HomeMy WebLinkAboutMinutes Council 022464CITY OF PALM BEACH GARDENS MINUTES OF REGULAR MEETING OF CITY COUNCIL HELD ON MONDAY, FEBRUARY 24, 1964. The regular meeting of the City Council was held at Howell Watkins Jr. High School, Palm Beach Gardens, Florida, on Monday February 24, 1964, at 8:00 P.M. QUORUM: Mayor Norman Rowland called the meeting to order and announced that a quorum of the City Council was present. MINUTES OF MEETING OF The City Clerk read in full the minutes of the meeting of JANUARY 27, 1964: the City Council held on January 27, 1964. It was noted that these minutes were correct with the following exception: J. Riley Gauvey is presently City Tax Collector, and not City Tax Assessor. As so corrected, these minutes were, upon motion duly made, seconded and unanimously adopted, duly approved. PALM BEACH GARDENS POLICE REPORT FOR Capt. Charley A. Root read in full the report of the Palm Beach MONTH OF JANUARY, \.� 9 Gardens Police Department for the month of January, 1964, PALM BEACH GARDENS Fire Chief William O'Brien announced that the new fire truck VOLUNTEER FIRE AEPAKIMENi : was in service. He further noted that a proposed budget for the Volunteer Fire Department would be ready for presentation to the City Council shortly. ANIMALS RUNNING The City Clerk read a letter from Mr. David F. Griffin re- AT LARGE: garding animals running at large in the City, The City Council agreed to take this matter under advisement and to determine whether any additional regulations were necessary regarding this problem. FLORIDA CIVIL DEFENSE The City Clerk read to the Council a letter dated February 21, ASSOCIATION: 1964, from Ellis F. Altman, Governor of the Florida Civil Defense i Association for the South Florida Area. The Mayor recommended that the dues requested in this letter be paid by the City. He further requested that the Palm Beach Gardens Home Owners Association recommend a Civil Defense Director for the City. It was recom- mended that the Palm Beach Gardens Volunteer Fire Department be placed under Civil Defense. PALM BEACH GARDENS Mayor Rowland informed the Council that he had received a GENERAL HOSPIT L: letter from the Palm Beach Gardens Home Owners Association re- garding the hospital. He read to the Council a letter acknow- ledging receipt of such letter. The Council was informed that only such action had been taken regarding the hospital as would prevent the loss of substantial federal assistance. COMPREHENSIVE Vice Mayor Miller reported on a meeting which was held on TRANSPORTATION FOR PALM B H COUNTY: January 30, 1964, with County officials and other municipalities regarding the coordination of efforts toward a comprehensive transportation program. He recommended that a preliminary memo- randum of agreement between the City of Palm Beach Gardens and Palm Beach County toward this end be executed. Whereupon the following resolution was duly made, seconded and unanimously adopted: BE IT RESOLVED, That the City of Palm Beach Gardens, in common council convened, hereby enter into an agreement with Palm Beach County, Florida, respecting the coordina- tion of efforts toward a comprehensive transportation program and that Palm Beach County be designated as the agent and coordinating entity in this program; and BE IT FURTHER RESOLVED, That NORMAN ROWLAND and WILLIAM L. CARGILL, Mayor and City Clerk respectively, be and the same hereby are, authorized and empowered to execute said agree- ment by and in the name of the City. OF The following resolution was duly made, seconded and un- _REGISTRATION FREEHOLDERS IN PALM BEACH animously adopted: GARDENS: BE IT RESOLVED by the City of PALM BEACH GARDENS in common council convened that the City of PALM BEACH GARDENS under- take a registration of freeholders within the territorial limits of said City and in accordance with the applicable provisions of GENERAL ORDINANCE NO. it (ELECTION CODE); and BE IT FURTHER RESOLVED that the City Clerk be, and the same hereby is, authorized and empowered to issue and cause the publication of any and all notices to this effect required by law to be given. VOTING PRECINCTS: The following resolution was also duly made, seconded and unanimously adopted: BE IT RESOLVED, That the City of PALM BEACH GARDENS be, and the same hereby is, constituted and organized as one election precinct, and known as Precinct No. 1, in accordance with the provisions of GENERAL ORDINANCE NO. 11 (ELECTION CODE); and BE IT FURTHER RESOLVED, That the Supervisor of Registration, working in conjunction with the Superintendent of Registration of Palm Beach County, Florida, undertake a study of a suitable site for a polling place. KHOURY LEAGUE: The following resolution was duly made, seconded and un- animously adopted: BE IT RESOLVED, That the City of Palm Beach Gardens satisfy that certain Note given personally by representatives of the Khoury League to the First Marine Bank of Riviera Beach, Florida, and that the City Treasurer be, and the same hereby is, authorized and empowered to satisfy said Note by the payment of monies from the City Treasury; and BE IT FURTHER RESOLVED, That the City does express its appre- ciation to the Khoury League and its representatives for the fine work which was done during the preceeding year.
