HomeMy WebLinkAboutMinutes Council 080866CITY OF PALM BEACH GARDENS REGULAR MEETING OF THE CITY COUNCIL August 8, 1966 REGULAR MEETING The regular meeting of the Council of the City of Palm Beach Gardens was held on August 8, 1966, at 8:00 P.M., at the Meridian Park Club- house, Palm Beach Gardens, Florida. Vice mayor Diamond presided. PLEDGE OF ALLEGIANCE Vice Mayor Diamond instructed Councilman Dela Court to lead in the Pledge of Allegiance to the Flag. UORUM Vice Mayor Diamond instructed the Clerk to call the roll. All Coun- cilmen were present except Mayor Jackson. MINUTES OF JULY 25, Vice Mayor Diamond instructed the Clerk to read the minutes of July 1966, APPROVED 25, 1966. Motion by Councilman Bonner, seconded by Councilman Dela Court, that the minutes be approved as read by the Clerk. Vote was 4 -0 in favor of the motion. MINUTES OF THE SPECIAL Vice Mayor Diamond instructed the Clerk to read the minutes of the MEETING JULY 27, 1966 APPROVED Special Meeting July 27, 1966. At the direction of the Attorney, where reference is made to the Resolution for the PGA Four Ball Tournament, the minutes stated that it would be "passed at the next regular meeting." This should read that the Resolution would be "presented at the next regular meeting." Motion by Councilman Bonner, seconded by Councilman Hughes that the minutes be approved as read by the Clerk with the correction as set forth by the City Attorney. Vote was 4 -0 in favor of the motion. PUBLIC SAFETY REPORT Councilman Dela Court read the monthly report submitted to him by BY COUNCILMAN DELA COURT Chief Pecht and respectfully requested that this report be made a part of the record. Councilman Dela Court expounded on the report submitted to him by the City Clerk and the Chief of Police whereby Minutes of August 8, 1966 Page 2 they recommended the purchase of the alternate bid of Spencer Com- munications. He recommended to the Council that they approve the purchase of the items as set forth in the report. PUBLIC RELATIONS REPORT Councilman Dela Court presented the finished art work on the City BY COUNCILMAN DELA COURT Seal and gave a complete analysis on the meaning of each and every part of the Seal. Councilman Dela Court was complimented by the Council and members of the audience for the time spent in getting the finished Seal of which they heartily approved. Councilman Dela Court informed the Council and audience that very soon the cuts and decals would be available for use on all City vehicles, stat- ionery, etc. PUBLIC WORKS REPORT Councilman Bonner stated that City building permits for the month BY COUNCILMAN BONNER of July were $135,103. Councilman Bonner informed the Council that the bridge at Earman River and Military Trail would be removed, thanks to the help of the press. Councilman Bonner stated that the Engineer was still in the process of examining the street pro- blem and that he was presently working in the Crestdale Area of Units 5 and b. He stated that he expected a final report in the near future from which the Council could then make their decision. Councilman Bonner reported on the equipment purchased in Starke and informed the Council that it had arrived. He stated that the truck which was purchased was now in working condition, after minor repairs. The other equipment was undergoing study and would re- quire additional attachments before it could be put to use. RECREATION REPORT BY Councilman Hughes informed the Council that Sunday night, he was COUNCILMAN HUGHES in touch with the National Recreation Association, concerning the qualifications of two men, Mr. Sam Howard of Hickory, N. C. and s Minutes of August 8, 1966 Page 3 Mr. Woody Dukes of Ft. Pierce and Englewood, Florida. He stated that he had been in touch with Mr. Woody Dukes by phone and that Mr. Dukes would be in town on the following weekend for an inter- view by the Recreation Department. Councilman Hughes stated that until this interview had been completed, no decision would be made with respect to hiring a Recreation Director. FIRE DEPARTMENT REPORT Vice Mayor Diamond informed the Council that the Fire Department BY VICE MAYOR DIAMOND was in possession of the FWD Demonstrator furnished to them by Seagraves Company. He stated that it went into service on a tem- porary basis Wednesday, and that it was used Thursday, and again Thursday evening for a Fire Drill, all day Friday, all day Sat- urday, and was in operation 7:00 A.M. Sunday morning on a Tri- City Fire Drill to burn some condemned property. He informed the Council