HomeMy WebLinkAboutMinutes Council 112568CITY OF PALM BEACH GARDENS REGULAR MEETING OF THE CITY COUNCIL November 25, 1968 REGULAR MEETING The City of Palm Beach Gardens' Council met at 8:00 P.M. at City Hall, 3704 Burns Road in Regular Session November 25, 1968 with Mayor Bonner presiding. QUORUM Roll call was called by the Clerk with Councilman Brown, Walker and Jewett; Vice Mayor Earle and Mayor Bonner present. INTRODUCTION OF JR. Mayor Bonner introduced the two finalists of the Jr. Orange Bowl Queen ORANGE BOWL QUEEN CONTEST FINALISTS Contest, Miss Trudy Dussault and Miss Sandra Eichenberger, and con- gratulated them and wished them luck in the finals at Miami. PENSION PLAN BIDS City Manager Poston had compiled a summary on the bids for the Pension AWARDED Plan which were presented to the Council. Nine firms met requirements and Travelers Insurance Company was the lowest bidder. Councilman Brown stated he would again abstain from voting as his insurance company had presented a bid. Vice Mayor Earle motioned to award the bid to Travelers Insurance Company of Cornelius, Johnson & Clark, Inc. as low bidder, seconded by Councilman Walker. Voting was Councilman Walker, Vice Mayor Earle and Mayor Bonner aye; Councilman Brown and Jewett abstained from voting. OPENING BIDS ON SEDAN FOR BUILDING DEPT. City Manager Poston opened bids from Bev Smith, Inc. and from Palm Beach Dodge. After examination, Palm Beach Dodge was the lower bidder. Councilman Jewett suggested the consideration of asking for further bids. Vice Mayor Earle motioned that the bids be reviewed and if Dodge meets the specifications, award the bid to Palm Beach Dodge. Councilman Brown motioned that bids be reviewed and then return to the �- table for consideration; no second. Councilman Walker seconded motion made by Vice Mayor Earle to review and if the Dodge meets the speci- fications to award to Palm Beach Dodge. Voting on the motion Mayor Minutes of Regular Meeting, November 25, 1968 Page 2 Bonner, Councilman Jewett and Brown voted nay, and Vice Mayor Earle and Councilman Walker voted yes. Motion not passed. The Council agreed to seek more bids looking for a better price. MINUTES The reading of the minutes of the Regular Meeting of November 11, 1968, REGULAR MEETING NOVEMBER 11, 1968 were waived on a motion by Vice Mayor Earle, seconded by Councilman Brown. Vote was 5 ayes and no nays. MINUTES Motion to read minutes of November 18, 1968, Special Meeting on SPECIAL MEETING INSURANCE BIDS insurance bids was by Vice Mayor Earle, seconded by Councilman Walker. NOVEMBER 18, 1968 Vote was 5 ayes and no nays. Mayor Bonner directed the City Clerk to read the minutes with approval by the Council on a motion by Vice Mayor Earle, seconded by Councilman Walker. Voting was 5 ayes and no nays. RESOLUTION #36 -1968 Motion by Vice Mayor Earle, seconded by Councilman Walker, that Res. CIVIL DEFENSE #36 -1968, Appointing Director of Civil Defense, be read. Vote was 5 ayes and no nays. Mayor Bonner directed the City Clerk to read Res. #36 -1968. Motion to adopt on a motion by Vice Mayor Earle, seconded by Councilman Brown. Voting 5 ayes and no nays. Councilman Brown expressed thanks to Mr. Denmore for his services on Civil Defense in the past. Mr. Poston was directed to write a letter of appreciation. RESOLUTION #37 -1968 Motion by Vice Mayor Earle, seconded by Councilman Walker to read Res. TRAILERS AT P.G.A. #37 -1968, Conditional Use of Trailers at P.G.A. Vote was 5 ayes and no nays. Mayor Bonner directed the City Clerk to read Res. #37 -1968. Councilman Walker moved to adopt. Res. #37 -1968, seconded by Vice Mayor Earle; voting 5 ayes and no nays. RESOLUTION #38 -1968 Motion by Councilman Brown, seconded by Councilman Walker