HomeMy WebLinkAboutMinutes Council 032767CITY OF PALM BEACH GARDENS REGULAR MEETING OF THE CITY COUNCIL March 27, 1967 REGULAR MEETING The regular meeting of the Council of the City of Palm Beach Gardens was held on March 27, 1967, at 8:00 P.M., at the Meridian Park Clubhouse, Palm Beach Gardens, Florida. PLEDGE OF ALLEGIANCE Mayor Diamond instructed Councilman Bonner to lead in the Pledge of Allegiance to the Flag. QUORUM At the direction of the Mayor, the roll was called. All of the Councilmen were present. MINUTES Motion by Councilman Earle, seconded by Councilman Hughes, that the minutes of the Special Meeting of March 9, 1967 be read by the Clerk. Vote was 5 -0 in favor of the motion. Mayor Diamond directed the Clerk to read the minutes. Motion by Councilman Hughes, seconded by Councilman Earle, that the minutes be approved as read by the Clerk. Vote was 5 -0 in favor of the motion. Motion by Councilman Earle, seconded by Councilman Bonner that the minutes of the Special Meeting of March 17, 1967 be read by the Clerk. Vote was 5 -0 in favor of the motion. Mayor Diamond directed the Clerk to read the minutes. Motion by Councilman Earle, seconded by Councilman Brown, that the minutes Minutes of Regular Meeting March 27, 1967 Page 2 of March 17th be approved as read by the Clerk. Vote was 5 -0 in favor of the motion. Motion by Councilman Earle, seconded by Councilman Bonner that the minutes of the Council meeting of March 22, 1967 to canvass the election results be read by the Clerk. Vote was 5 -0 in favor of the motion. Mayor Diamond directed the Clerk to read the minutes. Motion by Councilman Earle, seconded by Councilman Brown that the minutes be approved as read by the Clerk. Vote was 5 -0 in favor of the motion. Mayor Diamond informed the audience that the minutes of the regular meeting of March 13, 1967 were not yet completed. They would be available at the next regular meeting April 10, 1967. APPROVAL, OF P.O. FOR Mr. Poston, the City Manager, informed the audience UOUPER-GRIFFITV that a policy had been set by the Council that the purchase of any items over $250.00 would be brought to the attention of the Council and the public at the Workshop meetings. The purchase order for approval tonight was for a typewriter for the Rec- reation Department in the amount of X297.00. It was stated that since this item was under $500.00 a motion to approve it was not needed. The Council agreed that the purchase order was approved. f Minutes of Regular Meeting March 27, 1967 Page 3 RES. #13 -1967 Motion by Councilman Earle, seconded by Councilman AFFUINLIAti RY LOU TERDAY AS DEPUTY Brown, that Res. #13 -1967, appointing Mary Lou CLERK Osterday as Deputy Clerk, be read by the Clerk. Vote was 5 -0 in favor of the motion. The Mayor directed the Clerk to read Res. #13 -1967. Motion by Council- man Hughes, seconded by Councilman Brown, that Res. #13 -1967 be approved as read by the Clerk. Vote was 5 -0 in favor of the motion. RES. #14 -1967 Motion by Councilman Earle, seconded by Councilman RO NI CA E. SNYDER AS CITY C E AND Brown, that Res. #14 -1967, appointing Veronica E. Snyder as City Clerk and Deputy Tax Collector be read by the Clerk. Vote was 5 -0 in favor of the motion. Mayor Diamond directed the Clerk to read the Resolution. Motion by Councilman Earle, seconded by Councilman Brown, that Res. #14 -1967 be approved as read by the Clerk. Vote was 5 -0 in Favor of the motion. The City Manager then gave her the Oath of Office and the Council gave their congratulations to the new City Clerk. RES. #15 -1967 Motion by Councilman Hughes, seconded by Councilman DONATION UF �P500.0(1 TO T11171-- Earle, that Res. #15 -1967, approving a donation of ORTII PAILI'll BEACH §500.00 to the Kiwanis Club of North Palm Beach, be read by the Clerk. Vote was 5 -0 in favor of the motion. The Mayor directed the Clerk to read Res. #15 -1967. i Minutes of Regular Meeting March 27, 1967 Page i Motion by Councilman Hughes, seconded by Councilman Earle that the motion be approved as read by the Clerk. On the discussion of the motion Mayor Diamond explained that this donation was a formality required by law. The Kiwanis Club paid the City $500.00 last week to secure a permit to hold the carnival at Publix Shopping Center. Since it was a charitable organization, the City was returning the money in the form of a donation. The Mayor then called for a vote on the motion. Vote was 5 -0 in favor of the motion. ORD. #8 -1967 Motion by Councilman Hughes, seconded by Councilman UILDING PERMIT FEES AND Brown that Ord. #8 -1967, changing the building per- MMENS mit fees, charges, and expenses, be read by the Clerk on second reading, by title only. Vote was 5 -0 in favor of the motion. Mayor Diamond directed the Clerk to read the Ordinance by title only. Motion by Councilman Hughes, seconded by Councilman Brown, that Ord. #8 -1967 be approved as read by the Clerk on second reading, by title only. Vote was 5 -0 in favor of the motion. CORRESPONDENCE Mayor Diamond read a letter to the audience from Mr. Art Forehand, Director of the Division of Community Hospitals and Medical Facilities relative to the Palm Beach Gardens Hospital. i Minutes of Regular Meeting March 27, 1967 Page 5 OLD BUSINESS Councilman Hughes asked the City Manager if the Mosquito Sprayer had been properly advertised through a call for brds. Ile was informed by the Manager that this had been done, and the bids re- ceived by the City would be opened April 5th. Councilman Hughes then asked the Attorney if he had a recommendation for the Council on the responsi- bility for a traffic signal at U.S. #1 and P.G.A. Boulevard. Attorney Nason stated that a written opinion on this question was in the mail. Council- man Earle asked the City Manager and Chief of Police if something could be done about stronger enforce- ment of the dog and cat ordinance. He was advised that this would be looked into. The City Manager and Council stated they would like to compliment Mr. Dukes on the excellent job he did in organizing the first Easter Egg hunt in Palm Beach Gardens. Mayor Diamond expressed hopes in making this an annual event. Mayor Diamond then commented briefly on the progress the City had made since the Council took office last year and expressed hopes of making even greater progress in the year to come. i Minutes of Regular Meeting March 27, 1967 Page 6 NEW BUSINESS Motion by Councilman Hughes, seconded by Councilman AUTHORTITUMN FOR CITY Earle, that the City Manager be authorized to ad- FUR � EX „_ vertise for bids on the municipal recreational com- C plex. Mayor Diamond then asked Mr. Dukes to briefly inform the public of the specifications required for the tennis courts and shuffleboard courts. Council- man Bonner asked Mr. Dukes if the tennis courts and balifields would be lighted. Ile was advised by Mr. Dukes that they would have metered lights. Mayor Diamond then called for a vote on the motion. The vote was 5 -0 in favor of the motion. Councilman Brown stated that he felt a letter of thanks should be sent to the Old Di�cie, Juno, and Lake Park Fire Departments for their assistance at a fire on Saturday, March 25, 1967. Mayor Diamond directed the Clerk to send these letters. ADJOURNMENT Motion by Councilman Earle, seconded by Councilman Brown, that the meeting be adjourned. Vote was 5 -0 in favor of the motion.
