NOTE: As was communicated as part of the public record, this project has agreed with the city council to have some of the AIPP work created as memorial installations to Henry Skokowski. As both his closest friend and accomplished AIPP artist, I have been retained to create these pieces in his memory as reflections of his personality and charecter. -1) A series consisting of four (4) functional art bench installations. Each bench design represents an environment Mr. Skokowski was passionate about: (contemporary design, profession, ocean, motorcycle touring). Each bench installation incorporates a pair of his shoes (cast in metal) relative to that environment. Footprints of those shoes from the bench to a building entry are also being considered as part of a wayfinding program. A'bench' scheme is also being proposed as part of the City Hall memorial installation. Approximately 61 x 18 "W x 18'1-1 Aluminum, wood, stainless steel, epoxy polyester hybrid finishes. - 2) Heroic scale installation proposed for the Victoria Gardens Drive exposure. This proposed installation is whimsical in nature, and has one primary and 3 to 4 satellite components that will incorporate the FDOT water retention area directly west of the project site. Though it is a visual pun, abstract references both literally and symbolically of our perceptions and assessments to the world and our culture can be made. Primary approximately 201 x 15'W x 20H, satellites approximately 7'x7 x7' Cast composite fibre resins; aluminum, steel, epoxy polyester hybrid finishes. - 3) Large scale installation proposed for internal primary traffic circle hub. Designed as an abstract icon to Mr. Skokowski's passion for music, this piece correlates to the era of his introduction to music. The core elements of this work will be familiar to music affecianados, and were chosen for their very unique design forms. Great consideration for the function of the traffic circle location has been given, and this work visually changes as one rotates around the drive. Creator of monuments, Interpreter of life. From his early days in Winthrop, Massachusetts, Raimondl has demonstrated a unique ability to envision and create tremendous works of art that are solid In form, yet fluid in movement. The first of four sons born to Erma and Peter Raimondi in May of 1948, the sculptor spent his early years honing his skills while developing an eye for the beauty of nature that surrounded him. The young man spent much of his time in the company of his family, though he also enjoyed the solitude of drawing and painting, as well as collecting coins. In his formative years, Raimondi became fascinated by scale -model automobiles and airplanes, which later translated into full -size "hot rods" as he grew into a teenager. These hobbies proved invaluable in the artist's keen ability to comprehend scale and movement- - two of the elements that are so essential in his work today. His early works were exhibited at Boston City Hall and Bridgewater State College, along with numerous local galleries and museums. This, in turn, led to Raimondi's first prominent commission, which was awarded to him In a national competition conducted by the I -80 Bicentennial Sculpture Project. This sculpture, entitled Erma's Desire, is named for the artist's mother and her intense desire for, the happiness of her children. After meeting with architects, designers and community representatives, the sculptor develops a theme for the work and begins preparing sketches for Ideas that relate to that theme. Site, surroundings and, of course, clientele are all carefully considered before pencil is ever laid to paper. Next, Raimondi creates cardboard models of the finished piece. From these models he is able to envision the final sculpture, determine stress points and create the proper balance, physically, as well as visually. u«Y.ii w w w.�ao� uaYava.. vaauuwa�,auaaaucn.aauu From these models, Raimondi creates patterns which he uses to fabricate a scale model of the final sculpture in bronze, which serves as his guide for the final work. Unlike other sculptures, Raimondi's works are not cast in molten bronze, but rather formed, rolled and welded into shape from large sheets of bronze. This gives them a lighter, more fluid appearance. Ferris [X] Not Required f i Date Prepared: December 06, 2004 Meeting Date: December 15, 2004 Petition: MISC -0444 BACKGROUND With the adoption of Resolution 78, 2004 the City Council approved the construction of two professional office buildings totaling 28,282 square feet on an approximately 2.4 acre site generally located at the southeast corner of Interstate 95 and Hood Road Per Section 78 -262 of the Land Development Regulations, "Fee imposed on development," all budgets for new construction of private and public developments shall include 1% of the total budgets for vertical construction as a fee for art in public places. The subject fee shall be used by the developer for the provision of artwork on the project site, or the developer may choose to contribute 1 % of the total building construction costs directly to the City for the provision of art on public property, including public rights -of- way. Under the terms of Section 78 -261 of the Land Development Regulations, the petitioner has currently escrowed an amount of $15,681.26 for the building. The applicant has indicated that the cost of the proposed sculpture would be $15,681.26 (Please see attached budget breakdown). The applicant will be required to provide an executed contract verifying the expense of the art piece prior to installation of the artwork. DISCUSSION The applicant has previously met with the Art in Public Places Advisory Board to solicit their guidance regarding the selection and placement of art on the site. The applicant is proposing art work created by Mr. Llewellyn Davies, a world renowned artist whose works are currently being shown in various public and private spaces. A resume for Mr. Davies is included with this application. The City is seeking a recommendation on this request from the Art in Public Places Advisory Board. During the site plan process the art committee determined