HomeMy WebLinkAboutMinutes Council 041166CITY OF PALM BEACH GARDENS MINUTES OF REGULAR MFFTING OF CITY COUNCIL HELD ON MONDAY, APRIL 11, 1966 The regular meeting was held in Meridian Park City Hall, Palm Beach Gardens, Florida on Monday, April 11, 1966 at 8:00 PM. Mayor Jackson called the meeting to order. The City Clerk QUORUM called the roil of the Councilmen and announced that all Councilmen were present. The Mayor directed the City Clerk to read the Minutes of MINUTES March 28, 1966. The Minutes were read and approved un- nanimously. Motion made by Councilman Bonner and seconded by Council - WAIVER OF man Hughes to waive the reading of the Minutes of April A1966 4, 1966. Motion carried unanimously. ORDINANCE Motion was made by Councilman Diamond that Ordinance No. 110. i-J-gb6 1 -1966 be placed on first reading. Motion was seconded by Councilman Hughes. Motion eras passed unanimously. Mayor instructed the Clerk to read Ordinance 1 -1966. Mayor Jackson explained that this was an Ordinance adopt- ing all the Jaws of the State of Florida which designate an act as a misdemeanor and making the violation of such acts a misdemeanor in the City of Palm Beach Gardens and setting forth a punishment therefor. ORDINANCE Motion made by Councilman Diamond that Ordinance 2 -1966 2 - 19bb be placed on first reading. The motion was seconded by Councilman Bonner and passed unanimously. Mayor Jackson instructed the Clerk to read Ordinance 2 -1966. An .� explanation of this Ordinance was given by the City Attorney, Mr. Gildan. He stated this Ordinance was to amend Ordinance #1, the Zoning Ordinance, by amending Section 14 thereof from "P" Parks and Recreational Areas to "P" Public District, restricting the use of land and buildings in said Public District to municipal ownership and municipal functions and setting forth municipally owned property in said Zoning District. RESOLUTION Motion made by Councilman Diamond and seconded by Council- man Bonner, Resolution 0 -1966 be adopted as read by the Clerk. Mayor Jackson explained that this Resolution appoints Councilman James W. Hughes as Deputy City .. Treasurer. Resolution was passed unanimously. RESOLUTION Motion made by Councilman Bonner and seconded by Council - man Diamond that Resolution #1 -1966 be adopted as read by the Clerk. In the discussion, Councilman Diamond referred to Section 2 stating that his name should read "Robert C. Diamond" in lieu of "Robert Diamond ". Mayor Jackson ex- plained that this Resolution authorizes the persons who shall sign and countersign checks on all bank accounts of the City of Palm Beach Gardens. Mayor Jackson informed the public that the City depository was The First Marine Bank and advises that all persons authorized by this Resolution to sign and countersign checks, are bonded. The Resolution was passed unanimously. RESOLUTION On motion made by Councilman Diamond and seconded by T2 -1966 Councilman Hughes that Resolution #2 -1966 be adopted as read by the Clerk. In a discussion of the motion Attorney Gildan explained that Herbert A. Pecht and Evelyn Devine were appointed Deputy Clerks to assist the Clerk in the handling of Police and Court Records. Motion was passed unanimously. RESOLUTION Motion by Councilman Diamond, seconded by Councilman F3-1966 Bonner that Resolution #3 -1966 be approved as read by the Clerk. In discussion, Mayor Jackson explained that this Resolution was to engage the law firm of Nason and Gildan as City Attorneys. Motion passed unanimously. RESOLUTION Motion made by Councilman Bonner, seconded by Councilman . , -1966 Hughes, that Resolution 4 --1966 be adopted as read by the Clerk. In discussion, Mayor Jackson explained that this Resolution was for the appointment of the accounting firm of Callaway, Carpenter & May as City Auditors. Motion passed unanimously. RESOLUTION Motion made by Councilman Dela Court and seconded by Council - $5 -1966 man Bonner that Resolution #5 -1966 be approved as read. On the discussion, Councilman Dela Court informed Council that the Resolution should be amended to read as follows: "whereas he was instrumental in selecting the City of Palm Beach Gardens as the proposed site for a Baptist College ", in lieu of the reading by the Clerk. The motion to amend was made by Councilman Dela Court and the amended motion was seconded by Councilman Bonner. Both the motion and the amended motion were passed unanimously. Motion was made by Councilman Hughes and seconded by Councilman Bonner that the meeting be adjourned. Motion passed unanimously. ATTESTED* / APPROVED: ry A.
