REGULAR MEETING OF THE CITY COUNCIL
November 11, 1968
REGULAR MEETING The Council of the City of Palm Beach Gardens met at City Hall,
3704 Burns Road, November 11, 1968 at 8:00 P.M. for the Regular
Meeting with Mayor Bonner presiding.
QUORUM The Clerk called the roll with Councilman Brown, Walker and Jewett
and Vice Mayor Earle present.
PRESENTATION OF Mayor Bonner presented trophies to the winners of the Golf Tournament,
GOLF TROPHIES
William Herman receiving the City trophy and Bill Nall receiving
the Mayor's trophy. Plaques were also presented to P.G.A. officials
who donated their time and efforts to the tournament. The Council
praised them for their outstanding cooperation with the City in the
past.
OPENING SEALED BIDS Opening of the bids on a 1969 model sedan for the Building Department
ON 1969 SEDAN POST-
PONED were not opened as only one bid was received from Bev Smith, Inc.
Vice Mayor Earle moved to recall bids and send specifications to
car dealers, seconded by Councilman Walker. Bev Smith, Inc. would
be notified that their bid would be under lock until opening date.
Voting on the motion was 5 ayes and no nays.
MINUTES The reading of the minutes of the Regular Meeting, October 14, 1968,
was waived on a motion by Vice Mayor Earle, seconded by Councilman
Brown. Councilmen will approve by signature. Councilman Walker
moved to correct the minutes to read "Mayor" Bonner and not "Vice
Mayor" Bonner, seconded by Vice Mayor Earle with vote of 5 ayes and
no nays.

SPECIAL MEETING Mayor Bonner directed the City Clerk to read the minutes of the
MINUTES
Special Meeting of October 30, 1968, on a motion by Vice Mayor Earle,
seconded by Councilman Brown. The minutes were read by the City
Clerk and approved by the Council on a motion by Vice Mayor Earle,
seconded by Councilman Brown on a vote of 5 ayes and no nays.
PENSION PLAN DATE Date for opening of the Pension Plan Bids was set for November 25, 1968.
SET FOR OPENING
DEPARTMENT REPORTS
Mayor Bonner reviewed the monthly reports and these were discussed
with the Council. Under the Police Department's report the Council
stated issuance of warrants for arrests would be streamlined with
the use of the Judge ad litem. The City Manager was directed to
pursue this and report to the Mayor.
The Building Department report revealed approximately 2z times more
building for 1968 than for 1967. Councilman Jewett questioned
the building of 20 units at Hidden Key and asked that this be placed
on the Workshop Agenda for further study. Vice Mayor Earle moved
and recommended to go ahead on City Planning as was scheduled with
Gerald Dake Associates, seconded by Councilman Brown. Voting was 5
ayes and no nays.
ORDINANCE #28 -1968 Motion by Vice Mayor Earle, seconded by Councilman Walker that
SALE OF MALT BEVERAGES
HOURS Ordinance #28 -1968, hours for sale of malt beverages, be placed on
first reading and read in full. Voting on the motion was 3 ayes and
2 nays. Councilman Brown and Jewett voted nay. Motion to read passed.
Mayor Bonner directed the City Clerk to read Ordinance #28 -1968.
ORDINANCE #29 -1968 Motion by Vice Mayor Earle, seconded by Councilman Brown that
TENURE OF OFFICE FOR
ZONING COMMISSION Ordinance #29 -1968, Tenure of Office of Members of Zoning Commission,
be read in full. Voting was 5 ayes and no nays. Mayor Bonner
directed the City Clerk to read Ordinance #29 -1968.

