HomeMy WebLinkAboutMinutes Council 120566CITY OF PALM BEACH GARDENS REGULAR MEETING OF THE CITY COUNCIL December 5, 1966 REGULAR MEETING The regular meeting of the Council of the City of Palm Beach Gar- dens was held on December 5, 1966, at 8:00 P.M., at the Meridian Park Clubhouse, Palm Beach Gardens, Florida. PLEDGE OF ALLEGIANCE Mayor Diamond instructed Councilman Bonner to lead in the Pledge of Allegiance to the Flag. QUORUM At the direction of the Mayor, the roll was called. All of the Councilmen were present. MINUTES OF REGULAR Mayor Diamond directed the Clerk to read the minutes of the regular MEETING, NOVEMBER 14, 1966, APPROVED meeting, November 14, 1966. Motion by Councilman Hughes, seconded by Councilman Bonner that the minutes be approved as read by the Clerk. Vote was 4 -0 in favor of the motion. DEPARTMENT REPORTS Mayor Diamond directed the Manager to read the Public Safety report CITY MANAGER and the Building report. Mayor Diamond stated that he received a call from the firm manu- facturing the new fire truck and reported that it is proceeding right on schedule. ORD. #25 -1966 Motion by Councilman Hughes, seconded by Councilman Earle, that GARBAGE COLLECTION FEE Ord. #25 -1966, setting forth garbage collection fees and control of the program, be placed on first reading and read by the Clerk. On the discussion of the motion, Mayor Diamond explained to the audience that normally there would not be any discussion on an Ordinance on first reading, but in view of the number of people present, he was going to waive this precedent. Mayor Diamond Minutes of Regular Meeting, December 5, 1966 Page 2 called for the vote on the motion. Vote was 4 -0 in favor of the motion. Mayor Diamond instructed the Clerk to read Ord. #25 -1966. Mayor Diamond then directed the Clerk to read the letter that the Council had received from the Chairman of the Board of Directors of the Homeowners Association and the attached Resolution. Mayor Diamond turned the floor over to Mr. Henry Jewett, represent- ing the Homeowners Association. Mr. Jewett voiced the opinion of the Homeowners by objecting to the proposed Ordinance, and after a lengthy discussion between he and the Council, he stated that he had nothing further to say concerning the matter. Councilman Hughes wanted to assure the audience that they were not angry with the audience, nor did he want the audience to be angry with them. This meeting was for the purpose of constructive crit- icism, and that a decision would be reached from analyzing all phases of this problem. Mayor Diamond then recognized Mildred Peters, Wes A. Logan, Mr. Crane from Meridian Park, Dave Valenti, Mr. Graham Arthur, and Mr. Dick Duncan. Each of these people voiced their objections to the proposed Ordinance. ADJOURNMENT Shortly after recognizing Mr. Dick Duncan, Mr. Graham Arthur suffered a heart attack. At this point, Mayor Diamond stated in view of the circumstances, he felt it only proper that the meet- ing be adjourned and further discussion on Ord. #25 -1966 would take place at the Workshop Meeting, December 14, 1966.
