HomeMy WebLinkAboutMinutes Council 102367CITY OF PALM BEACH GARDENS REGULAR MEETING OF THE CITY COUNCIL October 23, 1967 REGULAR MEETING The regular meeting of the Council of the City of Palm Beach Gardens was held on October 23, 1967, at 8:00 P.M. at the Golfer's Village Community Center, Palm Beach Gardens, Florida. Mayor Diamond presided. QUORUM Mayor Diamond instructed the Manager to call the roll. All Councilmen were present. MINUTES Mayor Diamond announced that the minutes of the regular meeting of October 9, 1967 were not completed. He stated that they would be completed and ready for read- ~' ing at the regular meeting November 13, 1967. RES. #46 -1967 Motion by Vice Mayor Hughes, seconded by Councilman UNIFORMLY NAMING WEST LAKE PARK Earle, that Res. #46 -1967 setting forth the provisions ROAD, NORTH LAKE BL D. for naming State Road 809 and 809 -A, North Lake Blvd. from U.S. 1 (SR 5) west to its terminus be removed from the table. The vote was 5 -0 in favor of the motion. Motion by Vice Mayor Hughes, seconded by Councilman Earle, that Res. #46 -1967 be read by the Manager. Vote was 5 -0 in favor of the motion. Motion by Councilman Earle, seconded by Councilman Brown that Res. #46 -1967 be approved as read by the Manager. Vote was 5 -0 in favor of the motion. NATHAN SECRETARYP DEPUTY man Bonner, Res. #49 -1967 be read by the Manager. DEPUTY TAX COLLECTOR & DEPUTY The vote was 5 -0 in favor of the motion. Motion by E T R Vice Mayor Hughes, seconded by Councilman Earle, that Res. #49 -1967 be adopted as read by the Manager. On the discussion of the motion Mayor Diamond raised the question whether or not the position of secretary should be incorporated in the Resolution. Attorney Brant advised the Mayor that it could be either way, and having it in the Resolution would not affect the validity of the Resolution. Mayor Diamond called for the vote on the motion. The vote was 5 -0 in favor of the motion. RES. #50 -1967 Motion by Vice Mayor Hughes, seconded by Councilman APPOINTING LOUANN HOLDEN DEPUTY TAX COLLECTOR, Earle, Res, #50 -1967 appointing Louann Holden Deputy DEPUTY CLERK AND UNTANT Tax Collector, Deputy Clerk, and Accountant be read by the Manager. The vote was 5 -0 in favor of the motion. Motion by Vice Mayor Hughes, seconded by Councilman Brown, that Res. #50-1967 be adopted as read by the Manager. The vote was 5 -0 in favor of the motion. ORD. #22 -1967 Motion by Councilman Earle, seconded by Councilman GRANTING A FRANCHISE TO PALM BEACH Brown, that Ord. #22 -1967 granting a franchise to CABLE TV Palm Beach Cable Television be read by the Manager by title only on second reading. Motion by Vice Mayor Hughes, seconded by Councilman Earle, that Ord. #22 -1967 Minutes of Regular Meeting, October 23, 1967 Page 3 be adopted as read by title only on second reading. On the discussion of the motion, the Manager informed the Mayor that the proper advertising on this Ord- inance had been performed in accordance with the prescribed procedure as set forth in the new City Charter. Mayor Diamond called for the vote on the motion. The vote was 5 -0 in favor of the motion. ORD. #24 -1967 Motion by Councilman Earle, seconded by Vice Mayor PROVIDING FOR DISPOSITION AND SALE OF ABANDONED Hughes, Ord. #24 -1967 providing for the disposition BICYCLES AND MOTOR and sale of abandoned bicycles and motor vehicles be read by title only on second reading by the Manager. Motion by Councilman Earle, seconded by Vice Mayor U Hughes, that Ord. #24 -1967 be adopted as read by title only on second reading by the Manager. Vote was 5 -0 in favor of the motion. ORD. #25 -1967 A motion by Councilman Brown, seconded by Council - CHANGING ORD. #14 -1966 TU-CUNFURM TO THE NEW man Bonner, that Ord. #25 -1967 changing the Occupa- CITY CHARTER tional License Tax Ordinance #14 -1966 to comply with the new charter be read by title only on second read- ing by the Manager. Vote was 5 -0 in favor of the motion. Motion by Councilman Earle, seconded by Vice Mayor Hughes, that Ord. #25 -1967 be adopted as read by title only on second reading by the Manager. Vote was 5 -0 in favor of the motion. Motion by Vice Mayor Hughes, seconded by Councilman Brown, that Ord. #28 -1967 be adopted as read by title only on second reading by the Manager. Vote was 5 -0 in flavor of the motion. ORD. #29 -1967 Motion by Councilman Earle, seconded by Councilman ANNEXING APPROXIMATELY SIX ACRES OWNED BY ANODE Brown, that Ord. #29 -1967 annexing approximately 6 ELECTRIC COMPANY, IN acres on U.S. 1, north of State Road 703 owned by Anode Electric Company, Inc., be read by the Manager by title only on second reading. Vote was 5 -0 in favor of the motion. Motion by Councilman Earle, seconded by Vice Mayor Hughes, that Ord. #29 -1967 be adopted as read