ORDINANCE #30 -1968 Motion by Vice Mayor Earle, seconded by Councilman Walker to read
CITY MANAGER'S
SALARY Ordinance #30 -1968, City Manager's Salary, to be read in full on
first reading. Voting was 5 ayes and no nays. Mayor Bonner directed
the City Clerk to read Ordinance #30 -1968.
RESOLUTION #32 --1968 Motion by Vice Mayor Earle, seconded by Councilman Walker to read
APPOINTING RECREATION
ADVISORY MEMBERS Resolution #32 -1968, appointing members to Recreation Advisory Board.
On the direction of Mayor Bonner, the City Clerk read Resolution #32-
1968 and the Council adopted on a motion by Vice Mayor Earle, seconded
by Councilman Walker. Voting was 5 ayes and no nays. The Council
agreed these members of the board came highly recommended.
RESOLUTION #33 -1968 Motion by Vice Mayor Earle, seconded by Councilman Walker to read
ROBERT MUNSELL APP'T.
AS BUILDING & LICENSE Resolution #33 -1968, Appointment of Robert Munsell as Building
INSPECTOR
Inspector and License Inspector. Voting was 5 ayes and no nays.
Vice Mayor Earle stated this would give the Building Department
better control and Mayor Bonner assured the Council that Mr. Munsell
came well qualified. On the direction of Mayor Bonner, the City
Clerk read Resolution #33 -1968 and it was adopted by the Council on
a motion by Vice Mayor Earle, seconded by Councilman Walker. Voting
was 5 ayes and no nays.
RESOLUTION #34 -1968 Motion by Vice Mayor Earle, seconded by Councilman Walker to read
ADMINISTRATIVE PAY
SCALE FOR 1968 -69 Resolution #34 -1968, Administrative Pay Scale for 1968 -69. Voting
was 5 ayes and no nays. Mayor Bonner directed the City Clerk to
read Resolution #34 -1968. Motion by Councilman Walker, seconded
by Vice Mayor Earle to adopt. Vote was 5 ayes and no nays.
RESOLUTION #35 -1968 Motion by Vice Mayor Earle, seconded by Councilman Walker to read
CONTRACT WIT$ GERALD
RAKE, ASSOCIATES Resolution #35 -1968, Contract with Gerald Dake, Associates. Voting
was 5 ayes and no nays. Mayor Bonner directed the City Clerk to

read Resolution #35 -1968. Mayor Bonner reviewed the contract
attached to the Resolution. Motion by Vice Mayor Earle, seconded
by Councilman Jewett to adopt Resolution #35 -1968. Voting was 5
ayes and no nays.
SOUTHEAST INSURANCE The final audit of the Southeast Insurance of 1965 was discussed.
OF 1965 AUDIT
Vice Mayor Earle motioned to table payment of $2,101.48, for review
of audit, seconded by Councilman Walker. Attorney Brant and City
Manager Poston were directed to review the audit and advise Southeast
Title of what is required before payment can be made. Vote was 5
ayes and no nays.
OLD BUSINESS Sidewalks at Military Trail were discussed at length. Grove Park's
PTA President, Mr. Smith, attended. The Council gave approval for
the Public Works Department to go ahead with installation of sidewalks
SIDEWALKS as soon as Mr. Poston had received the right -of -way from the State
Road Department. Motion by Councilman Walker, seconded by Vice Mayor
Earle on Mayor Bonner's recommendation to start at Crestdale and go
south to Northlake Boulevard as the first phase. After discussion
the first phase of the project was then set to start at Northlake and
work north. Voting was 5 ayes and no nays.
The City Manager was also directed to get permission from the State
SCHOOL ZONES for a school zone to be created from Keating on Northlake Blvd. to
Military Trail and from Northlake Blvd. north on Military Trail to
Crestdale.
BOOSTER CLUB Mr. Poston, City Manager, reported the Booster Club had decided to

hold the Carnival as a one -day affair, but would keep the Council
posted on any developments.

VOTE ON HIRING City Manager Poston explained to the Council the need for more

policemen, and stated the City had the opportunity to obtain
the services of a well experienced man but as his sister was a
regular employee it would be necessary for the Council to vote
unanimously to overrule the Nepotism Section of Ordinance #25 -1968.
Vice Mayor Earle motioned to remove the restriction and to hire the
man, seconded by Councilman walker. Voting was 5 ayes and no naps.
The City Manager was directed to check with Mr. Searcy regarding
plantings to act as sound barriers and for beautification along I -95.
AD30URNMENT No further business and motion to adjourn was by Councilman Jewett,
seconded by Vice Mayor Earle. Time for the record was 10:45 P.M.
