HomeMy WebLinkAboutMinutes Council 091266i CITY OF PALM BEACH GARDENS REGULAR MEETING OF THE CITY COUNCIL September 12, 1966 REGULAR MEETING The regular meeting of the Council of the City of Palm Beach Gardens was held on Monday, September 12, 1966, at 8:00 P.M. at the Meridian Park Clubhouse, Palm Beach Gardens, Florida. Vice Mayor Diamond presided. PLEDGE OF ALLEGIANCE Vice Mayor Diamond instructed Councilman Bonner to lead in the Pledge of Allegiance to the Flag. UQ ORUM Vice Mayor Diamond instructed the Clerk to call the roil. All Coun- cilmen were present except Mayor Jackson. MINUTES OF AUGUST 22, Motion by Councilman Bonner that the reading of the minutes of Aug - 1966, APPROVED ust 22, 1966, be waived and that they be approved by each Council- man's signature. Seconded by Councilman Dela Court. Vote was 4 -0 in favor of the motion. PUBLIC SAFETY REPORT Councilman Dela Court reported that one of the cabbage palms on BY COUNCILMAN DELA COURT Garden Boulevard had been removed for safety reasons. He stated it was absolutely necessary so as to control the traffic at Howell Watkins Junior High School. He added that with the tree gone, the school buses were able to pull into the school without causing traf- fie jams. Councilman Dela Court reported that the 1965 Dodge police car had finished its economic use to the City. It had traveled over 100,000 miles and finally broke down. He stated that this has created an emergency in the Police Department, and requested that the Council immediately purchase a 1966 automobile so that the Police Department could properly function. He requested that the Mayor or Vice Mayor, Minutes of September 12, 1966 page 2 and the Clerk be given the discretion to purchase this car from the sealed bids they would receive by five o'clock, Tuesday, September 13, 1966. Vice Mayor Diamond interjected comments to the effect that the vehicle would probably be used in other departments as soon as the two new police cruisers could be purchased. He stated that it would take approximately three weeks to bid this, following nor- mal procedure, and the reason for handling it this way was because of the emergency that existed in the Police Department. Councilman Dela Court reported that in October, the two police cruisers would be ordered. Councilman Dela Court informed the Council that he had authorized the hiring of another patrolman, which completes the Police Department under the budget for this year. He advised the Council that this man was very necessary in that there were 50 hours overtime worked by the present patrolmen in this past month. Councilman Dela Court read the monthly report submitted to him by Chief Pecht, and in closing, complimented the Police Department for its excellent performance. Councilman Dela Court reported that the City Bicycle Program is in effect and is being handled very effectively by Captain Prentiss of the Police Department. He complimented the Sun Press newspaper for its excellent assistance in helping to get this program under way. Vice Mayor Diamond questioned the dog and cat complaints of the report and asked the reason for the excessive number. He was advised by Chief Pecht that these are stray dogs and cats that are damaging other people's property and that the people being affected were calling in to ask that the animals be picked up. PUBLIC WORKS REPORT Councilman Bonner stated that the building report for the month of Y COUNCILMAN BONNER August was excellent and that the total for the month of August was Minutes of September 12, 1966 Page 3 $471,805. He stated that this figure included one permit for $300,000. Even with this, the house permits were higher than the month of July. He stated he was very pleased that the activity was good, in view of the financing market and he hoped that it would con- tinue on the same level. He reported that the Aquatic Weed Control Program was under way. They were now in the process of spraying the canals with their own equipment and using their own personnel. Be stated there were two men assigned to the Canal Maintenance Program. He stated there were two men assigned to the Streets and Roads Program and miscel- laneous operation of Public Works, and he had available a good