HomeMy WebLinkAboutMinutes Council 021466CITY OF PALM BEACH GARDENS V MINUTES OF REGULAR MEETING OF THE CITY COUNCIL FEBRUARY 14, 1966 The regular meeting of the City Council was held at the Meridian Park Clubhouse, Palm Beach Gardens, Florida, on Monday, February 14, 1966, at 8:00 o'clock P.M. MEETING CALLED TO Mayor Ted Dela Court called the meeting to order. The ORDER; QUORUM: City Clerk called the roll of City Councilmen and announced that a quorum of the City Council was present. Councilman James F. Kelleher was absent. MINUTES OF MEETINGS Reading of the minutes of the regular meeting of the OF JANUARY 10, 1966 City Council held on January 10, 1966, as well as the minutes of _1966: the regular meeting of the City Council held on January 24, 1966, was dispensed. Upon motion duly made, seconded and unanimously adopted, these minutes were approved as written. YMCA REQUEST FOR Councilman Horace S. Miller discussed the request of the USE OF TRATUEWR AS TEMPORARY QUARTERS: YMCA that they be allowed to use a trailer as temporary quarters for North Branch Family YMCA in Palm Beach Gardens west of Lake Catherine. The Mayor and other Councilmen entered into the dis- cussion. All of the Councilmen commented favorably upon the proposal. Motion was made by Councilman Jackson and seconded by Councilman Cargill that the Council endorse this project and extend cooperation in carrying out the project. U \ Minutes of Regular Meeting of City Council of February 14, 1966 Page 2 PROPOSED ORDINANCE The Clerk read petitions from Royal American Industries, OF ANNEXATION OF CERTAIN LANDS INTO Inc., and John D. MacArthur expressing their desire and consent THE CITY: to having certain realty owned by them in the Southeast Quarter (SE 1/4) of the Southeast Quarter (SE 1/4) of Section 18, Town- ship 42 South, Range 43 East, Palm Beach County, Florida, annexed to and incorporated within the City. These petitions were then read in full by the City Clerk and are attached hereto and made a part hereof as Exhibit "A" and Exhibit "B." PROPOSED ORDINANCE Councilman Cargill presented an Ordinance, tentatively ANNEXATION ORDINANCE: numbered ORDINANCE 0 -M, expressing the intention on the part of the City to annex the lands referred to above. Whereupon, the Clerk read the proposed Ordinance in full for the first time. After discussion by the Council, Councilman Jackson moved and Councilman Miller seconded the motion to pass proposed Ordinance 0 -M on first reading. Proposed Ordinance 0 -M was thereupon unanimously passed on first reading. APPOINTMENT OF Councilman Horace S. Miller announced the resignation of NEW PUBLIC WORKS EMPLOYEE: the former public works official and the appointment of a replacement. ORDINANCE GRANTING Councilman Horace S. Miller brought up the subject of a FRANCHISE TO OPERATE AND MAINTAIN A WATER proposed Ordinance which would grant a Franchise to operate and SUPPLY AND DISTRI- BUTION SYSTEM, SEW - maintain a water supply and distribution system, sewage collection AGE COTJ.FCTION AND DISPOSAL SYSTEM AND and disposal system, and gas distribution system, copies of which GAS DISTRIBUTION SYSTEM: he had previously distributed to the other Councilmen. Councilman Minutes of Regular Meeting of City Council of February 14, 1966 Page 3 Jackson moved that the matter be tabled until he had additional time to study the Ordinance. Councilman Miller agreed, and it was moved, seconded and unanimously agreed that the Utility Ordinance be tabled. ROAD SIGN DISCUSSED: Mayor Dela Court discussed the need to advertise and specifically point out the location of Palm Beach Gardens. He further pointed out a location in which the City limits began and ended within a few feet. He pointed out that through the use of signs, national publicity might be gained through demonstrating this peculiarity. The Mayor further presented a sub - miniature sample of a sign and advised that he had located a firm which could produce it and that he felt that several large businesses would be U sufficiently interested in the sign to contribute to the cost of producing them. The Mayor advised that the exact price for the signs was not at hands; however, he anticipated that he would have this information within a short period of time. ACCEPTANCE OF RIGHT- A deed to the City from Royal American Industries, Inc., OF -WAY TO GARDEN BOULEVARD: for a right -of -way to Garden Boulevard was presented to the City Council. It was moved by Councilman Miller and seconded by Councilman Jackson that the deed be accepted on behalf of the City, The motion to accept the deed was unanimously adopted. The Mayor then declared that the City Council would now sit as a Zoning Board. 1. Minutes of Regular Meeting of City Council of February 14, 1966 Page 4 U REQUEST FOR VARIANCE Councilman Miller and Councilman Jackson, both acting FROM ZONING ORDINANCE: as members of the Zoning Board, moved that the petition for variance to the Zoning Ordinance requested by Mr. and Mrs. Alfred J. Zuran and Mr. and Mrs. Howard M. Varall be approved. Said requested variance is attached hereto and made a part hereof as Exhibit "C." It was moved' by Vice Mayor Miller, seconded by Councilman Jackson and unanimously agreed that the variance requested be granted. RESIGNATION OF Councilman Miller presented the resignation of Police ROBERT L. McGEHEE; APPOINTMENT OF Officer Robert L. McGehee. The resignation was unanimously WILLIAM GEORGE ELWORTHY AS POLICE accepted. CouncilmanlMiller moved the appointment of William OFFICER: George Elworthy as police officer. Councilman Jackson seconded the motion and it was unanimously passed. OATHS OF OFFICE: The Oath of 'Office of Officer William George Elworthy is attached hereto. APPOINTMENT OF It was reco-fimended by Councilman Cargill that the following DEPUTY REGISTRARS FOR THE COMING individuals be appointed as Deputy Supervisors of Registration of ELECTION- the City of Palm Beach Gardens, Florida. Whereupon, the following resolution was made, seconded and unanimously adopted: BE IT RESOLVED by the City Council of PALM BEACH GARDENS that Roger 0. Boyer, Hugh Mallory Privett, Jr.,, Jere P. Smith, Jerry P. Suggs, C. Jay Clapp, James A. Moore, F. C. Polhemus, Jr., Waylon A. Ngese, J. Joe King, John A. Martin and Michael E. Jackson as Deputy Supervisors of Registration of the City of Palm Beach Gardens, Florida, effective immediately.
