HomeMy WebLinkAboutMinutes Council 102664CITY OF PALM BEACH GARDENS MINUTES OF REGULAR MEETING OF CITY COUNCIL HELD ON MONDAY, OCTOBER 26, 1964 The regular meeting of the City Council was held at the Howell Watkins Junior High School, Palm Beach Gardens, Florida, on Monday, October 26, 1964; at 8:00 P.M. gUORUM: Vice Mayor Horace S. Miller called the meeting to order. The City Clerk called the roll of City Commissioners and announced that a quorum of the City Council was present. MINUTES OF The City Clerk read in full the Minutes of the regular meetings MEETINGS OF MAY 112 19642 JUNE of the City Council held on May 11, 1964, and, as reconvened, on , SEPT- EMBER 28, 1964, September 28, 1964, as well as the minutes of the special meetings of MEETINGS AND the City Council held on June 15, 1964, September 28, 1964, and Z9 October 2, 1964. Upon motion duly made, seconded and unanimously adopted these Minutes were approved as written. PALM BEACH GAR - The City Clerk read the reports of the Palm Beach Gardens Building DENS BUILDING DEPARTMENT, Department, Palm Beach Gardens Police Department, and Palm Beach POLICE DEPART- MENT, AND VOLUN- Gardens Volunteer Fire Department for the month of September, 1964. TEER FIRE DEPART- MENT REPORTS FOR The City Council accepted these reports as read. SEPTEMBER 1964: PALM BEACH GAR - The Vice Mayor advised the City Council that the City of Palm DENS POLICE DE- PARTMENT RADIO Beach Gardens purchased radio equipment, installed a base station EQUIPMENT AND BASE STATION AND and had entered into a contract with Spencer Communications, Inc., CONTRACT WITH SPENCER COMMUNI- on October 14, 1964, for the service and maintenance on it. Whereupon, CATIONS, INC.: the following resolution was duly made, seconded and unanimously adopted: Miriutes of Special Meeting of City 4. page 2 BE IT RESOLVED, that the City of Palm Beach Gardens is authorized and empowered to purchase radio equip- ment, to set up and install a base station, and to enter into a contract with Spencer Communications, Inc. relative to service and maintenance on same, and BE IT FURTHER RESOLVED that the purchase of radio equipment and the installation of a base station for the City of PALM BEACH GARDENS and the expenditure of $684.00 for same be, and the same is hereby, ratified and affirmed in all respects, and BE IT FURTHER RESOLVED, that that certain contract dated October 11, 1964, between City of Palm Beach Gardens and Spencer Communications, Inc., carrying out the foregoing resolves, be, and the same is here- by, ratified and approved in all respects. COMMUNITY CHEST: The Vice Mayor reminded the City Council that solicitation of funds for the Community Chest is not a proper municipal function; and, accordingly, municipal tax funds cannot be used for such a purpose, no matter how worthy it is. However, the citizenry is encouraged to donate to the community fund on an individual basis. RMISTRATION OF The Vice Mayor announced that, in accordance with a notice which RESIDENTS IN CITY is being published in the PALM BEACH POST on October 12, October 19, OF PALM BEACH GARDENS: October 26 and November 2, 1964, a registration of all freeholders and residents within the City of Palm Beach Gardens will commence on November 16, 1964. PROPOSED ORDIN- The Vice Mayor further announced that in accordance with a ANCE 1 -I: notice published in the PALM BEACH POST on October 6, 13, 20 and 27, 1964, the City Council, acting for itself and as a Zoning Board, will meet on November S, 1964, at 10:00 A.M. at 1001 Park Avenue, Lake Park, Florida, to act on proposed Ordinance 1 -I. PETITION FOR The Vice Mayor informed the City Council that he had received a ANNEXATION: Petition dated October 21, 1964, from Louis B. Bills, as Trustee, requesting that certain property located at the southeast corner of U Minutes of Special Meeting of City Counci held on October 26, 1964 page 3 Lake Park West Road and Military Trail be incorporated within the territorial limits of the City, and zoned under Zoning Classification "C -l." The City Clerk then read this Petition, which is attached hereto as Exhibit "A." PROPOSED ORDI- The Vice Mayor then stated that municipal counsel had prepared NANCE O -H; FIRST an Ordinance, tentatively designated Ordinance 0 -H, relative to this Petition. The City Clerk then read proposed Ordinance O-H in full for the first time. SPECIAL MEET - The Vice Mayor announced that a Special Meeting of the City ING ON OCTOBER 2, 1964: Council would be held on Wednesday, October 28, 1964, at 10:00 A.M., at 1001 Park Avenue, Lake Park, Florida, for the purpose of a second reading and adoption of the foregoing Ordinance. PALM BEACH GAR - The Vice Mayor commented on the progress toward the construction DENS WATER PIANT of an addition to the Palm Beach Gardens water plant. AbmfTION: PALM BEACH GAR- The Vice Mayor read a report of progress on the Palm Beach Gardens DENS ACUTE GEN- L HOSPITAL: Acute General Hospital. He further advised the City Council that it was necessary to take action authorizing the issuance of hospital revenue bonds in the amount of $660,000.00. Under his direction, municipal counsel had prepared the necessary enabling resolutions for this purpose. Whereupon, the resolution, which is attached hereto as Exhibit "B," was duly made, seconded, and unanimously adopted. The City Clerk was further authorized to announce that a Regular Meeting of the City Council would be held at a later date in order to consider any written objections to this resolution, and the matters contained therein, and the City Clerk was further authorized to publish a notice of this hearing in accordance with the statutes in such cases provided. i Minutes of Special Meeting of City Council e on October 64 Page 4 X1965 PRO- The proposed City budget for the fiscal year 1965 was presented to POSED CITY BUDGET: the City Council. After discussion, and upon resolution duly made, seconded and unanimously accepted, the proposed budget was accepted. SEVEN MILLS Upon motion duly made, seconded and unanimously accepted, City ACCEPTED AS MILLAGE FOR Council authorized and empowered the Tax Assessor and Tax Collector to 1964 AD Vt� TAXES: assess and collect ad valorem real estate and personal property taxes based upon seven (7) mills on each dollar of assessed valuation. MEETINGS OF The Vice Mayor announced that the City Council sitting as a Board BOARD OF EQUALIZATION: of Tax Equalization, will meet on November 9, 1964, and on November 10, 1964, from 10 :00 A.M. until 12:00 NOON, and again on Wednesday, Novem- ber 11, 1964, from 8.00 P.M. until 10:00 P.M., at 9076 Keating Drive, Palm Beach Gardens, Florida, for the purpose of considering complaints on the 1964 tax assessment roll. u ADJOURNMENT: There being no further business to come before the meeting, upon motion duly made, seconded and unanimously adopted, it was duly adjourned.
