MINUTES OF SPECIAL MEETING OF CITY COUNCIL

Upon call of the Vice - Mayor, acting as Mayor, a
E� special meeting of the City Council was held at 1001 Park
06 Avenue, Lake Park, Florida, on Monday,August 6, 1962, at
10:00 o'clock A.M.

Council was present.

CONTROL OF
WEEDS: The Acting Mayor advised the Council that it would
be to the benefit of the City of Palm Beach Gardens, Florida,
to control by cutting the growth of any and all weeds,
grass or undergrowth on all vacant lots within the con-
fines of the City of Palm Beach Gardens, Florida. Tile
Acting Mayor further advised the Council that he had already
J caused such action to be taken and requested the Council

grass or undergrowth on all vacant lots within the confines
of the City.
APPOINTMENT The Vice - Mayor, acting as Mayor, advised the Council
OF POLICE
0?TrC'ER`S7 that in order to enable the Police Department of Palm Beach
Gardens to operate efficiently and to preserve order
within the City of Palm Beach Gardens, it was advisable to
appoint persons to the offices of Detective Sgt. and Police
Officer.
WHEREUPON, upon motion duly made, seconded and
unanimously adopted, the following appointments were made:
John B. Harrison, Detective Sgt.
Warren Siciliano, Police Officer
OATHS OF The oaths of office of John B. Harrison as Detective
OFFICE:
Sgt. and Warren Siciliano as Police Officer are attached
hereto.
MUTUAL WHEREAS, the City of Palm Beach Gardens and the Town

ATD- of Lake /, Palm Beach County, Florida, are desirous of ex-
tending mutual police aid and protection to each other in
time of emergency need so long as the some shall not
jeopardize the interests of each governmental unit;
RESOLUTION: NOW, THEREFORE, BE IT AND IT 1S HEREBY RESOLVED BY
THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA,
AS FOLLOWS:
Section 1, The City of Palm Beach Gardens shall
render emergency police assistance to any point within the
Town of Lake Park requested.
Section 2. Each unit shall provide compensation for
their own employees and there shall be no charges from one
unit to another for the assistance.
Section 3. The equipment shall be dispatched to a
police emergency as follows:
(a) In the event the City of Palm Beach Gardens
receives the first notice of a police emergency in the Town
of Lake Park, the City may dispatch Palm Beach Gardens per-
sonnel at once to the scene if it is deemed expedient due
to proximity or nature of the emergency. The City of Palm
Beach Gardens shall forthwith notify the Town of Lake Park
Police Department of the emergency and of the fact that Palm
Beach Gardens personnel has been dispatched. Upon the Town
of Lake Park personnel arriving at the scene, the Lake Park
police official in charge shall decide whether Palm Beach
Gardens personnel shall remain upon the scene to assist or
shall be relieved. Once the Lake Park police arrives at the
scene, the direction and control of all police activities
shall be under the supervision of the Lake Park police
official.
(b) In the event of any police emergency in Lake
Park, the first call of which shall have been answered by
Lake Park police, the Lake Park Police Chief or, in his
absence, the Lake Park police officer in charge, shall
decide whether it will be helpful to obtain the assistance
of the City of Palm Beach Gardens police. If so, he shall
telephone or radio the Palm Beach Gardens Police Department
and request the same.
(c) Upon receiving the request, the City of Palm
Beach Gardens Police Chief or the person then in charge of
the Palm Beach Gardens Police Department shall have full
discretion to decide whether granting the request for aid
will jeopardize the police protection of the City, and, if
in his opinion it will, the request shall be denied.
(d) When in the opinion of the Palm Beach Gardens
Police Chief, or police officer in charge, police assistance
from Lake Park will be helpful in an emergency within the
Palm Beach Gardens corporate limits, he shall telephone or
radio the Lake Park Police Department and request aid. Any
Lake Park police assistance sent to the City shall be under
the control and direction of the Palm Beach Gardens police
officer in charge.
(e) Upon receiving the above request, the Lake Park
police chief or the person then in charge of the Lake Park
Police Department shall have full discretion to decide
whether granting the request for aid will jeopardize the
police protection of Lake Park, and, if in his opinion it
will, the request shall be denied.
Section 4. It is hereby expressly understood that
any emergency equipment furnished by the City of Palm Beach
Gardens shall be operated exclusively by Palm Beach Gardens
personnel but under the direction of the Lake Park police
officer in charge.
Section 5, Each of the parties hereto shall arrange
their liability and workman0s compensation insurance
coverage so that their personnel will be covered although
acting beyond the boundaries of the municipality.

Section 6, The members of the Police Force of the
Town of Lake Park shall be sworn in as policemen by the
City of Palm Beach Gardens and shall have all the powers
and duties of the policemen of the City of Palm Beach
Gardens whenever they are officially acting within the
borders of the City of Palm Beach Gardens according to the
terms of this resolution; and the policemen of the City of
Palm Beach Gardens shall be sworn in as regular policemen
of the Town of Lake Park and shall have all the powers and
duties of the policemen of the Town of Lake Park whenever
they are officially acting within the borders of the Town
of Lake Park according to the terms of this resolution.
Section 7, This resolution shall not be repealed
without first giving ten days prior notice to the Town
Commission of the Town of Lake Park.
There being no further business to come before the
meeting, it was duly adjourned.

WAIVER OF NOTXI�E AND RATIFICATION OF MINUTES
The undersigned, being members of the City Council
of the CITY OF PALM BEACH GARDENS, do hereby waive Notice
of the holding of the Special Meeting of said City Council
at 10 :00 o'clock A.M., Monday, August 8, 1962 in Lake
Park, Florida;and ratify the Minutes thereof, to which
this Waiver is attached,
