The regular meeting of the City Council was held at 9076
Keating Drive, Palm Beach Gardens, Florida, on Monday, October 14, 1963,
at 10 :00 o'clock A. M.
The Mayor called the meeting to order and announced that a
quorum of the City Council was present.
Mr. Horace S. Miller requested that Captain Charley A. Root
read the report of the Palm Beach Gardens Police Department for the month
of September, 1963. Captain Root did so.
Upon motion duly made, seconded and unanimously adopted, this
report was accepted and will be filed among the records of the City.
The charter of the Palm Beach Gardens Volunteer Fire Department
was presented to the City Council, and reviewed by the Councilmen in
attendance at this meeting. It was suggested that municipal counsel
prepare a resolution calling for the adoption of this charter.
It was suggested that notice be published of the forthcoming
meetings of the Board of Tax Equalization of Palm Beach Gardens, which
Board will sit to hear inquiries into the 1963 tax assessment roll.
Mayor Norman Rowland recommended that such meetings be held on October 22
and October 23, 1963, at 7:00 P.M., and on October 24, 1963, at 10:00
A.M. He suggested that notices to this effect be published in the Palm
Beach Post Times newspaper. The City Council approved this suggestion,
and authorized municipal counsel to prepare the required notice. It was
also suggested that the notice be placed in the Palm Beach (3ardans Sun
newspaper, if it was still-possible to do so for the next edition. The
City Council also approved this suggestion. A general discussion took
place concerning the principles behind the tax assessment roll, and to
what extent it has been affected by the statutory homestead exemption.
PALM BEACH GARDENS A general discussion concerning the proposed Palm Beach Gardens
GENERAL HOSPITAL:
general hospital took place. Specifically, there was a discussion con-
cerning the acquisition by the City of the land for the hospital site,
the cost and manner of financing this purchase, and generally the
financing of the construction of the hospital itself. It was suggested
that, at the next meeting, if possible, a more definitive explanation of
the manner in which the City proposes to finance the acquisition of the
land and the construction of the hospital be given. Upon motion duly
made, seconded and unanimously adopted, it was recommended that municipal
counsel prepare such a definitive explanation.

REGISTRATION The Mayor stated that plans were being made to have a registration

PALM BEACH of voters in the City of Palm Beach Gardens. A general discussion of

such registration then took place, during which it was suggested that
information be secured on the manner in which Palm Beach County Voter
Registration Rolls could be utilized by the City of Palm Beach Gardens
itself.
ADJOURNMENT: There being no further business to come before the meeting, upon
motion duly made, seconded and unanimously adopted, it was duly adjourned.

PLEASE TAKE NOTICE THAT on the 22nd and 23rd of October, 1963,
at 7 :00 P.M., and on the 24th of October, 1963, at 10:00 A.M., at 9076
Keating Drive, Palm Beach Gardens, Florida, the City Council, sitting as
a Board of Equalization, will conduct hearings on the 1963 Palm Beach
Gardens tax assessment roll, at which times and place all interested parties
will be heard. The tax assessment roll may presently be examined by any
taxpayer, or his authorized representative, at the above address at any time
during regular business hours.
