HomeMy WebLinkAboutMinutes Council 062369CITY OF PALM BEACH GARDENS REGULAR MEETING OF THE CITY COUNCIL June 23, 1969 REGULAR MEETING The regular meeting of the Council of the City of Palm Beach Gardens was held on June 23, 1969 at 8 :00 P.M., 3704 Burns Road, Palm Beach Gardens, Florida. Mayor Jewett presided. QUORUM Mayor Jewett instructed the City Clerk to call the roll. Present were: Vice Mayor Blanck, Councilman Bonner, Councilman Walker, Councilman Prentiss and Mayor Jewett. MINUTES OF REGULAR Motion by Councilman Bonner, seconded by Councilman MEETING JUNE 9, 1969 Prentiss that the reading of the minutes of June 9, 1969 be waived and approval be by each Councilman's signature. Vote 5 ayes and no nays. COMMUNICATIONS Mayor Jewett introduced Mr. Flanagan of the Jaycees to present their plans for the 4th of July Fireworks in requesting a donation. Councilman Bonner moved to donate $300.00 (a budget item ), seconded by Councilman Walker. Vote 5 ayes and O nays. Mayor Jewett announced the Zoning Board Public Hearing of the County to be held July 3, 1969. Change of Zoning from R -1 to Mobile Park on the property across the road from the entrance to the City at Garden Boulevard. The Council was not in favor of this being zoned for Mobile Park. Motion by Councilman Walker, Minutes of Regular Meeting, June 23, 1969 Page 2 seconded by Councilman Bonner that based on the discussion a letter be sent to the Planning and Zoning Board strongly objecting to the rezoning. Vote 5 ayes and O nays. Mayor Jewett read a letter from Mr. Marion, architect for the City Complex, in which he stated he would not be charging the City for his extra services in planning the City Complex, on the termination of his contract. Mayor Jewett stated he would be appointing a new architect in the near future after a discussion of terms of contract etc. ORDINANCE #13, 1969 Councilman Walker moved to read Ordinance #13, 1969, cdNTRoL B—offo- Control of Bingo by Title only on second reading, seconded by Councilman Bonner. Vote 5 ayes and O nays. The City Clerk was instructed to read by Title only. Mayor Jewett explained the Ordinance to the audience stating this merely gave the City power to issue permits for bingo and controlled the hours of play. Motion by Councilman Walker, seconded by Councilman Prentiss to adopt. Vote 5 ayes and O nays. RESOLUTION #27, 1969 Motion by Councilman Walker to read Resolution #27, 1969 POST OFFICE Establishment of a Post Office for the City, seconded by Councilmen Prentiss. Vote 5 ayes and O nays. The City Clerk was instructed to read Resolution #27, 1969. Minutes of Regular Meeting, June 23, 1969 page 3 Motion to adopt by Councilman Walker, seconded by Councilman Prentiss. Motion by Councilman Bonner to amend Resolution #27, 1969 to include in paragraph 4: and in addition the nearest post office is approximately 7.1 miles by road from the farthest boundary of the City. Motion seconded by Councilman Walker. Vote 5 ayes and 0 nays. Voting on the main motion with the amendment 5 ayes and O nays. OLD BUSINESS,. Mayor Jewett explained to the audience the plans and progress for walkways for school children in the various areas of the City, and asked the Council for recommendations. Councilman Blanck moved to have City NEW BUSINESS PRELIMINARY TAX ROLL Engineer prepare plans and specifications to advertise for walkways in each of the different categories and areas, seconded by Councilman Prentiss. Vote 5 ayes and 0 nays. Mayor Jewett reviewed the preliminary Tax Roll as presented by the Tax Collector for the year 1969. The roll showed an increase of approximately six and a half million over the previous year. Equalization Board Meeting will be set at the July 7th Workshop Meeting. FOR THE GOOD OF THE Mayor Jewett announced that Senator Elmer O. Friday CITY would be the guest speaker for the Palm Beach Gardens 10- Cennial on the 4th of July, and urged everyone to Minutes of Regular Meeting, June 23, 1969 Page 4 to attend. Mr. John D. Mac Arthur will be presented a plaque as the founder and developer of Palm Beach Gardens. Ceremonies will start at 9:45 A.M. on July 4th. OTHER Items discussed were: billboards on which Attorney Brant is investigating; Sewage plant; Contact health Department and City Engineer and City Manager to prod again and enumerate corrections we have made. Alcoholic beverages at Plant Drive and Parks will be discussed further at workshop along with the Misdemeanor Ordinance. Councilman Walker moved to establish Council policy that debates be limited to 30 minutes on each item, unless V majority votes, seconded by Councilman Bonner, Vote 5 ayes and O nays. ADJOURNMENT No further business and meeting adjourned at 9 :45 P.M. on a motion by Councilman Walker, seconded by Councilman Bonner. Vote 5 ayes and 0 nays.
