HomeMy WebLinkAboutMinutes Council 120169WORKSHOP MEETING December 1, 1969 The Workshop meeting of the City of Palm Beach Gardens was called to order by Vice Mayor Blanck at 8:00 P.M. Present were Councilman Bonner, Councilman Prentiss and Councilman Walker and Vice Mayor Blanck. Mayor Jewett was absent. Attorney Brant attended. City Manager was on vacation. Councilman Walker arrived at 8:15 P.M. Vice -Mayor Blanck opened the bids for Police cars. One bid was received and opened from Bruce King Chevrolet, Inc. for each $3,672,42, Total price of $11,017.26 less Trade -in $2,100, making a total cost for 3 cars $8,917.26. Bid on the Townsman 4 door Station Wagon was $3516.01 Motion by Councilman Bonner to refer the bids to the City Manager for review, seconded by Councilman Prentiss, vote 3 ayes and 0 nays. Bids for the Trash body was opened by Vice -Mayor Blanck from Service Equipment Company Inc. for $2,340.00. Motion by Councilman Bonner, seconded by Council- man Prentiss for the City Manager to review bid. Vote 3 ayes and 0 nays. Attorney Brant stated CATV had contacted him and offered to raise rates to bring the City's rates up to those of the surrounding municipalities. Rates would be effective January 1, 1970. Councilman Bonner moved to have attorney Brant prepare an Ordinance and place it on the Agenda for first reading on December 8, 1969. Seconded by Councilman Walker. Vote 4 ayes and 0 nays. Report from Better Business Bureau of Palm Beach County, Inc. for investigation of controlling application of textured coating which has been a source of trouble in the area. Council referred this to the City Attorney for recommendations. Estimate of appraisals from Hunnicutt & Associates and from Associated Appraisers for price of appraising properties the City wishes to purchase were $600 from Hunnicutt and $500 from Associated Appraisers. Councilman Bonner moved to place this on the Agenda for December 8, 1969. Seconded by Councilman Walker. Vote 4 ayes and 0 nays. Councilman Bonner reported on the progress of the Municipal Complex and stated he hoped to have a complete report with costs by next Agenda. Bids for the construction of Johnson Dairy Road will be acted on at Regular Meeting of January 22, 1969. City Clerk reported that the total receipts in for taxes was $283,914.83 taken in for the day. Attorney Brant reported that the deal with the Hospital would probably be held up another 30 days. Mr. Horner had contacted him today and stated they were looking for a short -term Mortgage plan. Mr. Brant requested that a meeting be set up with Mr. Anderson for a luncheon to discuss and try solve problem. Vice -Mayor Blanck will attend also. Motion by Councilman Bonner that Attorney Brant negotiate with them and recommend to the Council. Seconded by Councilman Prentiss. Vote 4 ayes and 0 nays. WORKSHOP MEETING - December 1, 1969 Page 2 Area of the Lil General and Gas station in shopping plaza on Northlake Blvd. was discussed as to cleaning up the area. Attorney Brant was requested to see what legal action could be taken to force the cleanup. Council agreed this problem would be arising in the future also with the growth of the area and asked Mr. Brant to recommend. Letter from Area Planning Board of Palm Beach County requested comments from the City as to the bulkheading and excavating a channel in the waters of Lake Worth in the area of Lost Tree. Council referred the request to City Engineer Howard Searcy to report for December 8, 1969. County Engineer letter reporting on the clean -up of Monet Acres property and suggesting the property be barricaded immediately. Council agreed to contact the Palm Beach Junior College for their report. Mr. Carlson was requested to contact the County and pressure them for better signalling at the exit from the Parkway to Monet Road where there are frequent accidents. No further business and motion to adjourn by Councilman Walker. Seconded by Councilman Bonner.
