REGULAR MEETING OF THE CITY COUNCIL
July 11, 1966
REGULAR MEETING The regular meeting of the Council of the City of Palm Beach Gardens
was held on July 11, 1966, at 8:00 P.M. at the Meridian Park Clubhouse,
Palm Beach Gardens, Florida.
PLEDGE OF ALLEGIANCE The Mayor instructed Councilman Bonner to lead in the Pledge of
Allegiance to the Flag.
QUORUM At the direction of the Mayor the roll was called. All of the
Councilmen were present.
MINUTES OF JUNE 27, Motion by Councilman Hughes that the Council accept the June 27th
1966, APPROVED
minutes by title and the minutes will be certified by Council's
signatures. Seconded by Councilman Diamond. The vote was 5 -0 in
favor of the motion.
MINUTES OF THE Mayor Jackson directed the Clerk to read the minutes of the July 1,
SPECIAL MEETING
HELD JULY 1, 1966, 1966, Special Meeting. Councilman Hughes moved that the minutes
APPROVED
of July 1, 1966, be approved as read by the Clerk. Seconded by
Councilman Bonner. Vote was 4 -0 in favor of the motion.
REPORT ON PUBLIC Councilman Dela Court informed the Council and the public that the

DELA COURT Police Department was in dire need of two new custom -built Police
cruisers. He further stated that the specifications were drawn
so that the order could be placed prior to the 1st of November
when the 1967 models will be available. He reported that the Dodge
presently owned and operated as a Police car, had just about fin-
ished its economic and mechanical Life. He said it had reached a
point when it could not be depended upon. He emphasized that the

Ford which had been purchased prior to this Council's taking office,
was a standard automobile, and he felt that it would not hold up under
the strain placed on a vehicle that is used for Police work. He stated
that in purchasing the two new cruisers, that it appeared he would
go approximately $1,200 to $1,300 over the 1966 budget. He said
that this excess over budget allowance would be taken from the
Contingency Fund, He informed the Council that the 1966 Ford would
probably be utilized in other departments of the City, Councilman
Dela Court asked the Clerk when the bids would be accepted on the two
new Police cruisers. He was informed that it would be August 8, 1966,
at a regular Council meeting. The Council was informed that the bid
specifications would request a trade -in value on the Dodge and the
Ford. Councilman Dela Court read the report submitted to him by Chief
Pecht for the month of June. He complimented the Chief on the drop in
juvenile deliquency complaints and stated that he thought it was vtty
good because at this time of the year, it would normally be on the
increase.
PUBLIC WORKS RE- Councilman Bonner informed the Council that the traffic light instal -

BONNER lation at Lighthouse Drive & AlA was under way and should be com-
pleted in the very near future, Councilman Bonner reported on the
condition of the streets damaged by the rains that occurred on June
30, 1966. He reported that quite a few of the streets in Plat #3
were torn up and also in the Crestdale section of Unit 5 and 6. He
stated that Holly Drive was in very bad condition, He informed the
public that the City had hired the firm of K. C. Mock & Associates
to be City Engineers. He said they were in the process of investi-
gating the street problem and they had given him preliminary reports to
the effect that in many cases, the asphalt concrete was as thin as

1/4 of an inch. He said they were also testing the thickness of the
base material and its consistency to further determine its cause.
He reported that a more comprehensive report would be forthcoming
in the near future. He informed the Public at the time the streets
were constructed, there were no ordinances to govern or control the
application of materials for the construction of roads. He stated
that in his opinion, the City would not have any recourse to the
developer or contractor who installed the streets, and if there was
a problem, it would lie between the contractor and the developer.
He stated that the Council had talked to the developer and he is
aware of the conditions and has promised the Council that he would
look into it, In the meantime, the Public Works Department will
keep the streets open with temporary repairs, putting in shell,
patching holes, etc. Councilman Bonner gave the Building Report for
the month of June. Permits amounted to $174,260 in comparison to
$199,358 for May. He felt this was very encouraging as we were in
the beginning of the summer period, After a question from Mrs. Peters
in the audience, Councilman Bonner informed the audience that Mr.
Searcy of K, C. Mock & Associates had gone over the entire City and
Mr. Searcy felt that our drainage was exceptionally good overall, of
course realizing there were several areas that needed attention.
Mayor Jackson stated that at the meeting July 1, the Council had
established priorities as to sections that would be first corrected,
and that Mr. Searcy also was instructed to take into consideration,
any drainage problems in these sections. He stated that Plat #3
would be first. Second would be Units 5 and 6 and that next would be
Plat #6,and then other areas as conditions required attention.