trac- tor driver. All of this brings the Public L,brks Department up to full compliment for the present time. He informed the Council that there had been an infestation of ants at the hospital and that the Public Works Department had effectively sprayed them and brought them under control. PUBLIC RELATIONS REPORT Councilman 11a1a Court wanted to compliment the local Jaycees and BY COUNCILMAN DSLA COURT mothers of the PTA for their excellent assistance in helping Cap- tain Prentiss initiate the Bicycle Program. RECREATION REPORT BY Councilman Hughes stated that tonight he was able to accomplish COUNCILMAN HUGHES something that he had been working on since November 17, 1965. He introduced Mr. Woodrow W. Dukes, the new Parks & Recreation Director for the City of Palm Beach Gardens. Councilman Hughes reported that by the next Council meeting, they would have quite an extensive report for the Council. Vice Mayor Diamond welcomed Mr. Dukes to the City, and stated that he came to us very highly recommended in this particular field. i Minutes of September 12, 1966 Page 4 FIRE DEPARTMENT REPORT Vice Mayor Diamond read the report for the month of August submitted BY VICE MAYOR DIAMOND to him by the Volunteer Fire Department through Chief O'Brien. Vice Mayor Diamond stated that the Council had tentatively agreed to re- imburse the Volunteer Fire Department all money that they had spent in the last three years for equipment that is being used on the fire trucks. Vice Mayor Diamond stated that even though it was a Volunteer Department, it was under the direct control of the City, and that the City should be responsible for the purchase of this equipment. He stated that all equipment purchased this year had been paid for by the City. He stated that the reimbursement would be only for equipment that is actually used on the fire apparatus, not any equipment purchased for their comfort, such as their coke machine, etc. LEGISLATIVE REPORT In the absence of Mayor Jackson the City Clerk informed the Council LOthat the ten acres purchased by the City on Burns Road had been closed and everything was in order. ADJOURNMENT OF REGULAR Vice Mayor Diamond adjourned the regular meeting at 8:35 P.M. to MEETING FOR PUBLIC HEAR- ING ON REZONING OF LOUIS convene as a Zoning Board of Appeals and hold a Public Hearing on B. BILLS' PROPERTY LO- CATED AT U.S. #1 AND 703 Ord. #13 -1966, to rezone Louis B. Bills" property located at U.S. #1 and 703, Palm Beach Gardens, Fla. Vice Mayor Diamond reconvened the regular meeting at 8:40 P.M. to consider the passage of Ord. #13 -1966. ORD. #13 -1966 Motion by Councilman Bonner that Ord. #13 -1966, the rezoning of REZONING OF LOUIS B. BILLS' PROPERTY AT Louis B. Bills' property from R -1 to C -1 be placed on second read - U.S. #1 and 703 ing by title only. Seconded by Councilman Hughes. On the discus- sion of the motion, it was stated at the Public Hearing there were J Minutes of September 12, 1966 Page 5 no objections to this rezoning. Councilman Dela Court informed the audience that this had previously been done improperly by the former Council, and this was to correct it. Vote was 4 -0 in favor of the motion. Motion by Councilman Dela Court that Ord. #13 -1966 be adopted as read by the Clerk by title only. Motion was seconded by Councilman Hughes. Vote was 4 -0 in favor of the motion. ORD. #14 -1966 Motion by Councilman Hughes that Ord. #14 -1966, the Occupational OCCUPATIONAL LICENSE ORDINANCE PLACED ON License Ordinance, be placed on first reading. Seconded by Coun- FIRST READING cilman Bonner. Vote was 4 -0 in favor of the motion. Vice Mayor Diamond instructed the Clerk to read the ordinance. Vice Mayor Diamond instructed that in Section 6, Sub,-section 13, the word " constured" be changed to "construed." M=TY UNIT PLAN ADJOURNMENT Seconded by Councilman Hughes. Vote was 4 -0 in favor of the motion. A request was made by Mr. Cy Fine, President of Fine Builders, Inc., that his petition for a Community Unit Plan be referred to the next Workshop Agenda, September 21, 1966. Vice Mayor Diamond instructed the Clerk to place this item on the Workshop Agenda. Motion by Councilman Hughes, seconded by Councilman Dela Court that the meeting be adjourned at 9 :40 P.M.
