REGULAR MEETING OF THE CITY COUNCIL
March 25, 1968
REGULAR MEETING The regular meeting of the Council of the City of Palm
Beach Gardens was held on March 25, 1968 at 8:00 P.M.,
3704 Burns Road, Palm Beach Gardens, Florida. Vice -
Mayor Hughes presided as chairman.
QUORUM Chairman Hughes directed the City Clerk to call the
roll. All Councilman were present. Mayor Diamond
arrived late.
MINUTES Minutes of the Special meeting of March 20, 1968 were read
by the Clerk. Motion by Councilman Bonner seconded by
Councilman Earle with a vote of 4 -0 for approval.
ADJOURNMENT OF Chairman Hughes adjourned the regular session of the

OF COUNCIL & CON- Council at 5:03 P.M. and convened the Zoning Board of
VENING OF ZONING 7 Appeals; directing the City Clerk to call the roll, with

all councilman present except Mayor Diamond who was
attending another meeting and would arrive later.
Chairman Hughes announced the purpose of the meeting was
to hold Public Hearings for two variances for E. G. Minnick
and Edna McCarthy. The Council granted a variance of
10 feet to the front yard set -back of lot 5 Block 4,
Meridian Park owned by E. G. Minnick for the Construction
of a screen porch or Florida room on said front yard set-
back area. Motion by Councilman Bonner seconded by
Councilman Earle with a 4 -0 vote in favor.
The 40ning Board of Appeals approved the variance granting
the request to erect a screen porch or Florida room on
Lot 1, Block 2, Meridian Park, owned by Edna McCarthy.
Motion by Councilman Earle seconded by Councilman Brown.
Voting 4 -0 in tifavor.
The Zoning Board of appeals adjourned at 8:08 P.M.

REGULAR SESSION Council at 8:09 P.M.

ORD. #9 -1968 Motion by Councilman Brown, seconded by Councilman Earle
GRANTING_ VARIANCE that Ord. #9, 1968 be read by Title only on second reading,
TO E. G. MINNICK
Granting a variance to E. G. Minnick. Vote was 4 -0 in favor.
Ord. #9, 1968 was read by Title only by the City Clerk and
approved by the Council on a motion by Councilman Bonner seconded
by Councilman Earle. Voting 4 -0 in favor. Council agreed a
hardship existed thus recommended the variance.
ORD. #10 -1968 Ord. #10yJ968 was read by Title only on second reading by the
GRANTING VARIANCE City Clerk on a motion by Councilman Earle, seconded by

Councilman Bonner, Granting a variance to Edna Mccarthy.
Voting was 4 -0 in favor. Ord. #10, 1968 was approved and
adopted by the Council on a motion by Councilman Earle;
seconded by Councilman Brown. Voting 4 -0 in favor. Council
established that a hardship did exist.
ORD. #12, -1968 Motion by Councilman Earle, seconded by Councilman Brown
ANNEXING THE that Ord. #12 1968 Annexing the S. W. Corner of the Intracoastal
S.W. CORNER OF
INTRACOASTAL waterway and P. G. A. Blvd. be read by Title only on second
& P. G. A. reading; voting 5 -0 in favor of motion. Ord. #12, 1968 was read
by Title only by the City Clerk and after considerable discussion
from the audience with the Council Mayor Diamond moved to table
Ord. #12 for workshop meeting for clarification; motion seconded
by Councilman Brown. Voting 5 -0 in favor.
ORD. #13,1968 Motion to read Ord. #13, 1968 Amending the Sign Ordinance #18, 1968

on second reading by Title only made by Councilman Bonner seconded

1967 by Mayor Diamond. Voting 5 -0 in favor. Ordinance #13, 1968 was
read by Title only by the City Clerk. Chairman Hughes read a
letter received from Royal American Industries Inc. stating that
due to illness holding up on action on the Ordinance would be
appreciated. Council agreed unanimously they had not complied
with any requests and nothing had been done by the Company.
.� Motion to remove Ord. #13, 1968 from the agenda per letter was
by Councilman Earle seconded by Councilman Brown; defeated

with a 3 -2 vote. Councilman Hughes and Bonner and Mayor
Diamond voted for defeat and Councilmen Earle and Brown for.
Motion to deny the change in the Sign Ordinance made by
Councilman Bonner seconded by Councilman Earle. Vote was
5 -0 in favor.
ORD. #14 -1968 Ord. #14, 1968 was removed from the agenda as Ord. #12
REZONING S.W.
CORNER OF INTRA- Annexation of S. W. Corner of the Intracoastal waterway
COASTAL & P. G. A.
BLVD FROM R -1 TO and P.G. A. Blvd. had been referred to a workshop meeting
C-2 for April 15, 1968.
ORD. #15 -1968 Motion by Councilman Earle seconded by Councilman Bonner
CIGARETTE TAX
That Ord. #15 Cigarette Tax ordinance be placed on first
reading. Voting was unanimous and Ord. #15 was read by the
City Clerk in full. Motion to read Ord. #15 by Title only
for emergency second reading was by Councilman Earle seconded
by Councilman Bonner. Voting was 5 -0 in favor. Atty.
Brant stated this was an emergency in order for the City to
receive the revenue from the cigarette tax. Ord. #15
was read by Title only on emergency and motion to adopt
made by Councilman Earle seconded by Councilman Brown.
Voting was 5 -0 in favor.
NEW BUSINESS Under new business announcement was made of the Public Hearing
to be held April 10, 1968 at 8:00 P.M. Council agreed to use
the Fire Department in case of a large crowd.
OLD BUSINESS Under Old Business awarding of the bid on the wagon for the
Fire Chief went to Benz Chevrolet, inc. for $2100.00 on a
motion by Councilman Brown seconded by Councilman Earle.
Voting 5 -0 in favor.
OTHER BUSINESS Councilman Earle expressed thanks to all Candidates of the
recent election for removing the signs so quickly after
election.
Residents of the 600 Block brought complaints of the filthy
odors and debris from the Thompson River to which the Council

agreed to the city manager` B. A. Poston checking the
situation and get with Florida Flood Control for water and
other information.
ADJOURNMENT Chairman Hughes adjourned the meeting at 9:50 P. M.
