L. Cargill, a special meeting of the City Council of Palm Beach Gardens was held at 10:00 A.M., on Thursday, December 30, 1965, at the Police Station, Palm Beach Gardens, Florida MEETING CALLED TO Mayor Ted Dela Court called the meeting to order. ORDER; QUORUM: After calling the roll, the City Clerk announced that a quorum of the City Council was present, all Councilmen being in attendance. RATIFICATION OF The following resolution was duly made, seconded and EXPENDITURES FOR FISCAL YEAR unanimously adopted: 1965 TO D TE: BE IT RESOLVED by the City Council of Palm Beach Gardens, Florida, that any and all expenditures of funds from the City Treasury made between January 1, 1965 and December 30, 1965 be, and the same hereby are, authorized and ratified. PALM BEACH GARDENS Captain Charley A. Root read the report of the Palm Beach POLICE DEPARTMENT REPORT FOR NOVEMBER, Gardens Police Department for November, 1965. The City Clerk read PALM BEACH GARDENS BUILDING DE- the report of the Palm Beach Gardens Building Department for PARTMENT REPORT FOR NOVEMBER, 1965: November, 1965. These reports were approved as read. REPORT OF PALM The City Clerk read to the City Council a report from the T3ERN GAKDENS TAX ASSESSOR: Palm Beach Gardens Tax Assessor dated December 29, 1965, making certain recommendations on the 1965 personal property tax assessment Minutes of Special Meeting of City Council of December 30, 1965 Page 2 roll. This report is attached hereto and made a part hereof as Exhibit "A." The following resolution was duly made, seconded and unanimously adopted: BE IT RESOLVED by the City Council of Palm Beach Gardens, Florida, that the report of the Palm Beach Gardens Tax Assessor, dated December 29, 1965, regarding the 1965 personal property tax assessment roll be, and the same is hereby, adopted. PROPOSED ORDINANCE The City Council was presented with proposed Ordinance 0 -K; MOTION TO TABLE; MOTION TO 0 -K, calling for the deannexation of certain property from the MEND; SECOND READ - IN AND ADOPTION: City of Palm Beach Gardens, which proposed Ordinance was first read at the meeting held on December 17, 1965. Councilman Horace S. Miller moved that the proposed Ordinance be submitted to a second reading and adopted. This motion was seconded by Councilman `— James F. Kelleher. Councilman Michael E. Jackson thereupon moved that the second reading of this Ordinance be tabled until the first Council meeting following the general election in March, 1966, which motion was seconded by Councilman Ted Dela Court. This motion was submitted to a vote and was defeated by a vote of three to two (Councilmen Jackson and Dela Court dissenting). Thereupon, Council- man Jackson moved to amend proposed Ordinance 0 -K to provide for the necessity of validation of any such Ordinance before it becomes effective by an election of the registered voters of the City, which motion was seconded by Councilman Dela Court. This motion was also submitted to a vote and was defeated by a vote of three to two (Councilmen Jackson and Dela Court dissenting). Thereupon, Minutes of Special Meeting of City Council of December 30, 1965 ADJOURNMENT: WAIVER: Page 3 following a discussion of the proposed Ordinance 0 -K, and after proposed Ordinance 0 -K had been read for the second and final time by title only, the original motion of Councilman Miller was sub- mitted to a vote; and, by a vote of three to two (Councilmen Jackson and Dela Court dissenting), the City Council ordained that Ordinance O -K be enacted to take effect immediately. There being no further business to come before the meeting, upon motion duly made, seconded and unanimously adopted, it was adjourned.
