HomeMy WebLinkAboutMinutes Council 120968REGULAR MEETING QUORUM CITY OF PALM BEACH GARDENS REGULAR MEETING OF THE CITY COUNCIL December 9, 1968 The Regular Meeting of the Council of the City of Palm Beach Gardens was held on December 9, 1968 at 8:00 P.M. at City Hall, 3704 Burns Road, Palm Beach Gardens, Florida. Mayor Bonner presided. Mayor Bonner instructed the City Manager to call the roll. All Councilmen were present. MINUTES Motion by Vice Mayor Earle, seconded by Councilman Walker that the reading of the minutes of November 25, 1968, Regular Meeting, would be waived and approval would be by each Councilman's signature. Vote was 5 ayes and no nays. DEPARTMENT REPORTS RES. #39 -1968 DONATION TO BOOSTER CLUB AND JAYCEES Mayor Bonner reviewed each department report for the benefit of the Council and members of the audience. There were various questions concerning items in each report that were referred to the Manager for clarification or correction. Motion by Councilman Brown, seconded by Vice Mayor Earle that Res. #39 -1968, donating to the Booster Club and the North Palm Beach -Palm Beach Gardens Jaycees be read. Vote was 5 ayes and no nays. Mayor Bonner instructed the Manager to read Res. #39 -1968. Motion by Councilman Walker, seconded by Councilman Brown that Res. #39 -1968 be adopted as read by the Manager. Voting was 5 ayes and 0 nays. RES. #40 -1968 Motion by Vice Mayor Earle, seconded by Councilman Walker, that Res. DECLARATION OF CONTRI- BUTIONS TO GROUP INSUR -#40 -1968, declaring the City's contributions to the Group Insurance ANCE & PENSION PLAN BY CITY and Pension Plan be read. Vote was 5 ayes and no nays. Mayor Bonner instructed the Manager to read the Resolution. Motion by Council- man Walker, seconded by Vice Mayor Earle, that Res. #40 -1968 be Minutes of Regular Meeting, December 9, 1968 Page 2 adopted as read by the Manager. On the discussion of the motion a question was raised as to whether or not the contribution is on an individual basis or on an average basis. Mayor Bonner instructed the Manager to investigate. There being no further discussion, Mayor Bonner called for the question, vote being 5 ayes and no nays. RES. ##41 -1968 Motion by Councilman Walker, seconded by Councilman Brown that Res. TENURE OF OFFICE PLANNING & ZONING #41 -1968 giving tenure of office to members of the Planning & Zoning COMMISSION MEMBERS Commission be read. Vote was 4 ayes and one nay. Councilman Jewett casting the nay vote. Mayor Bonner instructed ttte Manager to rear€ Res. #41 -1968. Motion by Vice Mayor Earle, seconded by Councilman Walker that Res. #41 -1968 be adopted as read by the Manager. On discussion of the motion, Councilman Jewett stated for the record he was not in favor of the Zoning and Planning Commission originally, and he was not in favor of the ordinance granting the powers and duties of the Zoning Commission; consequently, he could not vote affirmative for this resolution. There being no further discussion, Mayor Bonner called for the question. The vote was 4 ayes and one nay, Councilman Jewett casting the nay vote. CORRESPONDENCE Mayor Bonner read the following correspondence to the Council members and members of the audience: A report on the Junior Orange Bowl Queen Contest held in Miami; a letter from Mr. R. H. Thompson, Manager of the Club House at PGA National Golf Club; letter from Mr. C. B. Kunkle, member of the Booster Club Carnival Committee; letter from Mrs. Ruby Brown, member of the Booster Club; a note from Al Jasper, member of the PBG -NPB Jaycees and a letter from Mr. Richard Denmore, L past president of Civil Defense. Minutes of Regular Meeting, December 9, 1968 Page 3 AWARDING BIDS FOR Motion by Vice Mayor Earle, seconded by Councilman Brown that the BUILDING DEPARTMENT VEHICLE low bid of Palm Beach Dodge in the amount of $2,078.95 be awarded for the purchase of a 1969 Dodge Dart 4 -door sedan. On the dis- cussion of the motion, Councilman Jewett stated for the record he felt that a cheaper vehicle could be purchased and he felt that new specifications should be prepared and this item rebid. There being no further discussion, Mayor Bonner called for the question. Vote was 4 ayes and no nays, Councilman Jewett casting the nay vote. AUTHORIZATION FOR A motion by Vice Mayor Earle, seconded by Councilman Walker that the MANAGER TO PURCHASE CERTIFICATE OF DE- Manager be authorized to purchase three (3) Certificate of Deposits POSITS in the amount of $100,000.00 each as recommended in the memo sub- mitted to the Council. The vote was 5 ayes and no nays. DISCUSSION ON SIDE- Mayor Bonner read a letter from the State Road Department authorizing i WALKS - NORTHLAKE BLVD MILITARY TRAIL FROM the construction of a sidewalk from Keating Drive to Military Trail NORTHLAKE TO CRESTDALE & LILAC DR. TO LARCH on the north side of Northlake Blvd. 5 ft. from the pavement. Said sidewalk shall be 5 ft. in width and constructed of shell rock and tack coat. Mayor Bonner instructed the Manager to proceed with con- struction immediately. Other discussion relative to construction of the sidewalk from Northlake Blvd. to Crestdale adjacent to the easterly right -of -way of Military Trail and the construction of a sidewalk from Lilac Drive to Larch on the easterly right -of -way of Military Trail was to be referred to Workshop, December 16, 1968 for further study. Mayor Bonner asked that each Councilman investi- gate this area before the December 16th meeting. DISCUSSION ON Mayor Bonner discussed the problem confronting the safety of the TEMPORARY FENCING FOR NEW POOL CON- children in the neighborhoods where new pools were being constructed STRUCTION and during the time of construction the pools became an attractive Minutes of Regular Meeting, December 9, 1968 Page 4 nusiance because they did not have a temporary fence throughout construction. Mayor Bonner polled the Council and asked that the Manager be directed to inform the Building Inspector that no pool shall be constructed from this day forward unless the General Con- tractor or Pool Contractor construct a temporary fence for the safety and welfare of the children in the neighborhood. The poll of the Council was unanimous in favor of the Mayor's suggestion. LETTER TO WOMAN'S Mayor Bonner directed the City Manager to write a letter to the CLUB ON "OPERATION ALERT" president of the Woman's Club of Palm Beach Gardens congratulating the Woman's Club for the excellent job they had done in concluding "Operation Alert ". This program was designed to inform the parents and children of the dangers of drugs and narcotic addiction.
