MINUTES OF REGULAR MEETING OF THE CITY COUNCIL
MARCH 28, 1966
The regular meeting of the City Council was held at the
Meridian Park Clubhouse, Palm Beach Gardens, Florida, on Monday,
March 28, 1966, at 8:00 o'clock P.M.
MEETING CALLED TO Mayor Ted Dela Court called the meeting to order. The
ORDER; QUORUM:
City Clerk called the roll of City Councilmen and announced that

a quorum of the City Council was present. Councilman James F.
Kelleher was absent,
The Mayor directed the City Clerk to read the minutes of
March 16, 1966. The minutes were read. The Mayor called for any
additions or corrections to the minutes. Councilman Miller moved
that the word "reserve" be inserted previous to the word "police"
in the second paragraph on page 2 of said minutes so that the first
sentence of paragraph 2, page 2 of the minutes of March 16, 19663
read as follows: "Upon motion duly made, seconded and unanimously
adopted, the appointment of the following men as reserve police
officers of Palm Beach Gardens was made, ratified and confirmed:
. . ." With this change in the minutes of March 16, 1966, it was
moved, seconded and unanimously agreed that the minutes be approved
as read.
The Clerk read the minutes of the special meeting of
March 7, 1966. It was moved by Councilman Cargill and seconded

by Councilman Miller that the minutes be approved as read. The
following Councilmen voted in the affirmative: Councilman Dela
Court, Councilman Miller and Councilman Cargill. Councilman
Jackson voted in the negative. In explanation of his negative
vote, Councilman Jackson stated that his negative vote was only
because the discussion concerning Ordinance 0 -N was not recorded
in sufficient detail.
APPOINTMENT OF DEPUTY The Clerk advised the Council of appointment of Deputy
SUPERVISORS OF REGIS-
TRATION; OATHS OF Supervisors of Registration of the City of Palm Beach Gardens,
OFFICE:
Florida, who were named as follows: Helen V. Wright, Mary L.
Sissell, Beverly J. Davis, Kay E. Barron and Mildred M. Peters.
Upon resolution duly made, seconded and unanimously adopted,
the foregoing appointments were ratified and confirmed. The
oaths of office are attached hereto.
The Mayor recessed the City Council meeting and convened
the City Council as a Zoning Board.
PROPOSED ORDINANCE The City Clerk for the second and final time read by title
1 -0; SECOND READING
AND N: only,proposed Ordinance 1 -0, which was first read in entirety at
the meeting held on February 28, 1966. It was moved by Councilman
Miller and seconded by Councilman Jackson that the zoning variance
requested by Royal American Industries, Inc., in proposed Ordinance
1 -0 be granted. There being no objection thereto, the City Council,
by unanimous vote, ordained that Ordinance 1 -0 be ratified and
affirmed, to take effect immediately.

The Mayor adjourned the Zoning Board and reconvened
the regular City Council meeting.
BIDS FOR PURCHASE
Mayor Dela Court declared that he had selected the bid he

deemed to be the best for the purchase and installation of a traffic

light at Alternate A -1 -A and Lighthouse Drive. Mayor Dela Court said

the lowest and best bid for this project was that given by James F.
Worsham, d /b /a Worsham Electric of Lake Park, Florida, in the amount
of $5,100.00. The Mayor then discussed other details of the bidding
and his reason for choosing the bid by James F. Worsham as being the
best. It was moved by Councilman Miller and seconded by Councilman
Jackson that the bid of James F. Worsham be declared as the lowest
and best bid for the project. The Clerk called the roll and the
motion was unanimously adopted.
STATE ROAD DEPART-
The Mayor advised the City Council that he had received a
MENT SPEED LIMIT:
letter and survey, which is attached hereto, from the State Road
Department which placed a speed limit on Military Trail of forty -five
miles per hour. The Mayor further advised that this was a higher
speed limit than the City had placed upon the same road, but that
in view of the action of the State Road Department, the City signs
would be removed and the forty -five mile per hour speed limit
would prevail.
REPORT OF CAPTAIN
The Mayor then called upon Captain Root of the Police

ADJOURNMENT:

report, a copy of which is attached hereto, incorporated by
reference and marked 'Exhibit "A." The Mayor, on behalf of the
entire City Council, complimented Captain Root for his report.
It was moved., seconded and unanimously agreed that
the meeting be adjourned.
