M. Mayor Norman Rowland called the meeting to order. The City Clerk called the roll of City Councilmen and announced that a quorum of the City Council was present. The City Clerk read the proof of publication of notice of the reconvened meeting, as published in the Palm Beach Post- Times. Upon motion duly made, seconded and unanimously carried, the Minutes of the Meeting held May 11, 1964, were not read inasmuch as this meeting constituted a reconvening of said meeting of May 11, 1964. PALM BEACH GARDENS The City Clerk read the reports of the Palm Beach Gardens POLICE DEPARTMENT AND VOLUNTEER FIRE Police Department for the months of May, June, July and August, DEPARTMENT REPORTS FOR MAY, NNE, JULY 1964, as well as the reports of Palm Beach Gardens Volunteer Fire AND AUGUST, Department for the same period. The Council accepted these reports as read. READING OF Miscellaneous correspondence was read by the City Clerk. UORREMP-0—NDENCF: : NORTH PALM BEACH Upon motion duly made, seconded and unanimously carried, the COUNTY FIRE PRE- VENTION COMMITTEE: City Council approved, and authorized the City Treasurer to make a donation of Fifty Dollars ($50.00) to the North Palm Beach County Fire Prevention Committee. Minutes of Reconvened Regular Meeting Page 2 of City Council of May 11, 1464 OFFICIAL PROCLAMA- Upon motion duly made, seconded and unanimously carried, 'LION RE DRIVE FOR the Mayor was authorized to make the following proclamation: WHEREAS, this is truly a crucial time in the life of our country, and WHEREAS, it is necessary that all Americans appreciate fully their heritage of freedom and the necessity to rededicate themselves to the preservation of basic American principles and, WHEREAS, it is important that all Americans make this particular time the occasion to exercise the privilege denied to all but free people and register to vote in the upcoming elections. NOW, THEREFORE, I, Norman Rowland, Mayor of the City of Palm Beach Gardens, do hereby proclaim this period ending October 3, 1964, as DRIVE FOR REGISTRATION and call on all citizens of Palm Beach Gardens, Florida, to register and vote. I FURTHER URGE that all eligible to vote exercise that privilege as loyal conscientious citizens. After discussion on the merits of these petitions, Mayor Norman Rowland stated that municipal counsel had prepared an Ordinance affecting these proposed changes in the Zoning Code and in the Zoning Map, tentatively numbered Ordinance 1 -I, and called for a first reading of that Ordinance. PROPOSED ORDINANCE The City Clerk then read in full the proposed Ordinance 1 -I 1 -1; FIRST READING: for the first time; and upon motion duly made, seconded and unani- mously carried, it was resolved that notice of hearing on the proposed Amendment to the Zoning Ordinance be given in accordance with the statute in such cases provided. It was further resolved that a public hearing be held on said Amendment no sooner than Minutes of Reconvened Regular Meeting Page 4 of City Council of May 11, 1964 four weeks from the date of this meeting, and that this Amend- ment to the Zoning Ordinance be referred to the Council as a Zoning Board for further examination and study. RESOLUTION FOR CHANGE Upon motion duly made, seconded and unanimously carried, OF STREET NAME PGA NATIONAL GOLF CLUB it was thereupon: ESTATES: "RESOLVED, that whereas Plat No. 1 of the PGA National Golf Club Estates was filed in the Office of the Clerk of the Circuit Court in and for Palm Beach County, Florida, showing the streets therein named by number and letter; and WHEREAS, it is desirous to change the name of such streets in order to conform with the overall planning of the City. NOW, THEREFORE, BE IT RESOLVED that the streets of Plat No. 1 of the PGA National Golf Club Estates be changed as follows: "A" Street shall be changed to 11Larch" Avenue "A" Court shall be changed to "Larch" Court "B" Street shall be changed to "Magnolia l"Street "B" Court shall be changed to "Magnoliall Court "First" Avenue shall be changed to "Oak" Street "Second" Avenue shall be changed to "Hickory" Drive The extension of "Second" Drive ( "Hickory" Drive) at the point it turns North shall be called "Locust" Street." ADDENDUM TO UTILITIES Upon motion duly made, seconded and unanimously carried, it LEASE AGREEMENT; was thereupon: "RESOLVED, that whereas on January 2, 1963, by Resolution, the City Council authorized the Acting Mayor and the City Clerk to enter into