WORKSHOP MEETING
November- 3, 1969
PRESENT WERE: Councilman Bonner, Prentiss, Vice Mayor Blanck and Mayor Jewett
• presided.
City Manager, Mr. Carlson reported on the bids received from the County on the
Police cars. Two bids: Roger Dean bid for $6,248.01 net and McCauley Ford -
$7,033.30 net. Council agreed to place this on the agenda for cation
to reject and authorize for other bidding by advertising again. Motion by
Vice Mayor Blanck seconded by Councilman Bonner. Vote 4 ayes and 0 nays.
He also reported that a meeting had been held with Mr. MacArth er and Claire A
Anderson along with Vice Mayor Blanck at 'which meeting discussion was held on
the purchase of 10 feet of easement for drainage on Burns Road where the new
City Complex will be located. Results of the meeting were favorable as were the
discussion held with the pastor of the Church regarding 10 feet of their
property for the same purpose.
Mr. Carlson stated the codification had been presented to the office for review
before going to print. Council agreed to ask for an extension of 30 days in order
to give all members and attorney a chance to check the proofs thoroughly.
Mayor Jewett reported on mail from Commissioner Gaynor from County, regarding
sewage problems and on a letter from him on appointment . of a Recreation
Advisory Committee. These were referred to the Council.
Under Old Business:
Councilman Bonner asked for the Attorney's opinion on the questions as presented
• by the Board of Appeals on the possibility of an alternate member and also
on what is a quorum. Atty Brant stated that an alternate member could be appointed
by the Council such as use one of the Council and that on the Quorum is a
majority of the members but is not stated in the Ordinance. Suggested that
an amendment be made on the suggestion by the Planning and Zoning Commission
Recommendations.
Councilman Prentiss reported too many bicycles are travelling the streets without
lighting on the byke. Police Department will be on the alert for these violators.
Council agreed to send out items of regulations for the community to better inform
newcomers of the laws of the City by the newsletter.
Mr. Carlson was instructed to send a letter to the owners of property on Military
Trail where the temporary sidewalks are being installed informing them of the
State right of way and the reason for the placement of the walks along their property
lines.
Under New business the City Manager recommended that the Council approve the floating
Holiday for the City employees be.taken on Friday after Thanksgiving. Placed on the
agenda for Monday November 10, on a motion by Councilman Bonner seconded by Vice
Mayor Blanck.
Request by Army for permit to bulkhead in area of Ken Foster area -- Pirates Cove -
Howard Searcy informed the Council no reason to object & Council granted request.
• Letter to engineer for progress on Alamanda Dr was requested of Mr. Carlson.
Announcements were made of the following
Meeting for Applicaiton of Palm-Beach County Utilities to operate on Novemaber 19
for which Council agreed to seek more information and also to obtain a cop of the
Petition. Send meeting announcement to Planning and Zoning. Also to send
convention dates of Planning and Zoning Association for Dec. 3 to Board.
Mr. Carlson & Atty.Brant reported on the F1a.League of Municipalities Convention.
