Present Opening of bids for opening of bids were Councilman Bonner, Councilman Walker and Councilman Prentiss and Howard Searcy and Attorney Brant. Councilman Bonner opened the meeting, opening bids for construc- tion of Storm drainage on the westerly 600 feet on Johnson Dairy Road, as follows: Rubin Construction Co. at $26,735.40 and Belvedere Construction Co. for $22,488.60. Council agreed for the City Engineer, Howard Searcy to review the bids and report to the Council. Motion by Councilman Walker seconded by Councilman Prentiss. Vote 3 ayes and 0 nays. Motion to recess by Councilman Walker seconded by Councilman Prentiss. Vote 3 ayes and 0 nays. COUNCIL MEETING The Regular meeting of the City Council of the City of Palm Beach Gardens was held on November 24, 1969 at 8:00 P.m. 3704 Burns Rd., Palm Beach Gardens, Florida. Vice Mayor Blanck presided. 9UORUM Vice Mayor Blanck,instructed the City Clerk to call the roll. Present were: Councilman Bonner, Councilman Walker and Councilman Prentiss and Vice Mayor Blanck. Mayor Jewett was in Washington. Atty. Brant and engineer, Howard Searcy were present. PUBLIC HEARING Vice Mayor Blanck called for the Public Hearing scheduled for rezoning requested by Vince Pappalardo of area south of Tamberlane and announced the petition for same had been withdrawn. He read the withdrawal letter of Mr. Pappalardo. No further action was taken and Council adjourned the meeting on a motion by Councilman Bonner seconded by Councilman Walker. Vote 4 ayes and 0 nays. MINUTES Motion by Councilman Walker seconded by Councilman Prentiss that the reading of the minutes of November 10, 1969 be waived and approval be by each Councilman's signature. Vote 4 ayes and 0 nays. REPORTS Mr. Devine, Supt, of Public Works reported on estimate for the construction of a storage shed for equipment at a cost of $2800. Regular meeting November 24, 1969 Page 2 Mr. Carlson recommended authorization to build and charge to Capital Improvement. Motion by Councilman Walker seconded by Councilman Prentiss. Vote 4 ayes and 0 nays. Councilman Bonner stated this had been a great need for some time and highly recommendod and approved the building. PETITIONS & Vice Mayor Blanck read a letter of praise from the Fred Crew TOORZ M ONS family to Sgt. Nolan for his able assistance and special way of Praise to Nolan handling their son and 2 other boys who had been in trouble in the City in the past month. Council was pleased for such a rgport. Praise to Devine Vice Mayor Blanck read a letter from Harvest Publishing Company for the excellent program Leonard Devine had provided for control of weeds and displayed the picture of the airboat and article in their publication praising Mr. Devine. Councilman Bonner remarked that the City had come a long way on the control of weeds and cleaning of the canals and Mr. Devine had done an outstanding job and stated "thank you "Leonard ". Council was in accord. Road Program City Engineer Howard Searcy reported on the County Road program plans and stated he would attend the meeting that was scheduled for November 26 at the Court House. Council stated they would be in favor of a road program for the City and discussed the subject at length. Motion by Councilman Bonner that Palm Beach Gardens go on record to support plans for financing a road expansion for the Municipality and which would return 100% of additional revenues collected within the boundaries of the Municipality for feeder road construction and would be opposed to collection of any addition revenues within the Municipal boundaries which would not be returnable to the City for the construction of local roads, maintenance and retirement of bonds. Motion seconded by Councilman Walker with a vote of 4 ayes and 0 nays. Howard Searcy to attend meeting with presentation of the Council's views. i Regular meeting November 24, 1969 Page 3 ORDINANCE #21 Motion by Councilman Bonner seconded by Councilman Prentiss to read FTOSPTT711-- �— Ordinance #21, Conveyance of Hospital and be read on emergency. Vote 4 ayes and 0 nays. City Clerk was directed to read Ordinance #21 in full. Motion by Councilman Walker to read on second reading by Title only seconded by Councilman Bonner. Vote 4 ayes and 0 nays. Read by Title only by the City Clerk. Motion to adopt on emergency by Councilman Walker seconded by Councilman Bonner. Vote 4 ayes and 0 nays. OLD BUSINESS City Manager recommended awarding the contract to Roger Dean for the CAB CHASSIS BID purchase of a 1969 Cab Chassis for $4543.20. Approved by the Council on a motion by Councilman Bonner seconded by Councilman Prentiss. Vote 4 ayes and 0 nays. Atty. Brant had checked the bids and specifications and found no legal problem. RCA BID City Manager, Robert Carlson recommended awarding the bid to RCA on Mobile Unit for $715.00 and Remote control Console for $193.00 as low bidder and approved by the Council on a motion by Councilman Bonner seconded by Councilman Walker. Vote 4 ayes and 0 nays. BY -LAWS OF Acceptance by the Council of the Police Reserve By- Laww was RSEUE by motion of Councilman Walker seconded by Councilman Prentiss. Vote 4 ayes and 0 nays. DRAINAGE �`�lMr. Devine Supt. of Public Works was authorized by the Council to begin construction of drainage areas of Riverside & Holly and Lighthouse and on Seagrape way and Juniper Lane. Motion by Councilman Bonner seconded by Councilman Walker to proceed and funds be available from Capital Improvement. Vote 4 ayes and 0 nays. Labor would be furnished by Public Works. NEW BUSINESS Vice Mayor Blanck commented on the new traffic light which was installed at Northlake Boulevard and Garden Boulevard and was happy to see this finalized. Council was in agreement for a light to be placed at Garden Blvd by the street marker as it was difficult to see coming into the boulevard. Regular meeting November 24, 2969 Page 4 Vive Mayor Blanch read a letter from North Palm Beach Jaycees requesting the area at Lighhouse Drive and A -1 -A for the sale of Xmas trees. Permission had been granted from the owner of the property. Council agreed to permit the Xmas Tree sales with a waiver of the license fee on a motion by Councilman Bonner, seconded by Councilman Walker, with a copy of the insurance rider to the City. Vote 4 ayes and 0 nays. PETITION FOR Tennis minded citizens came to the Council with 2 petitions for TENNIS COURTS increased courts for the City as the two Tennis Courts now in use were not adequate for the needs and wants. Vice Mayor Blanck assured the petitioners that the City is investigating the need and will have an answer very soon as to where and when there will be an increase. The New City Complex site will be under construction soon and plans will then be formulated as will the regulation of the use of the courts by residents and outsiders. Recreation advisory Board is investigating and Vice Mayor Blanck referred the petitioners to the Board. No further business and motion to adjourn by Councilman Walker seconded by Councilman Prentiss.
