellers of the Planning and Zoning Commission had presented the definition on side and rear yards. Council agreed to place this on Workshop Agenda and also receive Attorney Brant's opinion. OWN Minutes of Regular Meeting, April 14, 1969 Page 5 Councilman Bonner reported he had received phone calls as to the retention of Dr. Eissey at the High School and had informed these people the Council had not initiated this, stating he was against this type of whispering cA*m+aign and the charges are destructive to the High School, the Superintendent and the Council. This Council should go on record to Mr. Early that if there is any- thing to these charges they be made known immediately or that he squelch this campaign. Mayor Jewett stated he had tried to contact Mr. Early and he had not returned his call, stating it was a terrible character assassination and he would support the Council and get to the bottom by proposing a letter to Mr. Early. Councilman Bonner made this into a motion, seconded by Vice Mayor Blanck. Vote 5 ayes and 0 nays. Councilman Bonner praised the Superintendent of Public Works,Mr. Devine and City Manager Robert Carlson for the letter in answer to a young boys concern of the chemicals used in combating weeds in the canals and the destruction of the fish therein. Mr. Bonner's son had written in concern of this and was very much pleased with his reply. City Manager Robert Carlson was instructed to answer the letter from John D. MacArthur regarding the Colonnades Sign on PGA Boulevard, and to check where the permit had been obtained for the first sign, as a permit was due here. APPROVAL OF PAYMENT Attorney Brant stated he had checked the billing from TO ARCHITECT Marian, Baber Architect and found it in order. Motion Minutes of Regular Meeting, April 14, 1969 Page 6 by Councilman Bonner, seconded by Councilman Walker to pay.John Marion, Architects taking $2,000 from other professional on budget and balance from contingency. Vote 5 ayes and 0 nays. City Manager Robert Carlson was instructed he could go ahead on revising the 1968 -69 Budget.
