HomeMy WebLinkAboutMinutes Council 122760 1:30 pmCITY OF PALM BEACH GARDENS SPECIAL MEETING OF CITY COLINCIL Upon call of the Mayor the City Council of Palm Beach Gardens met in special session at 1:30 o'clock P.M. on December 27th, 1960, at 1001 Park Avenue, Lake Park, Florida. The Clerk announced a quorum to be present, and that all members of the City Council had waived notice. DISCLOSURE CF INTERESTS BY COUNCIL MEMBERS: The Mayor informed the meeting that he had a statement to make and requested the City Clerk to take the Chair. The City Clerk then proceeded. The Mayor called the attention of the City Council to the fact that there were numerous transactions which involved the City of Palm Beach Gardens in relationships and contracts with Bankers Life and Casualty Company and its subsidiaries and affiliates. The Mayor stated for the record that he and the other members of the City Council had gone over these transactions carefully; had used extra precaution to divest themselves of any biases which would adversely affect the City. However, the Mayor stated that he felt it was necessary, in order to assure the validity of the transactions and the contracts which the City was entering into, that the business connections of the members of the City Council be set forth in the proceedings of the City Council and be thereby made a matter of public record. The Mayor called attention to the fact that no member of the City Council has any personal investment in Bankers Life and Casualty Company, or any subsidiaries which dealt with the City of Palm Beach Gardens; nevertheless, he directed that the connections of the Council members and the City offi- cers be set forth. By unanimous consent of the members of the City Council the record is spread at length upon the minutes of this meeting; and is as follows: Connection with Bankers Life and Name City Office Casualty Company and /or Affiliates Herbert B. Thompson Mayor Vice President Bankers Life and Cas- Council Member salty Company; Officer and /or Direc- tor of numerous Bankers' affiliated companies Norman D. Rowland City Clerk President and Director, Palm Beach Council Member County Utilities Company; Officer and /or Director of other Bankers' affiliates Connection with Bankers Life and Dame City Office Casualty Company and /or Affiliates Paul D. Doolen Council Member Vice Chairman of the Board and a Director of Bankers Life and Casualty Company Horace S. Miller Council Member Vice President Bankers Life and Casualty Company *Charles A. Cunningham,Council Member Former Vice President Bankers Life and Casualty Company; Joint owner of extensive property with Bankers Life and Casualty Company L. J. Lehane Financial Ad- Executive Vice President and Director visor Bankers Life and Casualty Company The Mayor pointed out that these relationships were natural and almost in- evitable; since all of the property constituting the City of Palm Beach Gardens had at the time of the City's organization been owned by Bankers Life and CasnAlty Company; and the City was created at the instance of and with the resources of Bankers Life and Casualty Company. The purpose of this disclosure is to protect the validity of the Council's actions by removing any implication that there was a secret or undisclosed bias on the part of the Council members.
