MINUTES OF REGULAR MEETING OF CITY COUNCIL
HELD ON MONDAY, APRIL 13, 1964
The regular meeting of the City Council was held at the Club-
house of the Professional Golfers' Association of America, Palm
Beach Gardens, Florida, on Monday, April 13, 1964, at 8 :00 o'clock
P. M.
RUORUM: Mayor Norman Rowland called the meeting to order. The City
Clerk called the roll of City Councilmen and announced that a
quorum of the City Council was present.
BUILDING DEPARTMENT The City Clerk read the report of the Building Department for the

The City Council stated that the Junior Chamber of Commerce of

CELEBRATION: Riviera Beach produces an annual fireworks display on the Fourth of
July. The City has in previous years donated $1,000 toward this
celebration. The Council this year feels that the $1,000 should be
spent on a Fourth of July celebration in our own City and suggests
it be sponsored by the Volunteer Fire Department; that also the City
feels this celebration could be a possible fund - raising drive for
the Volunteer Fire Department and will assist them with their plans
and execution of such celebration.
PROPOSED ORDINANCE The City Council was reminded that on March 9, 1964, it had

OF STOLKIN 40 enacted ORDINANCE 0 -F which expressed an intention on the part of

the CITY OF PALM BEACH GARDENS to annex that certain property known
as the Stolkin 40 to the City. That Ordinance provided that
annexation should take place shortly after thirty (30) days from the
date of enactment; and the thirty -day period had expired. Further,
the City Clerk had published notices of the City's intention to annex
this property in accordance with the law in such cases provided, and
had not been served with any objections to such annexation. The City
Council was further reminded that this property was being brought into
the City under Zoning Classification "M ". Municipal Counsel has
drafted an Ordinance providing for the annexation of this property,
tentatively numbered ORDINANCE 0 -F (1). Whereupon and after further
discussion, the City Clerk read the prepared Ordinance in full for
the first time.
SPECIAL MEETING Vice Mayor Miller informed the Council that a Special Meeting
ON APRIL 1521964:
would be held on April 15, 1964 at 10:00 A. M. in the municipal offices
of the City, 1001 Park Avenue, Lake Park, Florida, for the purpose of
the second reading and enactment of the aforementioned Ordinance.
REZONING OF PORTION Mayor Rowland informed the City Council that a request had been

used for the construction of duplex dwellings. It was suggested that
rezoning the area adjacent to the Railroad tracks was advisable in
that it would result in the creation of a buffer zone between the
Railroad and single - family residences in the remainder of the plat.
This proposal was taken under advisement by the City Council.
DONATION TO Upon motion duly made and seconded, the following Resolution was

AUTHORITY:
BE IT RESOLVED, That the CITY OF PALM BEACH GARDENS
u donate the sum of $1,000 to the Palm Beach County
World's Fair Authority, and that the City Treasurer be,
and the same hereby is authorized and empowered to honor
the foregoing resolution by the payment of monies from
the City Treasury.
A list of 1963 personal property tax delinquencies has been
1963 PERSONAL prepared by the City Tax Collector and was presented to the City

DELINQUENCIES: Council. It was recommended that this list be advertised in
accordance with the law in such cases provided, commencing no
earlier than thirty (30) days from this date.
Vice Mayor Miller read the financial statement of the Khoury
KHOURY LEAGUE:
League for the year 1963, and also the proposed budget for 1964.
Upon motion duly made and seconded, the following Resolution was
duly adopted, Councilman Lehane abstaining:
BE IT RESOLVED, That the CITY OF PALM BEACH GARDENS does
hereby agree and undertake to subsidize the construction
of two baseball diamonds in the City for an amount not to
exceed $1,050.00, and that the City Treasurer be, and the
same hereby is, authorized and empowered to honor the
foregoing resolution by the payments of monies from the
City Treasury.
I-- The City Council recommended that the bill of Mr. L. F.
THE ASSESSMENT RO1L;Conerly for $115.00 for his assistance in preparing the City Tax

Assessment Roll be paid, and that the City express its appreciation
for such assistance.
There being no further business to come before the meeting,
upon motion duly made, seconded and unanimously adopted, it was
duly adjourned.
