HomeMy WebLinkAboutMinutes Council 050966CITY Off' PALM BEACH GARDENS ' REGULAR MEETING OF THE CITY COUNCIL May 9, 1966 REGULAR The regular meeting of the Council of the City of Palm Beach MEETING Gardens was held on May 9, 1966 at 8 :00 o'clock P.M. at the Meridian Park Club House, Meridian Park, Palm Beach Gardens, Florida. QUORUM The meeting was called to order by Vice Mayor Diamond. The Vice Mayor instructed the Clerk to read the roll. All council- men were present except Mayor Jackson. Vice Mayor Diamond had the pledge of allegiance to the flag. WAIVER OF On a motion by Councilman Bonner, seconded by Councilman MINUTES Hughes that the m ading of the minutes of April nth and llth be waived and that they be approved as pre -read by all Council members. MINUTES Upon discussion of the motion, Councilman Dela Court made a APRIL 4th correction in the April 4th Minutes. Both the paragraph per- taining to his resignation as Mayor and the correction to replace this paragraph, were read out loud. A motion was then carried unanimously, 4 -0. WAIVER OF On motion made by Councilman Hughes, seconded by Councilman READING APRIL 25th Dela Court to waive the Minutes of April 25th until the next IvililUTES- regular meeting, May 23, 1966. Motion passed unanimously, 4 -0. MINUTES Motion by Councilman Dela Court, seconded by Councilman Bonner, A-77=20 to read the minutes of the Special Meeting of April 20th. Minutes of May 9, 1966 page 2. Vice Mayor Diamond instructed the Clerk to read the Minutes. The motion was passed unanimously, 4 -0. Motion by Councilman Dela Court, seconded by Councilman Bonner to adopt the Minutes of the Special Meeting of April 20th, 1966 as read. The motion was passed unanimously, 4--0. May 4th 7I7= Motion by Councilman Hughes, seconded by Councilman Bonner, ORDIN- to accept the Minutes of the Special Meeting of May 4th, 1966 ANCE '4-'1966 as read by the Clerk. On discussion, Councilman Hughes ex- 1st RRead. plained in detail the purpose of this Special Meeting. Motion was passed unanimously, 4 - 0. READING Motion by Councilman Hughes, seconded by Councilman Dela Court OF MINUTES may 47 to read the Minutes of May 4th Special Meeting. Motion was passed unanimously. The Vice Mayor instructed the Clerk to read the Minutes of the Special Meeting of May 4, 1966. RE BIDS Motion was made by Councilman Hughes, seconded by Councilman ON TRUCK ® Bela Court to adopt the Minutes of the May 4th Special Meet- ing as read by the Clerk. Upon discussion of the motion, it was suggested that we eliminate the portion of the Minutes pertaining to delivery date. The motion passed unanimously. REPORTS Chief Pecht gave a comprehensive report on Police activities for the month of April, 1966. Councilman Dela Court gave a report on the NEWS LETTER, stating that it would be approximately 7 pages long with photographs and the cost of publishing would be around $10. per page. Minutes of May 9, 1966 page 3. Councilman Bonner gave a report on Public Works. Building report for the month of April totals $88,000. compared to $144,000, for March. Ee stated that the Public Works Department was in the process of bolting down all storm sewer lids. Councilman Diamond gave a report on the Fire Department. ORDINANCE Motion made by Councilman Dela Court, seconded by Councilman 3 -1966 Uti'Tity Bonner that Ordinance 3 -1966 be placed on 1st Reading. The Franchise motion passed unanimously, 4 -0. ORDINANCE Motion by Councilman Hughes, seconded by Councilman Bonner, 1 -1966 to adopt Ordinance 1 -1966 on 2nd Reading. Motion passed un- DEMEANOR animously, vote 4-0. RESOLUTION Motion by Councilman Bonner, seconded by Councilman Dela Court 11 -19 R W crossing to adopt Resolution 11 -1966 as read by the Clerk. Motion was ig F.77—C. R.R. passed unanimously. RESOLUTION Motion by Councilman Hughes, seconded by Councilman Bonner, 77--1966 Appointment Resolution 12 -1966 be adopted as read by the Clerk. RESOLUTION Motion by Councilman Dela Court, seconded by Councilman 13-19bb Stree Bonner, Resolution 13 -1966 be approved as read by the Clerk. Lighting Agreement Motion passed unanimously, 4 -0. REPORT ON Attorney Nason, City Attorney, gave a comprehensive report VARIANCES on the procedure that is to be followed on all future variance problems. In addition, he recommended that the Council appoint a Board of Appeals and that each variance brought before the Council should be accompanied by a $25.00 fee to defray costs. The Mayor instructed this report be referred to Workshop. REQUEST Mr. William Grubbs formally requested the Council to re- _ FOR ZONING CHG. zone the property lying North of Palm Beach Gardens Elementary --7F`7y77T Am. ]industries School, East of Riverside Drive and West of Ironwood, presently zoned 0 and R. Motion by Councilman Dela Court, seconded by Councilman Hughes, instructing the Attorney to prepare the necessary Ordinance for re- zoning and the Clerk to advertise, as legally required; to be presented at next Workshop. Motion passed unanimously. Open discussion from Council and Floor. Discussion on the pumping of silt and mud into Lake Catherine, was discussed at length. Councilman Bonner is to see what preventative measures can be taken to eliminate this condition and report t3 the Council on May 18th at Workshop. Discussion from the Floor on drains and drainage, sub - division and plat Ordinances, and noise Ordinance, was held. � il' Minutes of May 9, 1966 page 5 ArJ'OURNMENT Motion to adjourn was made by Councilman Hughes, seconded by Councilman Bonner.
