REGULAR MEETING OF THE CITY COUNCIL
October 10, 1966
The regular meeting of the Council of the City of Palm Beach
Gardens was held on Monday, October 10, 1966 at 8:00 P.M. at
the Meridian Park Clubhouse, Meridian Park, Palm Beach Gar-
dens, Florida. Mayor Jackson presided.
Mayor Jackson instructed Councilman Dela Court to lead in
the Pledge of Allegiance to the Flag.
Mayor Jackson instructed the Clerk to call the roll. All
Councilmen were present.
Motion by Councilman Bonner, seconded by vice Mayor Diamond,
to waive the reading of the minutes of September 26, 1966,
and the approval of the minutes shall be by each Council-
man's signature. Vote was 5 -0 in favor of the motion.
Mayor Jackson informed the Council and audience that the
minutes for the Special Meeting October 7, 1960, were not
ready to be read. Mayor Jackson informed the audience that
the major business transacted was the acceptance of the
1960 Tax Roll. Council also accepted the low bid of Hey-
wood Mercer on two Police cruisers, and the low bid of Tup-
pen's for the Public Works boat and equipment.
Mayor Jackson read a letter from Councilman Dela Court ask-
ing the Council to accept his resignation with regret, due
to the press of personal business. Motion by Councilman
Hughes, seconded by Councilman Bonner, that the Council ac-
cept the resignation of Councilman Dela Court with regret.

On the discussion of the motion, each Councilman expressed
their regrets to Councilman Dela Court and wished him every
success in his personal business. The Police Department
came forth with a presentation of a brief case to express
their appreciation for his service as Police Commissioner.
Vote was 4 -0 in favor of the motion. Councilman Dela Court
abstained from voting.
RES. #38 -1960 Motion by Vice Mayor Diamond, seconded by Councilman Hughes,

D. EARLE, COUNCILMAN that Res. #38-1966, appointing William D. Earle, Council -

man Group 2, be read by the Clerk. Vote was 4 -0 in favor
of the motion. Motion by Councilman Bonner, seconded by
Vice Mayor Diamond that Res. #38 -196o be adopted as read
by the Clerk. Vote was 4 -0 in favor of the motion. Coun-
cilman Earle was welcomed to the table by all members of
the Council. Mayor Jackson directed the Clerk to give
Councilman Earle the Oath of Office. After the Oath had
been taken, Councilman Earle asked the Mayor if he could
express his thanks to the Council for the confidence they
had bestowed upon him and assured the audience that he
would do the job to the best of his ability. He then took
his seat at the table.

tember, residential permits - $176,583; commercial and mis-
cellaneous - $267,525; total $444,108. Councilman Bonner
commented that this was a very fine building month and

that the Public Works Department had obtained various items
of equipment such as a chain saw, a high pressure pumping
rig for the canal boat, and a boat, trailer, motor and equip-
ment. He stated there were a number of other projects under
way at the present time. Namely, an investigation for the
treating of soil for termites prior to construction. He
also plans to purchase an aerosol fogger for mosquito control.
Councilman Hughes reported that Mr. Dukes, the Parks & Rec-
reation Director, was at the National Convention of Parks &
Recreation Boards in Washington, D.C., to acquire all in-
formation for federal aid in this area. He stated one of
the primary objectives was to determine why Palm Beach
County cannot be approved for the many municipal programs
that are available through the state organizations and na-
tional organizations.
Councilman Hughes announced that the Recreation Advisory
Board would meet October 20, 1966, at City Hall. Council-
man Hughes advised the Council that plans were under way
to coordinate a program with the schools, churches, and
other organizations to draw together a comprehensive win-
ter and spring program. He stated this program probably
would be forthcoming in a month or so.
Vice Mayor Diamond stated that the monthly Fire Report
showed that there were no fires during the month of Sep-
tember. He reported that the Fire Department had been
actively engaged in the Fire Prevention Program for the
week of October 9th through 15th. Vice Mayor Diamond in-
formed the Council that at the Fire Truck Rodeo held

again won the trophy for the second consecutive year. He
informed the Council that Mr. Joe Crocker, who was in the
audience, was the driver of the truck and that they won
the Rodeo hands down. Vice Mayor Diamond said he would
like to compliment them on their achievements. Vice Mayor
Diamond announced that there would be a "Miss Flame" contest
held at the PGA Clubhouse on Wednesday evening, October 12,
and that a golf tournament, sponsored by fire departments
in conjunction with the Kiwanis, will be held at the PGA,
Saturday, October 15, 1966. Vice Mayor Diamond praised
the Fire Department for their excellent service Saturday,
October 8th, when a residence on Military Trail caught
fire. He informed the audience and Council that the Fire
Department was on the scene in less than three minutes
from the time the siren blew, and they could certainly be
responsible for holding the fire damage to a minimum.
ADJOURNMENT OF REGULAR Mayor Jackson adjourned the regular meeting at 8;20 P.M.

As the Zoning Board of Appeals, the Council established
the fact that there would be a hardship on Mr. & Mrs. A.R.
Kopan if this zoning variance were not allowed. Mayor
Jackson reconvened the regular meeting at 8;25 P.M.

annexation of City property on Burns Road, be placed on
second reading and read by the Clerk by title only. Vote
was 5 -0 in favor of the motion. Motion by Councilman Hughes,
seconded by Councilman Bonner, that Ord. #21 -1966 be adop-
ted as read by the Clerk. Vote was 5 -0 in favor of the
motion.
RES. #39 -1966 Motion by Vice Mayor Diamond, seconded by Councilman Earle,
AMENDMENT OF THE 1966
BUDGET that Res. #39 -1966, a Resolution to amend the 1966 budget,
be read by the Clerk. Vote was 5 -0 in favor of the motion.
Motion by Vice Mayor Diamond, seconded by Councilman Earle,
that Res. #39 -1966 be adopted as read by the Clerk. Mayor
Jackson opened discussion on the motion to comments from
people in the audience. After comments of various people
in the audience, Mayor Jackson called for the vote on the
motion. Vote was 5 -0 in favor of the motion.
NEW BUSINESS The City Clerk requested permission from the Council to

corner of the Burns Road property. After lengthy discus-
sion, the Council directed the Clerk to get bids on the
construction of this building from various contractors.

OLD BUSINESS The City Clerk reported to the Council that the quotation

rophones, make (Shure), mike mixer, and a 20 watt amplifier,
make (Bogen). The Council directed the Clerk to purchase
this system and to add one more microphone.
There were lengthy discussions carried on by the audience,
and the Council on various items of concern in the City.
These items were the hospital, streets, and street light-
ing. Most of the items were satisfactorily resolved through
questions and answers.
ADJOURNMENT Mayor Jackson adjourned the meeting at 9:25 P.M.

Dear mayor Jackson;
Circumstances beyond my control force me to submit my
resignation as Councilman -Seat #2 of the City of Palm
Beach Gardens,Florida. Having served this city for
eighteen consecutive months, as its first Elected mayor,
and more recently as a Councilman and Police Commissioner,
it is with deep regret that I take this action. The press
of business from my newly formed Corporation, and the
necessity of prolonged travel has greatly influenced my
decision.
I will continue to be a resident of the City, and I will
be more than glad to take whatever time is necessary in
assisting my replacement appointee, as outlined in our City
Charter, with his tasks of office. I have the deepest
respect for the elected men of the existing council,and
I consider it a privilege and honor to have served with
o them in the past months.
Having notified Council informally sixty days prior to this
formal resignation, it is effective as of the above date.
