MINUTES OF REGULAR MEETING OF CITY COUNCIL
HELD ON MONDAY, APRIL 27, 1964
The regular meeting of the City Council was held at 9076 Keating
Drive, Palm Beach Gardens, Florida, on Monday, April 27, 1964, at
10:00 A.M.
Mayor Norman Rowland called the meeting to order. The City Clerk
called the roll of City Councilmen and announced that a quorum of the
City Council was present.
The City Clerk read in full the Minutes of the meetings of the City
Council of March 23, 1964, March 25, 1964, April 13, 1964 and April 15,
1964. Upon motion duly made, seconded and unanimously adopted these
Minutes were approved as written.
Fire Chief William O'Brien gave a report to the City Council of the
recent activities of the Palm Beach Gardens Volunteer Fire Department,
announced that there would be a barbeque on June 7, 1964 (in addition to
the Fourth of July celebration), and requested that the City Council
consider the purchase of additional fire fighting equipment. The City
Council took under advisement the latter suggestion.
LAW , The City Clerk read letters from Attorneys John E. Bollinger and

Max L. B1ek dated April 13, 1964, and April 19, 1964, respectively, re-
garding the celebration of May 1, 1964, as "Law Day, USA:' Whereupon the
following resolution was duly made, seconded and unanimously adopted:
WHEREAS, The present state of world affairs makes it especially
fitting that each of us, as citizens of this great nation, should
reaffirm our faith in the rule of law and in the supremacy of
government of laws rather than men, and
WHEREAS, The Congress of the United States, and the President by
official proclamation, have designated May 1 as law Day USA. The
basic aims of Law Day are to foster increased respect for law,

for independent courts which uphold the law, and for a deeper
awareness of the benefits and responsibilities of citizenship,
and
WHEREAS, Liberty and equality for the individual are what dis-
tinguish our systen of government from communism under which
millions of people today live in fear and tyranny. No better
time could be chosen to call public attention to our great heri-
tage of individual liberty under law.
NOW, THEREFORE, I,NORMAN D. ROWLAND, Mayor of the City of Palm
Beach Gardens, do hereby proclaim Friday, May 1, 1964, as Law
Day USA in the City of PALM BEACH GARDENS, and call upon all
citizens, organizations, and schools to recognize this special
day with suitable programs, ceremonies and educational activities.
The City Clerk read to the City Council letters which had recently
been received from the YMCA, Mr. Richard W. Denmore, and Mr. Gene
Armstrong. There was also a discussion concerning the acquisition of
certain civil defense equipment and its utilization in the City.
There being no further business to come before the meeting, upon
motion duly made, seconded and unanimously adopted, it was duly adjourned.
