MINUTES OF REGULAR MEETING OF CITY COUNCIL
HELD ON MONDAY, APRIL 5, 1965
The regular meeting of the City Council was held at the
P. G. A. Clubhouse, Palm Beach Gardens, Florida, on Monday, April 5,
1965, at 8:00 o'clock P. M.
MEETING CALLED Mayor James F. Kelleher called the meeting to order.

APPOINTMENT OF Councilman Horace S. Miller moved that upon resolution the

AND CITY CLERK: following be appointed as officers of the City of Palm Beach Gardens,
and appointed to hold office until their successors were duly qualified:
Ted Dela Court as Mayor
Michael E. Jackson as Vice -Mayor
W. L. Cargill as City Clerk
This motion was duly seconded and the resolution was unanimously
adopted. Whereupon, Councilman Ted Dela Court and Councilman Michael E.
Jackson took the oath of office as Mayor and Vice -Mayor respectively as
administered by Dr. Jess Moody.
OATHS OF OFFICE: The oath of office of Ted Dela Court as Councilman and Mayor,
and the oath of office of Michael E. Jackson as Councilman and as Vice-
Mayor are attached hereto.

baseball diamonds. He also read a letter from Mr. William D. Stellman
dated March 25, 1965, regarding expenses incurred by him during the
recent election campaign for City Councilman.
The City Council was informed that three bids had been
received relative to a garbage collection contract. The following
resolution was duly made, seconded and unanimously adopted.
BE IT RESOLVED, by the City Council of PALM BEACH
GARDENS, that the bid of Phil Moreno d /b /a County
Sanitation be, and the same hereby is, accepted,
and
BE IT FURTHER RESOLVED, that the Mayor and City
Clerk be, and the same hereby are, authorized and
empowered to execute a garbage collection contract
with Phil Moreno d /b /a County Sanitation, by and
in the name of the CITY OF PALM BEACH GARDENS.
NEW YORK WORLD'S It was resolved, upon motion duly made, seconded and

unanimously adopted, that the sum of $500.00 be donated by the City
of Palm Beach Gardens to the Palm Beach County Exhibit at the New
York World's Fair.

Councilman James F. Kelleher moved that a resolution express-
ing appreciation to Councilman Horace S. Miller be adopted at the next
regular meeting. This motion was duly seconded and unanimously adopted.
RESOLUTION EXPRESS-

The following resolution was duly made, seconded and unanimously
WHEREAS, during the General Election held in the
City of Palm Beach Gardens on Tuesday, March 160
1965, MAUDE S. MENTEN, JOYCE G. NORLEY, and
BEATRICE S. ROGERS acted as Inspectors of Election,
DOROTHY B. NELSON acted as Clerk of Election, and
McEWING H. BURROWS was Police Officer in attendence,
and
WHEREAS each and every such person rendered compe-
tent, devoted and valuable service throughout said
Election,
BE IT RESOLVED That the City of PALM BEACH GARDENS,
in Common Council convened, does hereby express its
sincerest gratitude and appreciation to MAUDE S.
MENTEN, JOYCE G. NORLEY, BEATRICE S. ROGERS, DOROTHY
B. NELSON, and McEWING H. BURROWS, and to each of
them, for services rendered by them during the

FINANCIAL STATEMENT It was duly noted that a copy of the financial statement of

LICENSE AGREE- In connection with the construction of sewer and water

Company, the following resolution was duly made, seconded and unanimously
adopted:
BE IT RESOLVED, by the City Council of the CITY
OF PALM BEACH GARDENS, a municipal corporation of
the State of Florida, as follows:

(1) That the City of Palm Beach Gardens does hereby
contract and agree to enter into an Agreement with
Florida East Coast Railway Company wherein and where-
by said City of Palm Beach Gardens is given the right
and privilege and license to construct, install and
maintain a certain twelve (12 ") inch cast iron sewer
main encased in a twenty-four (24 ") inch steel casing
pipe as more fully described in License Agreement
attached hereto and made a part hereof.
(2) That the Mayor with the attestation of the City
Clerk, be and they hereby each are authorized and
directed to execute said Agreement for and on behalf
of said City of Palm Beach Gardens.
(3) That this Resolution shall take effect immedi-
ately upon its passage.
DEDICATION OF The City Council was reminded that at the meeting of

way would connect two of the rights -of -way accepted on March 19, 1965.
It was recommended that this additional road right -of -way
be accepted by the City. Whereupon, the following resolution was duly
made, seconded and unanimously adopted.
BE IT RESOLVED, by the City Council of PALM BEACH
GARDENS, that the right -of -way from Bankers Life
and Casualty Company to Plant Drive (from South
edge of Utility Plant Site to Lilac Street) be,
and the same hereby is, accepted, and
BE IT FURTHER RESOLVED, that from and after April 5,

