MINUTES OF REGULAR MEETING OF CITY COUNCIL
MOWY, JULY 8, 1963
The regular meeting of the City Council was held at 1001 Park
Avenue, Lake Park, Florida, on Monday, July 8, 1963, at 10:00 o'clock A.M.
QUORUM: The Mayor announced that a quorum of the City Council was present.
PROPOSED GENERAL The Mayor advised the City Council that, at his direction,
ORDINANCE N0.11-
ELECTION CODE: Municipal Counsel had prepared a proposed election code for the City of
Palm Beach Gardens. This code would provide the rules and regulations
concerning the registration of electors and freeholders, the manner of
conducting all elections, and other necessary associated requirements,
The Mayor recommended that this Ordinance be adopted by the City Council.
This proposed 'Ordinance, tentatively numbered General Ordinance
No. 11, was then read in full for the first time.
ADJOURNMENT: There being no further business to come before the meeting, it
was duly adjourned to be reconvened in special session at 10:00 o'clock
A.M., Thursday, July 11, 1963.

elections held in this City.
(c) The des of holding all elections necessarily incurred shall
be paid out of the general fund of the city.
31. Notice of nootions Us City Clerk shall, before February lath in any
year in which an election be held, snake out a notice stating what offices
end vacancies are to be liked at the election in the City. At least
sixty (60) days €mar to the election date, the City Clock shall have a
notice published four t +±mss in a newspaper printed in !Palm Saaah County

of the coming elections, cad stating which offices are to be filled and

32. eeucral Election laws applicable to Special elections, Exceptions, Returns:
All laws that are applicable to general elemtienas are applicable to

33. Arr&r4wm eeet for special election; appot atmot of election officials:
The City Council shall upon the publication or posting of the Mice of
alectione as provided in Sections U hereof, bold a meeting or meetings
to arrastee for the special election, the appoisstmsat of clerics and managers
of voting precincts and such other tugs as are necessary to coal suet such
elections in oonforwity with the laws governing general elections.
34. !lotion of dial Election: 1henever a special elections is required or
dosired, the City Council shall order the Cleric to publish a Mice of such
special election whi eeh notice shall declare on what day the election shall
be hold sed what issue is to be decided at such special election. Such
notice shall be made by publfishing in a newspaper circulated in the City
of Palm Beach cardems, Fterida, at least four times, once each weak, or
by posting In ten (10) conspicuous places in the City for at least thirty
(30) days before the date of such election. The places for voting in

of the city.

The watchers are required to furnish their own materials and asteasities
and shall not obstruct the orderly conduct of any election. Daring the
election the officials are required to call out the camas of steeters
loud enough to be heard by tho watchers.
52. Authorised Persons at Polls: As many eleators are permitted to veto u
there my be booths or voting machines available, but no person is per -
mitted, under any pretense, to toms within fifteen (15) feet of any
polling plate what�r from the opening of the polls until the tes-
�' pletion of the counting of the ballots and certificates of return, eke*pt
the police. the inr ctors, clerka of election, and such other persons
as a:e authorised by this act. No sheriff, deputy sheriff or eity polio*-
man shall enter the polling place without the permission of a majority
of the inspectors, "cept to east his balloto unless posted there in
accordance with Seett$on 50.
53. Polling Place: lath polling place in the aasicipality shah be railed
off by the election officials and a space constructed in which to bold
the election, with an opening at one and for entrance of the sleetece
and an opening at the other and for their exit.
54. Appointment of Inspectors and Clarks: For the purpose of carrying on
and conducting of general and special elections (including bond elections
and referendums). it sball be the duty of the City Council. at least
twesty (20) days prig to the holding of any election in the municipality,
to appoint at least three (3) intelligent, discreet, fairstuded. qualified
inspectors and one Clark of election for each polling place, at least ono
of whom shall be a r sident and registered, qualified el*-tor of the
municipality. The , ty 0u+mcil shall cause the names of each iuspeetotir
and clerk of election to be published in a newspaper to published in a
municipality if there be a newspaper so published, and. if not, by
posting such notice 4 the bulletin board of the city hall for a Varied
