REGULAR. MEETING OF THE CITY COUNCIL
September 26, 1966
REGULAR MEETING
The regular meeting of the Council of the City of Palm Beach Gardens
was held on Monday, September 26, 1966, at 8:00 P.M. at the Meridian
Park Clubhouse, Meridian Park, Palm Beach Gardens, Florida. Mayor
Jackson presided.
PLEDGE OF ALLEGIANCE
Mayor Jackson instructed Councilman Hughes to lead in the Pledge of
Allegiance to the Flag.

Mayor Jackson instructed the Clerk to call the roll. All Councilmen
were present.
MINUTES OF SEPTEMBER 12?
Mayor Jackson stated that unless there was a motion to the contrary,

he would like to waive reading of the minutes of the September 12th,
1966, meeting. There being no objections, the minutes of September
12th were not read, but would be approved by each Councilman's sig-
nature. Mayor Jackson did state, however, that the minutes were
public record.
PUBLIC SAFETY REPORT Councilman Dela Court reported that two policemen had been hired.

Councilman Bonner reported that we were in need of a tractor driver
as the former tractor driver was no longer with us. He also advised
that we have a foot bridge to dispose of, as we were unsuccessful in
giving it away. Anyone interested in the bridge should contact the
Public Works .Department.
Councilman Bonner reported that the Aquatic Weed Control Program is
going along very well. A good deal of spraying has been done
around town and the hyacinths were dying and sinking. He also re-
ported that we have had no complaints from the homeowners.

RECREATION REPORT BY Councilman Hughes reported that they were going into a complete plan

of action for 1967 so that we would have something to gauge our pro-
gress with and use as a guide for the planning of the program. He
reported that they were also working up an Advisory Board Manual
with the creed and by -laws and all pertinent literature to the Rec-
reational Advisory Board. Contact has been made since the last meet-
ing with a number of local schools and civic groups including Ala -
manda, Palm Beach Gardens Elementary, and Howell Watkins Jr. High
School. He reported that contact has also been made with Mr. Garniss
of the Y.M.C.A., and the Riviera Beach and West Palm Beach Athletic
Directors for the Recreation Board, for comments and any help they
can give us on our summer program. He stated that October 4, 1966,
our Recreation Directors meet with the Ministerial Association as
guests of Rev. Gamble. The main purpose of this meeting is to find
out through the different religious organizations, their interest in
Recreational lines and also what available facilities they have for
conducting City recreational programs. Councilman Hughes stated that
we are lacking facilities and are looking in all areas trying to
coordinate together a group of sites so we can carry on a multitude
of programs on schedule.
FIRE DEPARTMENT REPORT Councilman Diamond reported that last Thursday night the representa-

tives of the Fire Department went down to Trail Park and inspected
a new fire truck that was being demonstrated for them by that Fire
Department. He stated that they were impressed by the vehicle and
the pump. Councilman Diamond reported that tomorrow morning he and
the Fire Chief were going to Ft. Lauderdale to examine the last
piece of equipment before deciding what they were going to buy.

reading tonight and two Ordinances up for first reading. He also
stated that there were four Resolutions on the Agenda tonight.
P.O. #31 Mayor Jackson asked if there were any objections to P.O. #31 in the

being none, the purchase order was approved by the Council.

chase of Decals from Andre's Posters & Decals, Inc. These decals
will be used for the Police cars and general use. Mayor Jackson ad-
vised that there was an adjustment, which he had already talked to
the City Clerk about, which would add a few dollars to the balance.
Councilman Dela Court advised that there turned out to be 12 colors
used on the decals instead of 5. It was agreed to reduce the colors
to 8. Consequently, that was the reason for the adjustment in price.
He advised it would take ten working days to complete it. There be-
ing no objections to the purchase orders, they were approved by the
Council.

ORD. #18 -1966 Motion by Councilman Dela Court, seconded by Councilman Hughes that

and read by title only, by the Clerk. Vote was 5 -0 in favor of the
motion. Motion by Councilman Dela Court, seconded by Councilman
Hughes, that Ord. #18 -1966 be adopted as read by the Clerk. On the
discussion of the motion, Councilman Hughes asked if some program
would be set up to notify the people of this Ordinance. He was ad-
vised by Councilman Dela Court that an article would be placed in
the City Newsletter and sent out to the residents of the City.
Councilman Hughes also brought up the fact that lights should be
placed on bicycles used at night. The Mayor called for the question

on the motion. Vote was 5 -0 in favor of the motion.

of the motion. Councilman Hughes cast a negative vote. Motion by
Councilman Bonner, seconded by Councilman Dela Court, that Ord. #19-
1966 be adopted as read by the Clerk. On the discussion of the mo-
tion, Councilman Dela Court made a motion to amend the main motion by
striking the word "Motor" in section 1 of the Ordinance. Councilman
Diamond seconded the motion to amend the main motion. Mayor Jackson
called for the vote on the amendment to the main motion. Vote was
4 -1 in favor of the motion. Councilman Hughes cast a negative vote.
On the discussion of the main motion, Councilman Bonner stated that
he had talked to a number of people who had negative views on the
Ordinance, but he felt that in the interest of the majority of the
people in this community, the Ordinance should be passed. Council-
man Hughes stated that he felt that if there were really a need for
this Ordinance, that it should be complete. He felt that the hours
of 2 :00 A.M. to 6:00 A.M. would not help the problem that much and
that even with the passage of the Ordinance, cars would be moved in-
to the swale area. He was concerned about this from the standpoint
of drainage. Mayor Jackson called for the vote on the main motion
as amended. Vote was 4 -1 in favor of the main motion as amended.
Councilman Hughes cast a negative vote.

open from 7:00 P.M. to 9:00 P.M., Friday, September 30th,
1966, at City Hall, 10128 Meridian Way, Meridian Park, Palm
Beach Gardens, Florida. On the discussion of the motion,
the City Attorney advised the Council that this procedure
must be followed every time they wish to open the books for
registration. Vote was 5 -0 in favor of the motion.
NEW BUSINESS Councilman Bonner advised the Clerk to advertise for bids on

PURCHASE ORDER FOR Motion by Councilman Hughes, seconded by Councilman Bonner,

IN THE AMOUNT OF $324.50 that the Clerk be instructed to issue a purchase order for
a John Beam Sprayer in the amount of $324.50. On the dis-
cussion of the motion, Councilman Bonner informed the Coun-
cil that it is absolutely necessary to have this piece of
equipment to continue the program on aquatic weed control.
Vote was 5 -0 in favor of the motion.
PURCHASE OF CITY Motion by Councilman Diamond, seconded by Councilman Hughes,

10,000 letterheads - 4 colors; 10,000 second sheets - 1 color;

10,000 envelopes - 1 color; and 10,000 business cards - 4
colors; for a total price of $533,35. On the discussion of
the motion, it was explained by the Clerk that he had re-
ceived two letter bids on the stationery, and that this was
the lower of the two. Vote was 5 -0 in favor of the motion.
There being no further business to come before the Council,
Mayor Jackson adjourned the meeting at 9:30 P.M.
