MINUTES OF SPECIAL MEETING OF CIE CITY COUNCIL ACTING
FOR ITSELF AND AS THE ZONING BOARD OF THE CITY
HELD ON MONDAY, JUNE 15, 1964
A special meeting of the City Council, acting for itself and as the
Zoning Board of the City, was held at 9076 Keating Drive, Palm Beach Gardens,
Florida, on Monday, June 15, 1964, at 10:00 A.M., in accordance with the
notice given by the City Clerk on June 8, 1964. This meeting is further
authorized in accordance with the notice of Amendment of Zoning Ordinance
and Zoning Map, heretofore published in accordance with the statute in such
cases provided, and arises out of petitions to rezone certain realty located
in Palm Beach Gardens, Florida, from Zoning Classification "R -1" to Zoning
Classification "R -2 ".
QUORUM: Mayor Norman Rowland called the meeting to order. The City Clerk called
the roil of City Councilmen and announced that a quorum of the City Council
was present.
PROPOSED ZONING This meeting was called for the purpose of a public hearing and second

letters of consent to such rezoning executed by Bankers Life and Casualty
Company, Royal American Industries, Inc., Reverend and Mrs. Sherman W. Swan,
and Mr. and Mrs. Lindsey Jarrell, all of whom own property in, or reside in
the area which it is proposed be rezoned. These letters of consent are
attached hereto as Exhibits A, B, C, and D. Mayor Rowland also presented to
the City Council a petition of certain residents of the City of Palm Beach
Gardens protesting against this rezoning. This petition is attached hereto
as Exhibit E. At the suggestion of the Mayor, the City Clerk examine

1963. Such an examination was thereupon made. The City Clerk stated that,
inasmuch as those persons signing the petition did not own twenty per cent
(20 %) or more of the land area within 500 feet of the land to be rezoned,
it would not be necessary for the City Council to approve this rezoning by
a favorable vote of three - fourths of the Council.
PROPOSED ZONING After further consideration of the merits of this proposed rezoning,
ORDINANCE 1 -H
SECOND READING the City Council then read for the second and final time Zoning Ordinance
AND ADOPTION:
1 -H and, by unanimous vote, ordained that this Ordinance be enacted to take
effect immediately.
ADJOURNMENT: There being no further business to come before the City Council, upon
motion duly made, seconded and unanimously adopted it was duly adjourned.

AMENDMENT OF ZONING ORDINANCE
An Ordinance amending General Ordinance No. 1. and at amended the Zoning
Ordinance: and Zoning Map of the City of Palm Beach Gardens. Florida, adopted
August 23, 1950, by changing the soming classification and sue of certain lands
hereinafter described from Zone Classification R -1 to Zone Classification R-2.
BE IT ORDAINED By THIS CITY COUNCIL OF PALM BEACH GARDENS, FLORIDA:
Section 1. That General Ordinance No. 1, and as amended the Zoning
Ordinance and Zoning Reap of the City of Palm Beach Gardens, Florida, adopted
August Z3, 1950 be, and the same is hereby further amended by changing the zone
classification and use of certain land in the City of Palm Beach Gardens. Palm Beach
County, from Zone Classification "R-l'" to Zone Classification "R -2 ". said land

Lots I to 7, bath inclusive, Block 12, and Lots i to 30, both inclusive, all in Block
1. all in Platt No. 1, Pala,, Beabb Gordon Estatesµ•°= City of Palm Beach Gardens,
according to the putt thereof recorded in Plat Book 25, Pages 188 and 189, Palm
Beach Co12-ty Public Records, Florida; and 1.
PARCEL TWO
Being a parcel of land situated in Section 7. Township 4Z South, Range 43 East, lying
between the Westerly Right of Way of Riverside Drive and the Easterly Right of Way
of Thompson River. in the City of Paler, Beach Gardens, Florida, being more parti-
cularly described as fellows:
Beginning at the point of intersection of the easterly Right of Way of the Thompson
River, 100 feet wide. with the South line of Section 7. Township 41 South. Range 43
East as shown on Plat No. 5, City of Palm Beach Gardens as recorded in Plat Hook
27, Pages 94 and 93, Public Records of Palm Beach County, Florida; the two North
89047' -15" East along said South line of Section 7,100. 00 feet to a point, said point
being the intersection of Westerly right of way of Riverside Drive, 50.00 feet wide.
with said South line of Section 7. as shown in Right of Way Deed of Riverside Drive
as recorded in Official Record Book 890, Page 948, dated May 17, 1953; thence North
00- 12' -45" West along the Westerly Right of Way of said Riverside Drive 658.79 feet
to the beginning of a curve bearing to the left having a radius of 485.00 feet and a
u central angle of 360.32' -00 "; thence Northwesterly along the arc of said curve being
also the Westerly Right of Way of said Riverside Drive 309.23 feet to the end of said
curve; thence North 360- 44' -45" West 21.98 feet along said Westerly Plight of Way of
Riverside Drive to a point-, thence South 530 - 151.15" West, being at right angles to
said Westerly Right of 'Way of Riverside Drive, 65.74 feet to a point in said Easterly

We hereby signify our consent to the rezoning of this and all
other lots in Block 1, from Zoning Classification R -1 to Zoning Classifi-

Dear Mr. Rowland:
At the April 13th Council meeting, there was a discussion
on the rezoning of certain lots in Plat 1. In order to find out
how the citizens of Palm Beach Gardens felt, we decided to circu-
late two petitions, one a protest against the rezoning and a second
in favor of the rezoning.
At our April 20, 1964 meeting, after a discussion of the
subject, we offered the petitions to all attending. We also solic-
ited others, especially those in Plat 1. We feel,with the sample
showing all against the rezoning, that it was unnecessary to continue
the survey.
It is our conclusion that any consideration for rezoning must
be based on a completely planned neighborhood value program, and that
the benefits are made clearly evident to the citizens.
Please advise if we can be of any further service.

PROTEST AGAINST REZONING
Regarding the discussion on rezoning of lots in Plat 1, from R -1
residential to R -2 duplex, from the north side of Lighthouse Drive to
the grounds of the elementary school, which front on Holly Drive and
about the tracks of the Florida East Coast Railroad in the rear.. ««
we, the undersigned, being bonafide residents of the City of Palm
Beach Gardens, do hereby protest any proposed rezoning of the lots as
described above.
