HomeMy WebLinkAboutMinutes Council 012863CITY OF PALM BEACH GARDENS MINUTES OF REGULAR MEETING OF CITY COUNCIL MONDAY, JANUARY 28, 1963 The regular meeting of the City Council was held at 1001 Park Avenue, Lake Park, Florida, on Monday, January 28, 1963, at 10:00 o'clock A.M. gUORUM: The City Clerk announced that a quorum of the City Council was present. ACTING MAYOR Councilman Miller pointed out that Norman D. Rowland has been BECOMES MAYOR; Vices MAYOR Mayor of Palm Beach Gardens since the resignation of Herbert B. Thompson on APPOINTED: August 30, 1961, although since that time he has been referred to as "Acting Mayor". Mr. Miller felt that the Council ought to remedy this condition. Councilman Lehane was in accord, and further recommended that a new Vice Mayor be appointed. He moved that Councilman Miller be appointed to this vacancy. This motion was duly seconded and unanimously adopted. Whereupon, the following Resolution was duly made, seconded, and unanimously adopted: BE IT RESOLVED BY THE CITY OF PALM BEACH GARDENS That Norman D. Rowland shall hereafter be, and the same is, Mayor of Palm Beach Gardens, with all of the powers, duties, obligations, and functions appertaining to that office; and BE IT FURTHER RESOLVED That Horace S. Miller be, and the same is hereby, Vice Mayor of Palm Beach Gardens, with all the powers, duties, obligations, and functions appertaining to that office. APPOINTMENT The Mayor advised the Council that Mrs. Alice Gary has been acting OF DEPUTY CITY CLERK: in the capacity of Deputy City Clerk on the basis of a temporary appoint- ment and that this appointment should be confirmed and made permanent inasmuch Pegular Meeting of City Council Palm teach Cardens January 28, 1963 (continued) as she was well qualified for that position. Whereupon, the following Resolution was duly made, seconded, and unanimously adopted: BE IT RESOLVED BY THE CITY OF PALM BEACH GARDENS That Alice Gary be, and the same hereby is, appointed as Deputy City Clerk of Palm Beach Gardens (which appoint- ment also includes that of Deputy Clerk of City Court), which appointment shall date back to and take effect from January 7, 1962. APPOINTMENT The Mayor informed the Council that it was advisable to appoint OF POLICE OFFICER: an additional person as a Police Officer, and that McEwing H. Burrows was well qualified. Whereupon, and after further discussion, the following Resolution was duly made, seconded, and unanimously adopted: BE IT RESOLVED BY THE CITY CF PALM BEACH GARDENS That McEwing H. Burrows be, and the same hereby is, appointed as Police Officer of the City of Palm Beach Gardens. OATHS OF The oaths of office of Horace S. Miller as Vice Mayor, Alice Gary OFFICE: as Deputy City Clerk, and McEwing H. Burrows as Police Officer are attached hereto. CONTRACT The Mayor informed the Council that, prior to commencing con - WITH VIBRO- FLOTATION struction of the clubhouse for the Professional Golfers` Association of FON COMPANY: America, it would be necessary to secure the services of Vibroflotation Foundation Company of Pittsburgh, Pennsylvania which would perform all necessary work in connection with compaction of soil. The Council was presented with a contract calling for such services. Whereupon, and after further discussion, the following Resolution was duly made, seconded and unanimously adopted: Regular Meeting of City Council Palm Beach Gardens January 28, 1963 (continued) BE IT RESOLVED That Norman D. Rowland and Alice Gary, the Mayor and Deputy City Clerk, respectively, of the City of Palm Beach Gardens, Florida, be, and the same are hereby, duly authorized and empowered to execute, by and in the name of the City of Palm Beach Gardens, a certain contract between the City and Vibroflotation Foundation Company of Pittsburgh, Pennsylvania, calling for compaction of soil for the foundation of the P.G.A. clubhouse, Palm Beach Gardens, Florida.
