HomeMy WebLinkAboutMinutes Council 121261CITY OF PALM BEACH GARDENS SPECIAL MEETING OF THE CITY COUNCIL • DECEMBER 12, 1961 SPECIAL MEETING: Upon call of the Vice Mayor, acting as Mayor, a special meet- ing of the City Council of Palm Beach Gardens was held at 10:00 o'clock A.M. on Tuesday, December 12, 1961, at ther.,municipal offices of said City, 1001 Park Avenue, Lake Park, Florida. PURPOSE OF The purpose of this meeting is to consider the following: MEETING: 1. Entering into an agreement on behalf of the City with the Professional Golfers' Association of America (sometimes known as P. G. A,) as an inducement for it to establish permanent headquarters in Palm Beach Gardens; and 2. Working out the necessary financial and other arrangements with Bankers Life and Casualty Company in order to enable the City to • carry out its agreement with P. G. A. CONTRACTS WITH The Acting Mayor advised the members of the Council that P. G. A. AND BANKERS: pursuant to resolution duly adopted at a special meeting held on December 5, 1961, the City had accepted a gift from Bankers of certain land located within the City limits, subject to an outstanding mortgage. The Mayor stated that this gift had been made and accepted for the sole purpose of completing a transaction between the City and P. G. A. whereby P. G. A. would establish its headquarters in Palm Beach Gardens which would result in many obvious benefits to the City. It would then be necessary for the City to utilize part of the land to construct two golf courses and other related facilities for P. G. A. and also to fur- nish them with land on which they would construct a clubhouse and office facilities. The exact extent of the land required for this purpose would • Special Meeting of the City Council Palm Beach Gardens December 12, 1961 (continued) • RESOLUTION TO AUTHORIZE CONTRACTS WITH PROFESSIONAL GOLFERS' 'WAND ASSOCIATION BANKERS LIFE AND CASUALTY have to await further study and a survey which would accurately describe, the lands to be so conveyed. It would also be necessary to convey such lands to P. G. A., free and clear of any liens and encumbrances. The balance of the land would then be left without any specific use or purpose;.hence, the City should reconvey to Bankers, or its nominee, all land not needed for golf course purposes. The City is not in a position to obtain the funds for the work to be done or to pay off the outstanding mortgage; but Bankers has agreed to furnish all financing and to arrange for the payment of the mortgage. WHEREUPON, the following Resolution was duly made, seconded and unanimously carried: WHEREAS, the City has acquired by gift from Bankers Life and Casualty Company certain land within its corporate limits in order to COMPANY: utilize a portion of the same for the purposes hereinafter stated; and WHEREAS, the City is'about to enter into an agreement with The Professional Golfers' Association of America whereby said Association will move its permanent headquarters to Palm Beach Gardens, thereby materially benefiting the City in many respects; and WHEREAS, in order to accomplish this, the City will be required to make land available for the construction of two golf courses and other facilities, which said lands would then be conveyed to said P. G. A., free and clear of all liens and encumbrances; and WHEREAS, the lands above referred to were encumbered by a mortgage in the then amount of $173,586.57, which the City alone is • Special Meeting of the City Council Palm Beach Gardens December 12, 1961 (cnntinued) • and will be unable to pay off and discharge; and WHEREAS, the City will require additional funds to construct the golf courses and other facilities for-P. G. A. above referred to and WHEREAS, Bankers Life and Casualty Company has agreed to furnish all necessary fund3for the purposes above stated; and WHEREAS, the City will convey to Bankers, or its nominee, all land not required for the above - stated purposes as soon as practicable after the land actually required for said purposes has been definitely ascertained, NOW, THEREFORE, BE IT RESOLVED, That the Vice Mayor, acting as Mayor, and the City Clerk, be and hereby are authorized, empowered and directed to enter into a contract on behalf of the City with The • Professional Golfers' Association of America for the construction of two golf courses and other facilities on land to be made available for that purpose and thereafter to convey such land to said Professional Golfers' Association of America, free and clear of all liens and encumbrances, and also to reconvey to Bankers, or its nominee, all land not so required, and BE IT FURTHER RESOLVED, That in order to accomplish the fore- going and to obtain the funds necessary therefor, the said Vice Mayor and City Clerk be and hereby are authorized to enter into arrangements with Bankers Life and Casualty Company for the furnishing of all financing, including the funds to pay off and discharge the outstanding mortgage above referred to, and • Special Meeting of the City Council Palm Beach Gardens December 122 1961 • BE IT FURTHER RESOLVED, That the said Vice Mayor and City Clerk be and hereby are authorized to take such steps and to enter into and execute, on behalf of and in the name of the.City, any and all necessary contracts, agreements and deeds to effectuate the aforesaid objects and purposes.