to read Res. EASEMENT ON LILAC DR. #38 -1968, Acceptance of Easement on Lilac Drive. Vote was 5 ayes and Minutes of Regular Meeting, November 25, 1968 Page 3 no nays. Mayor Bonner directed the City Clerk to read Res. #38 -1968; adopted on a motion by Councilman Brown, seconded by Councilman Walker. Voting was 4 ayes and 1 nay. Councilman Jewett voted no as he opposed paving. The easement was extended to the City by the School Board pro- vided the City pave same within one year and maintain drainage. ORDINANCE #28 -1968 Motion by Vice Mayor Earle, seconded by Councilman Walker to read HOURS FOR ALCOHOLIC BEVERAGES Ord. #28 -1968, Hours of Sale of Malt Beverages, by title only on second reading and by reading amendment. Vote was 4 ayes and 1 nay. Councilman Jewett voted no. Mayor Bonner directed the City Clerk to read Ord. #28 -1968 by title only and read amendment. Motion to adopt by Vice Mayor Earle, seconded by Councilman Walker. Councilman Brown stated we amended the Zoning Ordinance too fast and too soon and the hours for sale of malt beverages in M -1 District was too long. Councilman Jewett stated the emergency was not clear to him and he had gone along with having it, but should have restrictions as to more establishments of this type which include a distance and hours. Mayor Bonner stated this was not an emergency and that if Ordinance #28 -1968 is not passed the hours for alcoholic beverages would be as established by General Ordinance #3. Mayor Bonner, Vice Mayor Earle and Council- man Walker voted aye and Councilman Jewett and Brown voted nay. ORDINANCE #29 -1968 Motion to read Ord. #29 -1968, Tenure of Office for Zoning Commission, TENURE OF ZONING COMMISSION as amended on second reading by Vice Mayor Earle, seconded by Council- man Brown. Vote was 5 ayes and no nays. At the direction of the Mayor, Resolution #29 -1968 was read. Motion by Vice Mayor Earle to adopt as read, seconded by Councilman Brown. Councilman Jewett criticized Ord. #29 for length of tenure that was created. Voting was 4 ayes and 1 nay; Councilman Jewett voting nay. / Minutes of Regular Meeting, November 25, 1968 Page 4 ORDINANCE #30 -1968 Motion to read Ord. #30 -1968, Salary of City Manager, by title only by CITY MGR'S SALARY �— Councilman Brown, seconded by Vice Mayor Earle. Vote was 5 ayes and no nays. RODENT CONTROL Vice Mayor Earle motioned to accept contract with Nozzle Nolan on rodent control, seconded by Councilman Brown. Vote was 5 ayes and no nays. Mayor Bonner stated this acceptance was a saving to the City with discounts allowed. CORRESPONDENCE Letters of appreciation from Mr, Spahn and Mr. Horace Miller were read by Mayor Bonner, directed to the City Police Department and Chief Pecht for a splendid organization and loyalty. ANNnUNCEMENT Mayor Bonner announced that City Hall would be closed Thursday and Friday as the employees had agreed to take the floating holiday at this time. Holiday time allowed by the Merit System. ANY OTHER BUSINESS Under any other business, Mayor Bonner asked the Council to remain after regular session for discussion on sidewalks. He directed the City Manager to set up a meeting with Mr. Stout and arrange to have the City Engineer attend. The Council agreed also to study distances for alcoholic beverage establishments and distances between gas stations at a workshop meeting in the near future. Councilman Brown stated an expression of thanks and appreciation to POLICE RESERVES the Police Reserves for assistance in the past parade and Halloween COMPLIMENTED patrol. Mr. Poston was directed to send letters of appreciation. ADJOURNMENT No further business and motion to adjourn by Councilman Brown, seconded by Councilman Walker. Time for the record 9:45 P.M.