RECREATION REPORT Councilman Hughes reported that he had been in contact with two of

HUGHES the three selected applicants for the job of Recreation Director and
that one had decided to take up teaching rather than recreation and
Mr, Dukes had located in Englewood, Florida, He stated that as late
as this evening, he had tried to reach Mr. Sam Howard at Hickory,
N. C., but was unable to do so. He would have more to report as soon
as he was able to contact Mr, Howard.
FIRE DEPARTMENT Councilman Diamond stated the City had the use of the present fire

MAN DIAMOND house as long as we cared to use it. He reported that officially
he is negotiating for information to secure new fire equipment, He
is acquiring information as to price, use, availability, and what
we should have to service the town to better our present fire racing.
He stated that in the next 30 days, he felt they would have seen
everything available to assist him and the Department to make a
decision. He felt that they also would have preliminary information
from the State Rating Bureau to assist in getting our town re -rated
for insurance purposes,
MAYOR JACKSON'S Mayor Jackson stated that on the Agenda for the evening were two

LATIVE DIVISION ordinances for future prevention of problems with the roads, and that
this was a result of lengthy discussion by the Council at the emer-
gency meeting, July 1, 1966, He further stated that other priorities
had been set at this meeting to enact legislation to be dealt with
in an orderly manner. He stated that the Council had met with the
developer on Friday, July 8, from 5:30 P.M. until 11:30 P.M., and
had discussed many problems. Also, that they had gotten to know
each other better and he felt that it was very useful in establishing
communications, and so forth.

ORDINANCE #7 -1966 Councilman Diamond moved that Ordinance 417 -1966, Streets and Side -
STREETS AND SIDEWALKS
ORDINANCE walks, be read by the Clerk on first reading. Seconded by Councilman
Bonner. Vote was 5 -0 in favor of the motion. There was discussion
from members of the Council on the Ordinance along with comments
from the audience.
ORDINANCE 418 -1966 Councilman Dela Court moved that Ordinance 418 -1966 be placed on first

ORDINANCE reading. Seconded by Councilman Diamond. Vote was 5 -0 in favor of
the motion. Mayor Jackson instructed the Clerk to read the Ordinance.
There was considerable discussion from the Council members on the
Ordinance placed on first reading. There were explanations given by
the Council for the purpose of enacting this Ordinance.
ORDINANCE 419 -1966 Councilman Dela Court made a motion that Ordinance 419 -1966 be placed

GUST FREDRICKSON'S on first reading. Seconded by Councilman Bonner. On the discussion

of the motion, Mayor Jackson informed the Council that he would abstain
from voting, in that a member of his .law firm is representing the
agent in this particular parcel of land. Vote was 4 -0 in favor of
the motion, with Mayor Jackson abstaining. Explanations were given
by the Council as to the location of this property which is at the
Southeastern corner of Prosperity Farms Road and PGA Boulevard.
Mayor Jackson informed the audience that this had been brought up at
the last Workshop Meeting by the agent for Mr. Fredrickson.
RESOLUTION #27 -1966 Motion by Councilman Bonner, seconded by Councilman Diamond, that

the motion. Motion by Councilman Bonner, seconded by Councilman
Diamond, that Resolution #27 -1966 be adopted as read by the Clerk.
On the discussion of the motion, Mayor Jackson informed the public
that K. C. Mock & Associates were hired at the Special Meeting,

July 1, 1966, but the Council was informed by the Attorney that
it was necessary to pass a formal Resolution at a regular meeting.
Vote was 5 -0 in favor of the motion.
UNFINISHED Councilman Bonner requested that he be given permission to advertise
BUSINESS
so that the Public Works Department could give away the foot bridge
that is located at Earman River and Military Trail. There being
no objections, Mayor Jackson authorized Councilman Bonner to run
the ad. Mayor Jackson stated there had been several pieces of
correspondence, along with interest from the City and the Florida
East Coast Railway, to abandon Johnson Dairy Road and place traffic
control signals at Burns Road and AIA. He instructed the Clerk to
check with the Attorney and follow the legal procedures necessary
to abandon the Johnson Dairy Road. He stated that the Florida East
Coast Railway would install the traffic control signals at Burns
Road and AlA at their expense if we were successful in abandoning
the crossing at Johnson Dairy Road.
NEW BUSINESS A request was made by Councilman Bonner to the Council that he be
authorized to advertise for a new sprayer to further their canal
hyacinth control program. There being no objections, Mayor Jackson
instructed Councilman Bonner to proceed with bids according to the
procedures prescribed by law.
TRIP TO CIVIL The Clerk requested that the Council name the persons that will

ADJOURNMENT
Mayor Jackson adjourned the meeting at
9:40 P.M.
