G. A. Clubhouse, Palm Beach Gardens, Florida, on Monday, April 26, 19659 at 8:00 o'clock P. M. KEETING CALLED Mayor Ted Dela Court called the meeting to order. 110 ORDER: QUORUM: The City Clerk announced that a quorum of the City Council was present. MINUTES OF REGULAR Reading of the Minutes of the regular meeting of City Council KEETING OF APRIL 5, 1965, AND OF =IAL held on April 5, 1965 was dispensed. Upon motion duly made, seconded 14, 1965: and unanimously adopted, these minutes were approved as written. The minutes of the Special Meeting of City Council held on April 14, 1965, were read by the City Clerk; and, upon motion duly made, seconded and unanimously adopted, these minutes were approved as read. CORRESPONDENCE: The City Clerk read letters received from the Florida League of Municipalities dated February 19, 1965, and from the Palm Beach County World's Fair Authority, Inc. dated April 22, 1965. PALM BEACH GARDENS The City Clerk read the report of the Palm Beach Gardens Building BUILDING DEPART- MENT REPORT FOR Department for the month of March, 1965. This report was approved as read. MARCH, 1965: CITY GENERAL FUND The following two (2) resolutions were duly made, seconded and AND PAYROLL ACCOUNTS IN FIRST unanimously adopted: KARINE BANK, CFA BEACH, As to the General Account in First Marine Bank, Riviera Beach, FLORIDA: Florida: 1-1 RESOLVED, that W. L. Cargill is hereby authorized to open Minutes of Regular Meeting of City Council of April 26, 1965 Florida: Page 2 and from time to time to reconcile an account or accounts for and in the name of the corporation with the First Marine Bank of Riviera Beach, Riviera Beach, Florida, and from time to time to deposit funds of the corporation therein, the same to be subject to withdrawal by checks, drafts or orders signed by any two of the following: Ted Dela Court, Michael E. Jackson, W. L. Cargill or Horace S. Miller as signors or countersignors; Robert Pickering or J. Riley Gauvey as countersignors and that the said Bank may rely upon the authority herein con- ferred upon said designated persons until delivery to it of a certified copy of a resolution of this Board revoking or modifying the same; and that such authority shall include checks drawn to the order of any of said persons. As to the Payroll Account in First Marine Bank, Riviera Beach, RESOLVED, that W. L. Cargill is hereby authorized to open and from time to time to reconcile an account or accounts for and in the name of the corporation with the First Marine Bank of Riviera Beach, Riviera Beach, Florida, and from time to time to deposit funds of the corporation therein, the same to be subject to withdrawal by checks, drafts or orders signed by any two of the following: Ted Dela Court, Michael E. FINANCIAL STATEMENT The financial statement of condition of the City of Palm Beach OF CONDITION OF CITY AS OF Gardens, as of January 2, 1965, and discussed at the Regular Meeting held JANUARY 2, 1965: April 59 1965, was approved upon motion duly made, seconded and unanimously adopted. ACCEPTANCE OF The City Council was advised that Royal American Industries, PUBLIC UTILITIES EASEMENT: Inc. was willing to grant an easement for public utilities purposes to the City of Palm Beach Gardens over a portion of Section 7, Township 42 South, Range 43 East, Palm Beach County, Florida, and that it was in Minutes of Regular Meeting of City Council of April 26, 1965 DESTRUCTION OF BALLOTS AND STUBS FROM GENERAL ELECTION OF MARCH 16, 1965: Page 3 the best interests of the City to accept this easement. Whereupon the following motion was duly made, seconded and unanimously adopted: adopted: BE IT RESOLVED, by the City Council of Palm Beach Gardens, that that certain public utilities easement from Royal American Industries, Inc, across a portion of Section 7, Township 42 South, Range 43 East, Palm Beach County, Florida, dated April 19, 1965, be, and the same hereby is, accepted. The following resolution was duly made, seconded and unanimously BE IT RESOLVED, by the City Council of Palm Beach Gardens, that the City Clerk be, and the same hereby is, authorized and empowered to destroy all ballots and stubs, used and unused, arising out of or prepared for the General Election held on March 16, 1965. MONET ROAD GRADE Councilman Horace S. Miller then read to the City Council a LEVEL; LETTER OF INDEMNITY FROM