HomeMy WebLinkAboutMinutes Council 102666CITY OF PALM BEACH GARDENS SPECIAL MEETING OF THE CITY COUNCIL u October 26, 1966 SPECIAL MEETING Mayor Jackson called for a Special Meeting to be held at the Merid- ian Park Clubhouse, Meridian Park, Palm Beach Gardens, Florida, at 8:00 P.M., October 26, 1966. Mayor Jackson presided. QUORUM Mayor Jackson instructed the Clerk to call the roll. All Council- men were present. PURPOSE OF THE MEETING Mayor Jackson called the meeting for the purpose of reading and adopting Res. #42- -1966, the 1967 Budget, Ord. #23 -1966, Res. #40- 1966, Res. #41 -1966, and a Proclamation for Unicef. Minutes of several Special Meetings were also to be read. MINUTES Mayor Jackson instructed the Clerk to read the minutes of the Spec- ial Meeting, October 7, 1966. Mayor Jackson stated there being no objections to the minutes, the minutes would stand approved as read. Mayor Jackson stated that the policy was to waive the reading of the minutes of the regular meetings. Therefore, the reading of the minutes of the regular meeting, October 10, 1966, is waived and approval would be by each Councilman's signature. Mayor Jackson instructed the Clerk to read the minutes of the Special Meeting, October 17, 1966. Mayor Jackson stated there be- ing no objections to the minutes, the minutes would stand approved as read. Mayor Jackson instructed the Clerk to read the minutes of the Board of Equalization Meeting, October 22, 1966. There being no objec- tions to the minutes, Mayor Jackson stated they would stand approved as read. Minutes of Special Meeting October 26, 1966 Page 2 RECREATION REPORT BY Councilman Hughes reported that the Motorcycle Rodeo would be held COUNCILMAN HUGHES at Howell Watkins Jr. High School, and he gave specifics as to date, time, awards, etc. ORD. #23 -1966 Motion by Vice Mayor Diamond, seconded by Councilman Earle, that the ADOPTION OF CITY MANAGER Clerk read Ord. #23 -1966, the adoption of the City Manager form of government. Vote was 5 -0 in favor of the motion. Mayor Jackson directed the Clerk to read the Ordinance. Motion by Councilman Bon- ner, seconded_by Vice Mayor Diamond, that Ord. #23 -1966 be read for the second time by title only. Vote was 5 -0 in favor of the motion. Mayor Jackson directed the Clerk to read the Ordinance by title only. Motion by Councilman Earle, seconded by Councilman Bonner, that Ord. #23 -1966 be adopted as read by the Clerk on first and sec- ond reading. Vote was 5 -0 in favor of the motion. RES. #40 -1966 Motion by Councilman Bonner, seconded by Councilman Earle, that the APPOINT AS CITY MANAGER Clerk read Res. #40 -1966, the appointment of Bryan A. Poston as City Manager. Vote was 5 -0 in favor of the motion. Mayor Jackson instructed the Clerk to read Res. #40 -1966. Motion by Councilman Earle, seconded by Councilman Bonner, that Res. #40 -1966 be adopted as read by the Clerk. Vote was 5 -0 in favor of the motion. RES. #41 -1966 Motion by Vice Mayor Diamond, seconded by Councilman Earle, that APPOINTMENT OF RUTH MURPHY AND MARIE PATTERSON AS the Clerk read Res. #41 -1966, appointing Ruth Murphy and Marie DEPUTY VOTING REGISTRARS Patterson as Deputy Voting Registrars. Vote was 5 -0 in favor of the motion. Motion by Councilman Earle, seconded by Councilman Hughes, that Res. #41 -1966 be adopted as read by the Clerk. Vote was 5 -0 in favor of the motion. Minutes of Special Meeting October 26, 1966 Page 3 PROCLAMATION BY MAYOR, Mayor Jackson proclaimed October 31, 1966, as "Unicef Day" and fur - MICHAEL E. JACKSON "TRICK OR TREAT ther proclaimed that the City shall recognize "Trick or Treat for FOR UNICEF" Unicef" Monday, October 31, 1966. RES. #42 -1966 Motion by Councilman Earle, seconded by Vice Mayor Diamond, that THE 1967 BUDGET Res. #42 -1966, establishing the 1967 Budget, be read by the Clerk. Vote was 5 -0 in favor of the motion. Mayor Jackson directed the Clerk to read Res. #42 -1966. Motion by Councilman Bonner, seconded by Vice Mayor Diamond, that Res. #42 -1966 be approved as read by the Clerk. On the discussion of the motion, there were numerous ques- tions from the audience concerning various portions of the budget. After discussions of approximately one hour, all questions were an- swered satisfactorily by the Council. Mayor Jackson resolved that there was no further discussion from the Council or from the floor and called for the vote on the motion. Vote was 5 -0 in favor of 1` 1 the motion. OTHER BUSINESS Councilman Earle requested that the Council instruct the City Man- ager to write Palm Beach Gardens Utility Company and request them to send a representative of their company to the Workshop Meeting, November 9, 1966, at 8.00 P.M., at the Meridian Park Clubhouse, Meridian Park, Palm Beach Gardens, Florida. The representative is to be able to discuss at length the company's plans for the com- pletion of the Water Treatment Plant and /or their intentions for the completion of said system. There being no objections to the request by Councilman Earle, Mayor Jackson directed the Manager to write such a letter. The City Manager reported that the City Council has set aside time at the November 9, 1966, Workshop Meeting for complete discussion of the Engineer's report on streets and drainage as submitted by i Minutes of Special Meeting October 26, 1966 Page 4 ADJOURNMENT WAIVER K. C. Mock & Associates, City Engineer. There being no further business to come before the meeting, Mayor Jackson adjourned the meeting at 9:35 P.M.
