CITY OF PALM BEACH GARDENS
MEETING OF CITY COUNCIL - JULY 24, 1961
The regular meeting of the City Council was held at 1001 Park Avenue,
Lake Park, Florida, on Monday, July 24, 1961 at 10:00 o'clock A. M.
The meeting was called to order by the Mayor.
Utz ORUM: It was announced by the Clerk that a quorum of the City Council was
present.
CIVIL The Mayor advised the Council that the Director of Civil Defense for
DEFENSE
Palm Beach County had requested the establishment of a municipal De-
fense Council and Director for Palm Beach Gardens so that the City
could become part of the Civil Defense System as contemplated by the
statute and also participate in the surplus property program and Federal
contribution program.
Upon motion properly supported, a Resolution.in the form presented by
the Director of Civil Defense, a copy of which is hereto attached and in-
c rporated herein by reference was unanimously adopted.

A, RESOLUT I ON OF THE C 1 TY COMM I SS I ON OF THE C I TY OF?AIX BEACH GARDENS
FLORIDA, ESTABLISHING AND ORGANIZING A MUNICIPAL CIVIL DEFENSE
COUNCIL FOR SUCH CITY IN ACCORDANCE WITH CHAPTER 26875, GENERAL LAWS
OF FLORIDA, ACTS OF 1951.
WHEREAS, it has been found and determined by the City Commission
of the City of PALM BEACH GARDENS Florida, that public welfare and
necessity demand that a local organization fcr civil defense be
formed; and
WHEREAS, Chapter 26875, General Laws of Florida, Acts of 1951,
authorizes the governing body of municipalities in the State of
Florida to constitute themselves as a local civil defense council;
NOW, THEREFORE BE IT AND IT IS HEREBY RESOLVED BY THE CITY
COMM I SS I ON OF THE C I TY OF PALM BEACH GARDENS , F L O R I D A:
Section I. There is hereby authorized and established a civil
defense counc i I for the C i t of PALM BEACH GARDENS ; said council
sha I I be known as the CITY OF PALM BEACHGAR : L DEFENSE COUNCIL and
its membership shall be composed of the members of the City Commiss-
ion of such city.

S6ction 2. The said PAIMBEACH GARDENS CIVIL DEFENSE COUNCIL
shall be and is hereby empowered to do all such things as it hhall
deem necessary to the promotion of civil defense in said city and
which are authorized by Chapter 26875, General Laws of Florida,
Acts of 1951, with regard to municipal civil defense councils.
Section 3. NORMAN D. Ra4LAND be and he is hereby appointed
d1rector of _the CITY OF P_A,LM BEACH.CARENS CIVIL DEFENSE COUNCIL subject
to the dver;ill supervision and direction of such council.