letter dated April 1, 1965, from Bankers Life and Casualty Company, BANKERS LIFE AND agreeing to indemnify and hold harmless the City from any and all liability CASUALTY COMPANY: incurred or to be incurred under a performance bond dated March 27, 1963 given to Palm Beach County to secure the performance of an agreement of the same date relative to the grade level of Monet Road. APPOINTMENT OF Upon resolution duly made, seconded and unanimously adopted, WILLIAM ROBERT SMITH AS POLICE the appointment of Mr. William Robert Smith, as police officer of the OFFICER: City of Palm Beach Gardens was ratified and confirmed. OATH OF OFFICE: The oath of Office of William Robert Smith is attached hereto. WIRK EDITORIAL Mayor Ted Dela Court then read to the City Council an editorial DATED APRIL 6, 99� prepared and broadcast by radio station WIRK on April 6, 1965 relative to the turnout of voters in the City General Election held on March 16, 1965. Upon motion duly made, seconded and unanimously adopted, Mayor Dela Court was authorized and empowered to write a letter to radio station Minutes of Regular Meeting of City Council of April 26, 1965 AGENDAS FOR CITY COUNCIL MEETINGS; PUBLICATION: PUBLICATION OF NEWSLETTER: ADDITION TO WATER PLANT: HARRISON MEMORIAL SIGN PROJECT: HOWELL WATKINS JR. HIGH SCHOOL: WIRK thanking it for its favorable comment. Page 4 There was a discussion with respect to the publishing of an agenda for each forthcoming meeting of the City Council. It was suggested that the City Council reserve the right in any agenda to add items between the time of the publication and the actual meeting. The City Council agreed to take this matter under advisement. Councilman Michael E. Jackson reported to the City Council on the advisability of publishing a periodic newsletter. Upon resolution duly made, seconded and unanimously adopted, it was resolved that such a newsletter be published. Mayor Dela Court gave a "non - technical" report on the status of the addition to the water plant. The City Clerk read a letter dated April 21, 1965, from the Honorable Edward M. Eissey, principal of the Howell L. Watkins Jr. High School, relative to the Harrison Memorial sign project. Mayor Dela Court requested authority from the City Council to negotiate for the erection of a sign 4' x 81, double- faced, in illuminated casting, for a sum of approximately $500.00 over and above the shortage of $110.00 mentioned in Mr. Eissey's letter. The following resolution was duly made, seconded and unanimously adopted. BE IT RESOLVED, by the City Council, that the Mayor be, and the same hereby is, authorized and empowered to negotiate a contract for the enlargement and erection of a sign to be located in front of the Howell L. Watkins Jr. High School, 4' x 8', double - faced, with illuminated casting, for a sum not to exceed $610.00, over and above the funds made available for this purpose by the Howell L. Watkins Jr. High School. i Minutes of Regular Meeting of City Council of April 26, 1965 Page 5 DIRECTORY Councilman Miller gave a report to the City Council on the 'OF CITY SERVICES: advisability of publishing a directory of City services and suggested that a single phone number be designated for the receipt of all City BICYCLE ORDINANCE: RECREATION FACILITIES IN LAKE CATHERINE AREA: RODENT CONTROL: ADJOURNMENT: t telephone calls. Any call could be relayed for action, or the caller could be supplied with a proper telephone number for contact. The City Council then discussed the advisability of enacting a Bicycle Ordinance. Mayor Dela Court appointed Councilman Kelleher as a committee of one to undertake a study of this problem and to report to the City Council at a future meeting. Mayor Dela Court requested that the City Council gather data on the establishment of a recreational area to be located in the Lake Catherine area, and to gather figures on the cost of concrete tables and picnic and sanitary facilities. The City Council agreed to take this matter under advisement. Mayor Dela Court informed the City Council that Nozzle Nolen, Inc. was the only concern which offered to bid upon a rodent control project for the City of Palm Beach Gardens, of three concerns solicited. A sealed bid was secured from Nozzle Nolen, Inc. The City Council agreed to take this matter under advisement until further sealed bids had been received.