the proper location of the artwork and we have complied with their request. The artwork will be located on the southern side of the entrance to the office complex as provided in the final site plan approval. The artwork that we have chosen is a bronze sculpture called `Coming To Bear" by Llewellyn Davies. A copy of the photograph and the resume of the artist are enclosed. The actual dimensions of the sculpture are 42 "L x 31 "H x 28 "D. There is another sculpture by this same artist on Burns Road in front of a storage facility. Sincerely yours, GARDENS TITLE, INC. 0 1 e White esident LLLEWEL.L.YN DAVIES Llewellyn Davies was born in Zimbabwe in 1950 and was raised on an extensive cattle ranch bordering Hwange Game Reserve. His being a solitary childhood, Llewellyn spent many hours modelling simple figures out of ant heap clay — showing, even then, a remarkable eye for proportion and form and an uncanny ability to record details about his chosen subject matter. The vast expanses of natural bush on the ranch were home to a wide variety of wildlife and Llewellyn immersed himself in this African environment. Nonetheless danger was always close at hand in the African bush and when he was 20 years old, Llewellyn was severely mauled by an injured lioness. His life was saved by his father who shot the animal off him. After studying agriculture and managing a farm in South Africa for five years, the powerful yearning for art became too strong to ignore. In 1978, Llewellyn resigned from his job and turned to his great love, sculpture. As was the case in his formative years, Llewellyn is a quiet achiever and prefers not to aggressively seek the limelight. However a number of companies and private collectors in South Africa, the USA, Mexico, Panama, the West Indies, Europe, Australia, England, Israel and Japan have added Llewellyn bronzes to their collections, both Limited Editions and Piece Unique commissions. Llewellyn has displayed a remarkable degree of versatility with works ranging from the delicate malachite Sunbird through to the powerful life sized rearing stallion "Wolraad Woltemade." Between these extremes are skilfully created studies of the characters of Africa. Sensitivity, an acutely observant eye and his talent for conveying emotion, power and movement, give Llewellyn's work a depth which affords lasting pleasure. 11 This is a reflection of the thorough and energetic research which Llewellyn undertakes before commencing a sculpture. He never works purely from photographs and often travels many miles in order to have close personal contact with his subjects. Swimming with dolphins, working on a Cape wine farm during grape picking season, climbing trees to study elephants from above, have all formed part of Llewellyn's research process. Llewellyn started his own foundry in 1981 as he felt the professional foundries operating in South Africa at the time were not producing work of the quality he was looking for. This allows him to have total control over each piece from the original conception through to delivery to the client. A fully professional artist since 1978, Llewellyn has found true fulfilment. The talent which led his school art teacher to state to his parents that he would follow a career as a sculptor and the renowned art promoter in Harare, the late Frank McKuen to offer Llewellyn space to work in his gallery while still a student, has now found its outlet. Llewellyn's only frustration is that his hands cannot produce work-fast enough to keep pace with the ideas taking shape in his head. Per Section 78 -262 of the Land Development Regulations, "Fee imposed on development," all budgets for new construction of private and public developments shall include 1% of the total budgets for vertical construction as a fee for art in public places. The subject fee shall be used by the developer for the provision of artwork on the project site, or the developer may choose to contribute 1% of the total building construction costs directly to the City for the provision of art on public property, including public rights -of- way. Under the terms of Section 78 -261 of the Land Development Regulations, the petitioner has paid $75,000 to the City, which represented one percent of the total construction costs of the initial phase of construction. The applicant has indicated that the cost of the proposed sculpture would be $258,180.00. (Please see attached budget breakdown). The applicant will be required to provide an executed contract verifying the expense of the art piece prior to installation. DISCUSSION The applicant has previously met with the Art in Public Places Advisory Board to solicit their guidance regarding the selection and placement of art on the site. In accordance with that guidance, the applicant has selected art work created by Mr. John Raimondi, a world renowned artist whose monuments are currently being shown in various museums, as well as in public and private spaces. Mr. Raimondi is the creator of the sculpture located at the Embassy Suites Hotel on the south side of PGA Boulevard. A resume for Mr. Raimondi is included with this application. The City is seeking a recommendation on this request from the Art in Public Places Advisory Board. The placement of the piece is proposed for the median at the Grandiflora entrance of the school. This location was recommended by the Art Advisory Committee as the most appropriate location for the benefit of the public. Due to the size and scale of the sculpture, and in an effort to maximize the est cts and visibility of the piece, we are requesting approval to allow the relocation o currently located in the median to other locations on the site. Included in this application is a Preliminary Cost Estimate for the costs associated with the purchase and installation of the proposed art. The summary of these costs totals $258,180.00. Because this amount exceeds the required fees associated with the permits issued to date, the applicant requests that the excess value of the art be applied to future permit requirements. The applicant would also like to request reimbursement of the AIPP cash fees previously paid to the city.
