SPECIAL MEETING: Upon call of the Acting'Mayor, a special meeting of the City

lease appear most favorable to the City. The Acting Mayor then read
the proposed lease between the City and Bankers Life and Casualty
Company to the council. A copy of that lease is attached hereto and
made a part hereof as Exhibit "A ". Following this reading, there was
a lengthy discussion of the proposed lease by the members of the Council.
