MINUTES OF REGULAR MEETING OF CITY COUNCIL
HELD ON MONDAY, JUNE 28, 1965
The regular meeting of the City Council was held at the
Garden Lanes Bowling Alley meeting room, Palm Beach Gardens,
Florida, on Monday, June 28, 1965, at 8:00 o'clock P.M.
MEETING CALLED TO Mayor Ted Dela Court called the meeting to order. After
ORDER; QUORUM:
calling the roll, the City Clerk announced that a quorum of the
City Council was present.
MINUTES OF REGULAR The City Clerk read the Minutes of the regular meeting of

MEETING OF JUNE 3,
1965: meeting of the City Council held on June 3, 1965. Upon motion duly
made, seconded and unanimously adopted, these Minutes were approved
as read, with the exception that the word "affirmative" should be
deleted from the last paragraph of the Minutes of the special meeting.
PALM BEACH GARDENS Captain Charley A. Root then read the report of the Palm

was also accepted.
APPOINTMENT OF HENRY Upon resolution duly made, seconded and unanimously adopted,
B. NOLAN AS POLICE
OFFICER; OATH OF the appointment of Mr. Henry B. Nolan, as Police Officer of the
City of Palm Beach Gardens, was ratified and confirmed. The oath
of office of Mr. Henry B. Nolan is attached hereto.

RADIO COMMUNICATIONS Councilman Horace S. Miller presented to the City Council
SYSTEM; AGREEMENT
WITH ODS, an agreement between the City and David R. Woods, Inc., prepared
INC.,
in accordance with the resolution of the City Council dated
June 3, 1965. This agreement was duly executed by Mayor Ted Dela
Court and City Clerk W. L. Cargill on June 1, 1965 for and in behalf
of the City. After extensive discussion, Mayor Dela Court requested
that the agreement be placed in the Minutes for ratification.
SUBORDINATION OF Upon motion duly made, seconded and unanimously adopted,
ENCUMBRANCE FOR
STATE ROAD DEPART- the action of Mayor Ted Dela Court and City Clerk W. L. Cargill
MENT OF FLORIDA:
in making, executing and delivering, by and in the name of the
City of Palm Beach Gardens, a subordination of a certain easement
owned by it across the proposed right -of -way of Highway I -95,
to The State Road Department of Florida, on May 28, 1965, was
ratified and confirmed.
APPOINTMENTS BY Mayor Dela Court announced the following appointments:
MAYOR:
Councilman Horace S. Miller as Police and Fire
Commissioner, with responsibility for the Office
of Civil Defense.
Councilman Michael E. Jackson as Commissioner of
Recreation, with the additional responsibility
of gathering information for new ordinances.
Councilman W. L. Cargill as Budget Director.
Councilman James F. Kelleher as Assistant to the
Mayor.
Mayor Dela Court assumed responsibility for public
utilities, canals and maintenance.
The respective Councilmen accepted these appointments.

PROPOSED GENERAL The City Clerk read in full for the first time a proposed
ORDINANCE N0. 13 -
NUISANCE ORDINANCE: nuisance ordinance, prepared at the request of the City Council,
and tentatively numbered General Ordinance No. 13.
PROPOSED GENERAL The City Clerk read in full for the first time a proposed
ORDINANCE 4 -
POLICE RESER police reserve ordinance, prepared at the request of the City
ORDINANCE:
Council, and tentatively numbered General Ordinance No. 14.
MARCH OF DIMES: The City Council again took up the letter of May 20,
1965 received from the March of Dimes. Councilman Miller recommended
that the Mayor write the March of Dimes asking that they submit their
request again in January, 1966.
MISCELLANEOUS: The City Council then discussed matters concerning postal
delivery, housing restrictions, street markers, etc.
ADJOURNMENT: There being no further business to come before the meeting,
upon motion duly made, seconded and unanimously adopted, it was
adjourned.