The City Council was advised that Phillips, Inc. - Builders,
a Florida Corporation, had filed with the City Clerk a plat of MERIDIAN
PARK, CITY OF PALM BEACH GARDENS, FLORIDA, wherein certain lands located
in Sections 7, 8 and 18, Township 42 South, Range 43 East, Palm Beach
County, Florida, were dedicated to the City for highways, streets, water-
ways, canals, easements and expressed purposes, a copy of which plat is
incorporated herein by reference.
Whereupon the following Resolution was duly made, seconded and
adopted (Councilman Michael E. Jackson dissenting):
BE IT RESOLVED, by the City Council of PALM BEACH
GARDENS, that the Plat of MERIDIAN PARK, CITY OF
PALM BEACH GARDENS, FLORIDA, being a dedication of
certain lands located in Sections 7, 8 and 18,
Township 42 South, Range 43 East, Palm Beach County,
Florida, as provided therein, be, and the same here-
by is, accepted and approved, and
BE IT FURTHER RESOLVED that the action of Horace S.
Miller, as Vice - Mayor, and William L. Cargill, as
City Clerk, on December 14, 1964, in joining in the
execution of said plat by and in the name of the
CITY OF PALM BEACH GARDENS, be, and the same here-
by is, ratified and confirmed.
RE- ZONING OF The City Council was advised that Phillips, Inc. - Builders and
MERIDIAN PARK:
Royal American Industries, Inc., a Delaware Corporation duly licensed
to do business in Florida, had petitioned the Council to re -zone
MERIDIAN PARK from Zoning Classification "A" to Zoning Classification
"R -3 ". These petitions are attached hereto and made a part hereof as
Exhibit "A" and Exhibit "B ". After discussion on the merits of these
petitions, Councilman Horace S. Miller stated that municipal counsel

and called for a first reading of the Ordinance.
The City Clerk then read in full the proposed Ordinance 1 -J
for the first time; and upon motion duly made, seconded and carried
(Councilman Jackson dissenting), it was resolved that notice of hearing
on the proposed Amendment to the Zoning Ordinance be given in accordance
with the Statute in such cases provided.
The City Council was also advised that Fine Builders, Inc.,
a Florida Corporation, and Royal American Realty, Inc., a Florida
Corporation, had filed with the City Clerk a Plat of GOLFERS VILLAGE,
CITY OF PALM BEACH GARDENS, FLORIDA, wherein certain lands located in
Section 12, Township 42 South, Range 42 East, Palm Beach County, Florida,
are dedicated to the City for highways, streets, easements and expressed
purposes, a copy of which plat is incorporated herein by reference.
The following Resolution was duly made, seconded and adopted
(Councilman Jackson dissenting):
BE IT RESOLVED, by the City Council of PALM BEACH GARDENS,
that the Plat of GOLFERS VILLAGE, CITY OF PALM BEACH
GARDENS, FLORIDA, being a dedication of certain lands
located in Section 12, Township 42 South, Range 42 East,
Palm Beach County, Florida, be, and the same hereby is,
accepted and approved, and,

its next meeting. Councilman Jackson requested that action be taken
toward publishing a newsletter and inserting a weekly column in the
Palm Beach Sun Newspaper. The City Council agreed to take this matter
under advisement.
The City Council then discussed the question of the time,
place and frequency of Council meetings. It was suggested that a
regular City Council meeting be held on the fourth Monday of each month,
and that a workshop meeting be held on the second Monday of each month.
These meetings are to commence at 8:00 P.M., and will be held at the
P.G.A. Clubhouse, if at all possible. Whereupon, the following Resolution
was duly made, seconded and unanimously adopted:
BE IT RESOLVED, that the City Council of PALM BEACH
GARDENS will hold a workshop meeting on the second
Monday of each month, and a regular meeting on the
fourth Monday of each month. Each such meeting will
be called to order at 8:00 E.M., and each such meet-
ing to be held at the P.G.A. Clubhouse, Palm Beach
Gardens, Florida, whenever possible.
The City Council discussed the possibility of changing the
lettering on the entrance columns leading into Palm Beach Square to
read "Palm Beach Gardens ". The Council was informed that it had
received a bid for new lettering from Palm Plastics in the sum of $250.00.
Action on this proposal was deferred at this time. The City Council also

discussed the request from Howell Watkins Jr. High School for partici-
pation by the City in the Harrison Memorial Sign Project. Action on
this request was deferred until the next meeting.
Councilman Miller gave a report on the status of the addition
to the water plant.
Upon motion duly made, seconded and unanimously adopted, it
was resolved that the City Council take action to secure the services
of an additional policeman for the Palm Beach Gardens Police Department.
There was a discussion on installing a street sign at the
intersection of Alternate Highway AlA and Lighthouse Drive.
There being no further business to come before the meeting,
upon motion duly made, seconded and unanimously adopted, it was
adjourned.
