CITY OF PALM BEACH GARDENS
SPECIAL MEETING OF THE CITY COUNCIL
APRIL 23, 1963
SPECIAL Upon call of the Mayor, a special meeting of the City Council of
MEETING:
Palm Beach Gardens was held at 10:00 o'clock A.M. on Tuesday, April 23,
1963, at the municipal office of said City, 1001 Park Avenue, Lake Park,
Florida.
41JORUM: The City Clerk announced that a quorum of the City Council was
present.
P. G. A. The Mayor advised the City Council that, in order to complete negoti-

ations with The Professional Golfers' Association of America, it would
be necessary to empower certain officers of the City with authority to
r obligate the City in that respect. Accordingly, the following resolution
was duly made, seconded and unanimously adopted:
WHEREAS, there has been presented to this Council a certain
Agreement to be dated April 24, 1963 (the "Agreement ")
between the City, John D. MacArthur, Bankers Life and Casualty
Company and The Professional Golfers' Association of America,
and
WHEREAS, the Agreement provides, in summary, for the sale by
the City to the Association of certain real property owned
by the City as shown on the plat of survey referred to there-
in, together with golf courses, a clubhouse and office build-
ing and their attendant facilities located thereon for a
purchase price of $825,672.00 plus additional sums with respect
to interest, a watering system for the golf courses, landscaping,
constructing and paving parking areas and roadways, watering
system for the site of the clubhouse and office building, furni-
ture, furnishings, equipment and machinery, all as more fully
set forth in the Agreement and upon the terms and conditions
contained in the Agreement, and
WHEREAS, it is the judgment of this Council that the Agree-
ment is desirable and in the best interests of the City.
NOW, THEREFORE, RESOLVED that the Agreement (together with
changes therein and additions thereto which shall be deemed
to be conclusively approved by this Council when the Agree-
ment, or any other document in connection therewith, is
executed in the manner hereinafter set forth) be and the
same hereby is approved, and
RESOLVED FURTHER that the City enter into and carry out
the provisions of the Agreement (and such other documents,
if any, as aforesaid), and
RESOLVED FURTHER that the Mayor or the Vice Mayor of the
City, together with the Clerk or the Deputy Clerk of the
City, be and they are hereby authorized and empowered to
execute and deliver the Agreement (and such other documents,
if any, as aforesaid) in the name of and on behalf of the
City, and
RESOLVED FURTHER that the Mayor or Vice Mayor of the City be
and they hereby each are authorized and empowered to execute
and deliver all such other documents and instruments in the
name of and on behalf of the City, and to do all such other
acts and things, to fully carry out the provisions of the
Agreement and the intent and purpose of these resolutions,
as such Mayor or Vice Mayor shall, in their sole discretion,
deem proper.
LAW DAY At the request of the Palm Beach County Bar Association, the Mayor
U. S. A.
recommended that the City Council proclaim May 1, 1963 as "law Day USA"
in the City of Palm Beach Gardens. Whereupon, the following resolution
was duly made, seconded and unanimously adopted:
WHEREAS, the present state of world affairs makes it especially
fitting that each of us, as citizens of this great nation,
should reaffirm our faith in the rule oflaw and in the supremacy
of government by laws rather than men; and
WHEREAS, the Congress of the United States, and the President
by official proclamation, have designated May 1 as Law Day USA.
The basic aims of Law Day are to foster increased respect for
law, for independent courts which uphold the law, and for a
deeper awareness of the benefits and responsibilities of citizen-
ship; and
WHEREAS, liberty and equality for the individual are what dis-
tinguish our system of government from communism, under which
millions of people today live in fear and tyranny. No better
time could be chosen to call public attention to our great
heritage of individual liberty under law.
NOW, THEREFORE, BE IT RESOLVED by the City of Palm Beach Gardens,
in common council convened, that, it does hereby proclaim
ADJOURNMENT
Wednesday, May 1, 1963, as Law Day USA in the City of Palm
Beach Gardens and calls upon all citizens, organizations,
and schools to recognize this special day with suitable pro-
grams, ceremonies and educational activities.
There being no further business to come before the meeting, it was
duly adjourned.
By his signature to these minutes, each Councilman hereby waives
notice of this meeting and confirms his affirmative vote to the actions
recorded in these minutes.
