CITY OF PALM BEACH GARDENS
December 22, 1969
The Regular meeting of the City Council of the City of Palm Beach
L Gardens was held on December 22, 1969 at 8:00 P.M. 3704 Burns Road.
Vice Mayor Blanck presided.
QUORUM Roll was called by the City Clerk with Councilman Bonner and Council-
man Prentiss and Vice Mayor Blanck present. Councilman Walker
arrived at 8:20 P.M. Mayor Jewett was absent due to illness. City
Manager, Robert Carlson and Attorney William Brant were present.
MINUTES Minutes of the Regular meeting of December 8, 1969 were approved on
a motion by Councilman Bonner seconded by Councilman Prentiss; Vote
3 ayes and 0 nays. Motion to read the Minutes of the Special Meeting
of December 15, 1969 by Councilman Bonner seconded by Councilman Prentiss
Vote 3 ayes and 0 nays. Read by the City Clerk. Motion by Councilman
Pren *iss seconded by Councilman Bonner to approve the minutes of
December 15. Vote 3 ayes and 0 nays.
CITY COMPLEX Vice Mayor Blanck stated that the City Council had met at 7:00 P.M.
and reviewed the plans for the new City Complex along with the
Steering Co —ittee and Mr. Eugene Lawience, Architect. Councilman
Bonner stated that the plans had been reviewed by the Council at Work-
shop and now were prepared to proceed with additional study. Motion
to authorize the architect to proceed with drafting of plans and
specifications subject to further study in the area of the lake and
parking lot on the west side of the complex principally to save a
portion of the parking area which has been installed already and that
the architect consider a canopy on the south side of the building
to extend out over the sidewalk to the pavement to provide access
for inclement weather and for a further review and discussion at the
pleasure of the Council on the specific arrangement of internal walls;
which are the three principal points still open for study as far as
the concept, by Councilman Bonner seconded by Councilman Prentiss.
Vote 3 ayes and 0 nays. Suggested from the audience

that public lavatories be placed on the upper level. Councilman
Bonner moved to amend his motion to include consideration of
public lavatory facilities as recommended by the architect;
seconded by Councilman Prentiss. Vote 3 ayes and 0 nays.
Councilman Walker arrived 8:20 P.M.
Architect, Eugene Lawrence expressed his appreciation for the
Council's action and giving him the signal to go ahead with prepara-
tion of plans and specifications.
REPORT BY,- -ATTY. Attorney Brant reported that the ownership of Johnson Dairy Road
RE:Johnson Dairy Rd.
would be taken care of on Tuesday December 23 at the County Com-
mission meeting and which he would attend. He recommended that the
Council proceed with awarding the bid for the improvement of the
road as he felt sure the deed would be cleared at this time.
Reporting on the cleaning up the area in the shopping plaza on
Cleanup at shopping Northlake Boulevard,west, he stated that the City could stipulate
area on N.L. Blvd.
u a time for cleanup to the owners and if they did not comply the
City would go ahead and do the cleanup and then bill the owner. If
compliance was not made owners would be subject to arrest. Council
agreed than an amendment be made to the Ordinance to notify by
certified mail with a minimal time for cleanup. Motion by Council-
man Bonner that Attorney Brant draw up an ordinance to this effect
seconded by Councilman Prentiss. Vote 4 ayes and 0 nays. To be
taken to Workshop January 5, 1970.
FLOAT WINS SECOND Woody Dukes, Recreation Director presented the Council with a $50.00
check which was the prize for second place at the Jupiter - Tequesta
parade of floats. Council complimented Mr. Dukes and thanked him
for his excellent work. Mr. Dukes remarked his helpers were to be
commended for their time spent; these were Frosty Jordan,Supervisor,
and Robert Dukes and Wink Speer.
Council appointed Mr. Dukes to go to the Lake Park Commission meeting
to receive the award for winning first place at the Christmas in
Dixie Parade and which will be presented on January 4,1970.

Motion by Councilman Prentiss seconded by Councilman Walker to

ON FEES & COSTS
read on first reading Ordinance #22, amending Zoning Ordinance
to include legal fees and costs on variances. Vote 4 ayes
and 0 nays. Read by the City Clerk on first reading.
RESOLUTION #50
Motion by Councilman Bonner seconded by Councilman Walker to
RMUVE-=ONAL PROPERTY
read Resolution #50 which removes personal property taxes
that have accumulated since 1966 and these properties were either
destroyed or moved from the City and therefor the auditors
wish to clean the City records of these. Vote 4 ayes and 0 nays.
POLICE CAR BIDS
Mr. Carlson, City Manager recommended to the Council the contract
AWARDED
for purchase of 3 police cruisers be awarded to Roger Dean
Chevrolet the low bid of $2882.67. Motion to award the bid
to Roger Dean Chevrolet by Councilman Prentiss and seconded
by Councilman Walker. Vote 4 ayes and 0 nays. Motion by
Councilman Walker seconded by Councilman Bonner to award the bid
for a station wagon to Roger Dean Chevrolet as low bidder at
TRASH TRUCK SCOW
$2846.03. Vote 4 ayes and 0 nays.
BID AWARD
City Manager, Robert Carlson recommended awarding the bid to
Service Equipment Company for the trash truck scow for $2340 low
bidder and only bidder. Motion by Councilman Walker seconded
by Councilman Prentiss. Vote 4 ayes and 0 nays.

City Engineer Howard Searcy recommended the bid for the pavement

of Johnson Dairy Road be awarded to Belvedere Construction Co.
in the amount of $22,488.60. Fairway homes will share the cost
of the road improvement. Motion by Councilman Bonner seconded
by Councilman Walker to award the bid to Belvedere Construction
with the proviso that the deed be settled. Vote 4 ayes and 0 nays.

Councilman Bonner requested that something be done about people

driving across to Military Trail over the sidewalks from the
western section. Mr. Carlson assured the Council some type
of block would be placedat this crossover.

Council discussed the dog and cat nuisance which exists in the
City and will have Mr. Carlson discuss this with trrounding
communities and county for a joint control of dogs to maybe
share in the cost of employing a dog catcher.
Vandalism in the City is increasing and Council suggested
that the Police Dept be alerted to check anyone loitering or
wandering the streets at all times.
Council deferred action on Palm Beach County Municipal Leaugue
Resolution and By --Laws for study at the next workshop meeting.
ADJOURNMENT Motion by Councilman Walker seconded by Councilman Prentiss
for adjournment. Vote 4 ayes and 0 nays.
