MINUTES OF REGULAR MEETING OF CITY COUNCIL
HELD ON MONDAY, MARCH 9, 1964
The regular meeting of the City Council was held at Howell
Watkins Jr. High School, Palm Beach Gardens, Florida, on Monday,
March 9, 1964, at $:00 P.M.
QUORUM: Mayor Norman Rowland called the meeting to order and announced
that a quorum of the City Council was present.
MINUTES OF MEETING OF The City Clerk read in full the minutes of the meeting of the
FEBRUARY 24, 1964:
City Council held on February 24, 1964. It was noted that these
minutes were correct with the following addition: Mayor Rowland also
read to the Council a letter dated February 24, 1964, which he had
sent to the Palm Beach Gardens Home Owners Association, replying to
letters sent by the latter to Mr. John D. MacArthur on December 10,
1963, and to the City Council on January 20, 1964.

SIDEWALKS:
dated March 3, 1964, regarding street lights and sidewalks in Palm
Beach Gardens was read and discussed. The Council agreed to take
this matter under advisement.
ANIMALS RUNNING AT The Council discussed the question of animals running at large

GARDENS. in Palm Beach Gardens. This discussion included suggestions for the
utilization of the services of the Animal Rescue League, inoculation,
and licensing. After this discussion the following resolution was
duly made, seconded and unanimously adopted.
BE IT RESOLVED, That the City of Palm Beach Gardens consider the
utilization of the services of the Animal Rescue League and the
payment of the usual and customary donations for services render-
ed thereby; and
BE IT FURTHER RESOLVED, That the City Council take under advise-
ment and refer to the legal department for review and assistance
�. the possibility of requiring that all animals located within the
territorial limits of the City of Palm Beach Gardens be inoculated
and licensed, with specific reference to the necessity of amending
GENERAL ORDINANCE NO. 7 in this regard.
PETITION TO ANNEX Mayor Norman Rowland advised the Council that he had received
STOLKIN 40 PROPERTY
TO CITY: a petition from Royal American Industries, Inc. relative to the
annexation of certain realty owned by it in Section 15, Township 42
South, Range 42 East, Palm Beach County, Florida (known as the
Stolkin 40), into the City. This petition was then read in full by
the City Clerk, is attached hereto as Exhibit "A" and is incorporated
herein by reference.
ORDINANCE 0 -Fj Mayor Rowland further advised the Council that at his request

TOLKIN 40 PROPERTY Municipal Counsel had prepared an Ordinance expressing the intention
TO CITY:
- on the part of the City to annex the Stolkin 40 property to the
City as soon as possible after thirty (30) days from the enactment
of the Ordinance, which Ordinance was tentatively numbered Ordinance
0 -F. Whereupon, the Clerk read the proposed Ordinance in full for
the first time.
MISCELLANEOUS: The City Council also discussed the questions regarding the

Florida East Coast Railroad, pending litigation with the Professional
Golfers' Association of America, a report of City finances and in-
debtedness, the presence of Councilman Paul D. Doolen at City Council
meetings, and new house construction in the City.
NEXT MEETING: It was advised that there would be a special meeting at 10 :00 A,M.
on Wednesday, March 11, 1964, at 1001 Park Avenue, Lake Park, Florida,
for the express purpose of the second reading and enactment of
Ordinance 0 -F.
ADJOURNMENT: There being no further business to come before the meeting,
upon motion duly made, seconded and unanimously adopted, it was
duly adjourned.

Re: PETITION TO INCORPORATE PROPERTY (COMMONLY KNOWN
AS THE STOLKIN 40) WITHIN THE TERRITORIAL LIMITS OF CITY
OF PALM BEACH GARDENS, FLORIDA.
Gentlemen:
This company has title of record to realty located in Palm Beach County,
Florida, adjacent to and contiguous with lands now incorporated within the
territorial limits of the CITY OF PALM BEACH GARDENS, which realty is
more fully described as follows:
The Southwest quarter of the Southeast quarter of
Section 15, Township 42 South, Range 42 East, Palm
Beach County, Florida,
commonly known as the Stolkin 40.
Your petitioner desires to have the aforementioned realty incorporated
within the territorial limits of the CITY OF PALM BEACH GARDENS, and
hereby respectfully requests such incorporation to be accomplished as soon
as possible.