and execute on behalf of the City an instrument of lease between the CITY and BANKERS, said lease being marked Exhibit "A" and appended to the Minutes of such Council meeting; and WHEREAS, said lease was renewed for the year 1964 between the CITY and BANKERS; and WHEREAS, the CITY has determined that certain changes should be made in said lease which inure to the benefit of the CITY; and WHEREAS, the CITY has negotiated with BANKERS and BANKERS has agreed to certain changes, said changes to be retroactive to January 2, 1964. Minutes of Reconvened Regular Meeting Page 5 of City Council of May 11, 1964 NOW, THEREFORE, BE IT RESOLVED that the action taken by the Vice Mayor and the City Clerk in negotiating and executing said addendum to the utilities lease agreement be, and they are hereby, ratified and con- firmed in every respect." ACCEPTANCE OF ROAD Upon motion duly made, seconded and unanimously carried, RIGHT -Of -WAY FROM ROYAL IC N IN- it was thereupon: DUS'TRIES, INC.: "RESOLVED, that the dedication of the right -of -way for a street located in Section 7, Township 42 South, Range 43 East, Palm Beach Gardens, Palm Beach County, Florida, located in an area west of the Florida East Coast Railroad tracts and north of Palm Beach Gardens Elementary School, from ROYAL AMERICAN INDUSTRIES, INC. to City of PALM BEACH GARDENS is hereby accepted and approved." NOTICE OF RSGISTRA- Upon motion duly made, seconded and unanimously carried, it T ION OF ALL QUALI- 1HOLD$RS; was thereupon: "RESOLVED, that whereas City Council deems it necessary to have a registration of all qualified residents and /or free- holders within the City; and WHEREAS, it is necessary to publish such notice of regis- tration for four consecutive weeks; and WHEREAS, a place for registration is required to be set, as well as a time when such registration can be accepted; and WHEREAS, it was deemed necessary to provide Deputy Regis- trars to attend meetings for the purpose of registration of qualified residents and /or freeholders. NOW, THEREFORE, BE IT RESOLVED that the City Clerk be authorized to publish such notice designating the time and place of such registration. BE TT FURTHER RESOLVED that Council provide such Deputy Registrars as are necessary." SUBMISSION OF -ROLL- The City Clerk presented to the Council a Tax Roll for the A year 1965. Upon motion duly made, seconded and unanimously carried, Council acknowledged receipt of said Tax Roll and will sit as an Equalization Board and the times and places of such Equalization `.� Board meetings will be properly announced to all residents. Minutes of Reconvened Regular Meeting of City Council of May 11, 1964 Page 6 PETITION FOR The City Clerk read four Petitions for Annexation of ANNEXATION-. certain properties to the territorial limits of the City of Palm Beach Gardens. After some discussion was had.- the Council decided to take such action as was necessary. FIRST READING OF Municipal counsel had prepared an Ordinance providing for ORDINANCE O -G ANNEXATION: such annexation, tentatively designated Ordinance O -G. Ordinance 0 -C was then read in full for the first time. CALL OF THE MAYOR The Mayor stated that it was necessary upon adjournment of FOR SPECIAL MEETING ,FOR READING this meeting to call a Special Meeting of the Council for the OF ORDINANCE O -G: emergency passage of Ordinance O -G. Said meeting would be held fifteen (15) minutes after adjournment of this meeting. APPOINTMENT OF City Clerk read a letter from the Volunteer Fire Department CIVIL DEFENSE DIRECTOR: signed by its Board of Directors submitting the name of Richard Denmore as a candidate for Civil Defense Director for the City. U Upon motion duly made, seconded and unanimously carried, the said Richard Denmore was appointed Civil Defense Director for the City of Palm Beach Gardens, Florida. REPORT OF AWED The City Clerk read to the Council the report of Amadeo A. Alp t Meitin, Esquire, the attorney that had been retained by the City to study and report on certain municipal activities. FINANCIAL REPORTS: The City Clerk submitted to the Council a statement of financial condition of the City as of January 1, 1964, as well as a statement of the City's General Fund and a comparison of budget to actual ex- penditures for the first half of 1964. At the close of such sub- mission the Mayor announced that copies of both Mr. Meitin's report and the financial statements were available to anyone who wished one.