by title only on second reading by the Manager. Vote was 5 -0 in favor of the motion. ORD. #30 -1967 Motion by Vice Mayor Hughes, seconded by Councilman REZONING OF LOTS 37 AND 472 HIDDEN KEY Earle, that Ord. #30 -1967 rezoning Lots 37 and 47 SUBDIVISION Hidden Key Subdivision from R -1 to R -3 multiple family, be read in full on first reading by the Manager. Vote was 5 -0 in favor of the motion. ORD. #31 -1967 Motion by Councilman Brown, seconded by Councilman REZONING APPROXIMATELY 6 ACRES ON U.S. 1? ORD. #32 -1967 Motion by Councilman Earle, seconded by Councilman SETTING THE MILLAGE, Bonner, that Ord. #32 -1967 setting the millage, the AND ESTIMATED EXPENDITURES IN THE estimated revenues, and estimated expenditures for 1967 -1968 BUDGET the 1967 -1968 budget year be read in full on first reading by the Manager. Vote was 5 -0 in favor of the motion. CORRESPONDENCE Mayor Diamond informed the audience that he had LETTER FROM MR. POWELL directed the Manager to request all information rela- RELATIVE TO GROVE PARK ELEMENTARY SCHOOL tive to transportation to and from Grove Park Elementary School affecting all children living in Palm Beach Gardens, and requesting information on the possible extension of the school district north- ward into the City of Palm Beach Gardens. Mayor Diamond then read a letter from Mr. Powell, Director, Department of Attendance and Equal Opportunities Program, stating the boundaries of the district as it would affect residents of the City of Palm Beach Gardens. Mayor Diamond noted that the district had been enlarged northward of the Earman River to Gardenia Street. Mayor Diamond then read a letter from Mr. Roger F. Atkins, Director of Transportation, explaining the School Board's transportation XI_ Minutes of Regular Meeting, October 23, 1967 Page 6 procedures as they affected residents living in the City of Palm Beach Gardens. Mayor Diamond pointed out, that Mr, Atkins, in his letter projected possible curtailment of transportation in the future. He also enumerated that Mr. Atkins had suggested in his letter that the City of Palm Beach Gardens appropriate funds in the budget to build a bicycle path along Military Trail from Gardenia Street south to the Grove Park Elementary School. Mayor Diamond stated for the record, that he and the Council were greatly concerned for the safety of the children going to this school, and that he felt the County Commission and the School Board should assist the City Council in getting sidewalks or bicycle paths or whatever was necessary to remedy the hazards to the children as they existed presently. He informed the audience that he had instructed the Manager to request a meet- ing of the County Commission and the School Board so that they could discuss all feeder roads into the City and into each of the schools now existing and presently under construction. He said he felt that they were going to have to assist in funds to elimi- nate very bad conditions, unsafe conditions, and emergency conditions that existed to date. He said he would inform the audience and the public of the results of the meeting after it was held. Minutes of Regular Meeting, October 23, 1967 Page 7 OTHER BUSINESS: Mayor Diamond directed the Manager to follow up on VARIOUS DIRECTIVES TO THE MANAGER ON the request to the County Commission of the School ITEMS TO BE COMPLETED Board for a joint meeting to discuss roads to and from the schools located in Palm Beach Gardens. Mayor Diamond directed the Manager to write the County Engineer and request the County to repair Johnson Dairy Road which lies at the north end of the Municipal Complex Site. Council asked the Manager to investi- gate with the Chief of Police Office an incident that occurred at the Plant Drive Playground. Some lady had chased children from the playground area. They asked that the Manager advise them of his findings. Vice Mayor Hughes asked the Manager to investigate if a Certificate of Occupancy had been issued on the southwest corner of Riverside and Holly Drive prior to new residents moving in and occupying the premises. Other Councilmen requested the Manager investigate various construction sites in the City and find out why the trash was accumulating. Mayor Diamond asked the Manager to contact Mr. Kane of the County En- gineer's office to determine the starting date for the installation of the traffic light at U.B. 1 and PGA Avenue and report to the Council at the next Workshop Meeting, November 6, 1967. Councilman Bonner requested the Manager to place an item on the Workshop Agenda November 6, for the discussion on possible codification of all City Ordinances and Resolutions. i Minutes of Regular Meeting, October 23, 1967 Page 8 ADJOURNMENT Mayor Diamond adjourned the meeting at 9 :35 P.M.
