CITY OF PALM BEACH GARDENS
- REGULAR MEETING OF THE CITY COUNCIL
June 26, 1967
REGULAR MEETING The regular meeting of the Council of the City of Palm
Beach Gardens was held on June 26, 1967, at 8:00 P.M.,
at the Golfers Village Community Center, Palm Beach
Gardens, Florida. Mayor Diamond presided.
QUORUM At the direction of the Mayor the roll was called.
All Councilmen were present except Vice Mayor Hughes
and Councilman Earle.
MINUTES Mayor Diamond stated that the reading of the minutes
of the regular meeting of June 12th would be waived
and approval would be by each Councilman's signature.
FIRE DEPARTMENT REPORT Mayor Diamond directed the Manager to read the Fire
Department report for the month of May. This report
had not been read at the last regular meeting.
Councilman Bonner asked if the fire permit forms were
available yet at City Hall. The Manager stated that
they would be available in about two weeks and all
requests for burning trash, mainly by contractors,
were being cleared with the fire department at the
present time.
RES. #29 -1967 Motion by Councilman Brown, seconded by Councilman

Mayor Diamond directed the Clerk to read Res. #29 -1967.
Motion by Councilman Bonner, seconded by Councilman
Brown, that Res. #29 -1967 be adopted as read by the
Clerk. On the discussion of the motion, there were
various questions from members of the audience relative
to the location of the property and whether or not the
City would have to contribute financially to the
support of the park. Mayor Diamond stated that the
property was north of the city limits of Riviera
Beach on Singer Island and had both lake and ocean
frontage. He felt the park would be a great benefit
to all residents of the surrounding communities.
Mayor Diamond called for a vote on the motion. The
vote was 3 -0 in favor of the motion.

Motion by Councilman Bonner, seconded by Councilman

construction work on roads and swales in Plat No. 3,
be read by the Clerk. Vote was 3 -0 in favor of the
motion. Mayor Diamond instructed the Clerk to read
Res. #30 -1967. Motion by Councilman Bonner, seconded
by Councilman Brown, that Res. #30 -1967 be adopted
as read by the Clerk. Councilman Bonner asked the
Manager if there was any reason why this amount should
not be paid. The Manager stated that he and Mr. Searcy,

the City Engineer, had personally checked the entire
area, and they felt the work had been completed satis-
factorily. Councilman Brown asked what the maintenance
provision period was on the reconstruction area. The
Manager stated it was one year. Mayor Diamond stated
that he would like to compliment Rubin Construction
Company on a very fine job. They completed the work
within a reasonable length of time and at a cost less
than they had originally bid. Mayor Diamond directed
the Manager to send a letter with the check to Rubin
Construction Company complimenting them on a job well
done. Mayor Diamond called for the vote on the motion.
The vote was 3 -0 in favor of the motion.

and read by the Clerk. Vote was 3 -0 in favor of the
motion. Mayor Diamond directed the Clerk to read
Ord. #18 -1967.
NEW BUSINESS Councilman Bonner stated that the Council had discussed
a swimming pool ordinance and he had spent a great deal
of time studying it. He would like to have it put on
first reading at the next regular meeting.

Councilman Bonner stated that he would like for the
Recreation Advisory Board and the Council to meet and
discuss what the Advisory Board is going to be able to
do for the City, at one of their Workshop meetings.
Mayor Diamond suggested that it would be better if the
Council met with the Advisory Board at one of their
meetings rather than a Workshop meeting. He asked that
Mr. Dukes, the Parks & Recreation Director, try to set
this meeting up for next Thursday evening, June 29th,
at 8:30 P.M. and advise the Council.
Mayor Diamond stated that the Council had requested
Howard Searcy, the City Engineer, to check with the
State Road Department on the beautification of I -95
through Palm Beach Gardens. He read a letter that
Mr. Searcy wrote to the State Road Department. Mayor
Diamond asked the City Manager to check and see if the
official opening of I -95 could be changed to the 4th
of July to tie in with the celebration being held in
the City.
OLD BUSINESS Mayor Diamond read a letter to the audience from Robert
De Young, State Representative, regarding the new
Charter for Palm Beach Gardens. He stated that they
were advised that the Charter had successfully run
the gauntlet of the committees and was being voted on
in the House. The next step would be for it to go to
the Senate. Mrs. Peters asked, "Is it possible that

when you get the Charter back again the Homeowners
Association could get a copy of it and be able to
study it ?" She was advised that there would be as
many copies available as were needed. Anyone who
wanted to review the Charter now could do so at City
Hall.
Councilman Bonner stated that he had received a call
from a lady on the moving of boats from vacant lots.
The Manager explained that the major owner of the
property in the City has been attempting to mow the
vacant lots and has had great difficulty in doing
this because of the boats, trailers, and other vehicles
that are being placed on the vacant lots. The Manager
also stated that we are trying to get all the lots
cleared before hurricane season. There was also dis-
cussion on abandoned cars and unlicensed cars in the
City and what could be done about them.
Mayor Diamond read the schedule of events for the
4th of July program and asked that all residents
participate.
Mayor Diamond gave the summer schedule of Council
meetings. There would be a Workshop meeting July 3,
1967 and August 7, 1967 held at City Hall, and a
regular meeting July 10th and August 14th, held at
the Golfers Village Community Center.

Mr. Gustave Anderson asked the Council to explain
the request for $1,500 to be donated to the Ocean
Sciences and Engineering Council of Palm Beach County,
Inc. and if the donation had been made. Mayor Diamond
stated that this matter had been deferred until Vice
Mayor Hughes returned to the City as he had attended
all the meetings of this organization, and a decision
on this matter would be made at that time.
ADJOURNMENT Mayor Diamond declared the meeting adjourned at
9.30 P.M.