that they were going to keep the truck here on trial as long as Seagraves Company would allow them to have it, and he proceeded to expound on different aspects of the truck. Councilman Diamond reported to the Council that he had not received any further correspondence from the Florida Inspection and Rating Bureau relative to reclassification of the town, and he felt this information would be forthcoming in the very near future. ORD. #11 -1966 Motion by Councilman Dela Court that Ord. #11 -1966, an Amend - AN AMENDMENT OF ORD. #7- ment of Ord. #7 -1966, be placed on first reading and read by the Clerk. Seconded by Councilman Bonner. Vote was 4 -0 in favor of the motion. ORD. #12 -1966 Motion by Councilman Hughes that Ordinance #12 -1966, the Subdiv- SUBDIVISION ORDINANCE PLACED ON FIRST ision Ordinance, be placed on first reading and read by the Clerk. DING Vote was 4 -0 in favor of the motion i Minutes of August 8, 1966 Page 4 RES. #28 -1966 Motion by Councilman Dela Court, seconded by Councilman Hughes that APPROPRIATION OF FUNDS R PGA FOUR BALL Res. #28 -1966, Appropriation of Funds for the PGA. Four Ball Tourna- 'OURNAMENT ment, be read by the Clerk. Vote was 4 -0 in favor of the motion. Motion by Councilman Dela Court that Res. #28 -1966 be adopted as read by the Clerk. Seconded by Councilman Hughes. Vote was 4 -0 in favor of the motion. RES. #29 -1966 Motion by Councilman Hughes and seconded by Councilman Bonner that ACQUISITION OF CITY PROPERTY Res. #29 -1966, Acquisition of City Property, be read by the Clerk. Vote was 4--0 in favor of the motion. Motion by Councilman Dela Court that Res. #29 -1966 be adopted as read by the Clerk. Sec- onded by Councilman Hughes. On the discussion of the motion, Councilman Hughes asked the Clerk to expose the City Map and show the audience where the property is situated. Councilman Bonner informed the audience that there is a small building presently sit- uated on the property. Mr. Carl Elwanger, Representative of Bank- ers Life & Casualty Company, asked the Council who appraised the property. Vice Mayor Diamond informed Mr. Elwanger that the City Clerk, who is the Tax Assessor, appraised the property by check- ing all properties in the general area. Vice Mayor Diamond stated that discussions with representatives of Bankers Life & Casualty Co., and other property owners, and the County Tax Assessor aided Mr. Poston in determining the present value of the property. Mr. Elwanger questioned the City Attorney and asked if giving this note would pledge the credit of the City. Mr. Nason answered to the effect that this was a Purchase Money Mortgage and the security of the debt would be the property itself. Vice Mayor Diamond sta- ted there being no further discussion on the motion, he would call for the vote on the motion. The vote was 4 -0 in favor of the motion. Minutes of August 8, 1966 Page 5 CORRESPONDENCE Vice Mayor Diamond directed the Clerk to read a letter from the TTFR FROM FIRST MARINE NK RE: SECURITIES First Marine Bank requesting that the City release $100,000 in securities from the now pledged $300,000 of securities, which guarantee the deposits on hand. There being no objections, Vice Mayor Diamond directed the Clerk to release $100,000 of securities as per the request. UNFINISHED BUSINESS Vice Mayor Diamond polled the Council individually to find out if they had any unfinished business. There was none. NEW BUSINESS Vice Mayor Diamond informed the audience that the City did not re- OPENING OF SEALED BIDS ON TWO NEW POLICE CRUISERS ceive any Sealed Bids on the two new Police Cruisers as advertised, due to the fact that the manufacturers are expecting a price in- crease caused by the Senate action on safety equipment to be in- stalled in all 1967 models. He instructed the Clerk to readver- tise at such time as the manufacturers would have their price lists established. TRAFFIC SIGNAL INSTAL - Councilman Hughes informed the Public that the traffic light was LATION AT AlA & LIGHT- HOUSE DRIVE? Vice Mayor Diamond asked the Clerk if anV Dro- gress was being made on the installation of the four sample street lights to be installed on Lighthouse Drive in the City. The Clerk informed Vice Mayor Diamond that he was pursuing this matter with Mr. Humphries of Florida Power & Light Company, and should have information in the very near future. Mr. Hall, from the audience, complimented the Council to the ex- tent that he felt they were doing a very fine job. ADJOURNMENT Vice Mayor Diamond adjourned the meeting at 9:40 P.M.
