�.� MINUTES OF REGULAR MEETING OF CITY COUNCIL
HELD ON MONDAY, JANUARY 10, 1966
The regular meeting of the City Council was held at the
Garden Lanes Bowling Alley Meeting Room, Palm Beach Gardens, Florida,
on Monday, January 10, 1966, at 8:00 o'clock P.M.
MEETING CALLED TO
Mayor Ted Dela Court called the meeting to order. After
ORDER; QUORUM:
calling the roll, the City Clerk announced that a quorum of the
City Council was present. Councilman James F. Kelleher was absent.
MINUTES OF REGULAR
Upon motion duly made, seconded and unanimously adopted,
AND SPECIAL MEETINGS:
the minutes of the regular meetings of the City Council held on
October 25, 1965, November 83 1965 and November 22, 1965, as well
as the minutes of the special meeting of the City Council held on
November 29, 1965, were approved as written. Reading of the minutes
of the special meetings of the City Council held on December 17,
1965 and December 30, 1965 was tabled.
PROPOSED ORDINANCE
The City Clerk read for the second and final time, by
0 -L; SECOND READ-
ING AND ADOPTION:
title only, proposed Ordinance O -L, which calls for the annexation
of certain property to be utilized for the Baptist College, and
which proposed Ordinance was first read at the meeting held on
December 17, 1965. There being no objection thereto, the City
Council, by unanimous vote, ordained that the Ordinance be ratified
and affirmed to take effect immediately.

PROPOSED ORDINANCE The City Clerk then read proposed Ordinance 1 -N for the

first introduced at the special meeting of the City Council held
on November 29, 1965. There being no objection thereto, the City
Council, by unanimous vote, ordained that this Ordinance be ratified
and affirmed to take effect immediately.
VARIANCE ON HEIGHT Councilman Horace S. Miller informed the City Council that

MERIDIAN PARK; Phillips, Inc. - Builders, a Florida corporation, the owner and
REQUEST MADE;
RESOLUTION: contractor for MERIDIAN PARK, a subdivision located within the City
of Palm Beach Gardens, Florida, had petitioned for a variance from
the zoning and building height requirements in Meridian Park, in
order to allow the construction of three -story buildings. This
petition is attached hereto as Exhibit "A" and made a part hereof.
Councilman Miller moved that this variance be granted, which motion
was seconded by Councilman W. L. Cargill. The motion failed of
adoption by a vote of two to two (Councilmen Ted Bela Court and
Michael E. Jackson dissenting). Whereupon, Councilman Jackson
moved that the City Council comply with all legal requirements in
order to present this Petition at a future meeting. This motion was
duly seconded and adopted by a vote of three to one (Councilman Miller
dissenting).
RECREATION Mayor Dela Court called for the report from the Recreation
DVIISORY BOARD;
FIRST QUARTERLY Advisory Board. Councilman Miller moved that this report be tabled

died for lack of a second. Councilman Jackson thereupon read the
first quarterly report of the Recreation Advisory Board, and moved
that this report be accepted as read and that the Board members be
given a letter of appreciation. This motion was seconded, and,
upon vote, was unanimously adopted.
PROPOSED MUNICIPAL Councilman Jackson commented on a proposed contract with
BUILDING AND RELATED
FACILITIES; PROPOSED Architect John B. Marion, with respect to a proposed municipal
CONTRACT WITH JOHN
B. MARION: building and related facilities. This matter was previously discussed
at the meetings of the City Council held on September 13 and Sep-
tember 27, 1965. Mayor Dela Court requested Councilman Jackson to
arrange a meeting between Mr. Marion and Mr. John D. MacArthur.
Councilman Jackson agreed to do what he could in this respect.
PUBLIC WORKS Councilman Jackson discussed the Public Works Department.
DEPARTMENT; WATER
TREATMENT PLANT: Mayor Dela Court discussed the status of the water treatment plant,
and requested that Councilman Miller take over this particular
project. However, Councilman Miller declined.
CITY CLERK: There was a general discussion concerning the requirements
and duties of the City Clerk, with specific reference to filling
this position following the next general election.
VOTER REGISTRATION Councilman Jackson suggested that there be a drive to

register as many voters in the City of Palm Beach Gardens as

ADJOURNMENT: There being no further business to come before the meeting,

TO THE CITIZENS AND RESIDENTS OF PALM BEACH GARDENS:
PLEASE TAKE NOTICE THAT on the 10th day of January, 1966, at
8:00 o'clock P.M., at the Garden Lanes Bowling Alley Meeting Room, Lake
Park West Road, Palm Beach Gardens, Florida, a public meeting will be
held by the City Council of PALM BEACH GARDENS, also acting as a Zoning
Board, for the purpose of discussing and acting upon a petition of
Phillips, Inc. - Builders, a Florida corporation, the owner and builder
of MERIDIAN PARK, a subdivision of the City of PALM BEACH GARDENS, for
a variance from the present Zoning Classification of "R -3" to allow the
construction of three -story buildings and also to reduce the existing
rear setback line requirements.

PLEASE TAKE NOTICE THAT:
(1) a General Election will be conducted on Tuesday, March 15,
1966, within the City of PALM BEACH GARDENS, Florida;
(2) this Election will be held for the purpose of electing
Councilmen to the City Council of PALM BEACH GARDENS in Group 1 and Group 3
and Group 5, each for a two -year term;
(3) any candidate seeking election as a Councilman must file a
notice of his or her intention to be a candidate in either Group 1 or Group 3
or Group 5 with the City Clerk, pay the filing fee, and take his or her oath
of candidacy, between February 19 and February 28, 1966 (and at no other times).
