Thompson at 8:00 PY1 on Saturday, July 25th, 1959 at number 800 AIA Highway, Lake Park. PT sSEFT, among others: Herbert B. Thompson Horace 5. :*filler Norman D. n)wiand Paul D. Doolen Y,argaret F. Thompson Ruth Kerr C. T. I-tyland By acclamation 'To, -Mn D. Rowland was named Chairman of the meetin;. The Chair recognized Herbert B. Thompson, who placed before the :meting Florida Local Act of 1959 recorded as Chapter 59 -1707 which Act created the incor- porated City of PALM B^.ACH nAP_7F FS, and named as the City l s original City Council, the following persons: Paul D. Doolen Charles A. Cunningham Herbert B. Thompson _ Horace S. xlller Norman D. Rowland to serve until April, 1963, 1.rith the proviso that in case of any vacancies on the Council, the remaining members at any meeting might elect suitable individuals to fill the vacancies. The Chair thereupon declared that a majority of the Members of the Council, were present. Mr. Nolen thereupon asked for and received recognition from the ;hair. He expressed his deep sense of pride and responsibility that the Legislature should have accorded him the honor of servinL on the City Commission. Ile expressed parti- cular gratitude to Senator Dickinson, who had introduced the enabling .Let. Mr. Doolen commented on the fortunate location of Palm Beach Gardens, and on the fact that, starting fresh on unoccupied territory, its street- patterns, building coes, etc. would not have to be confused and complicated by conflict with existing lanes and structures dating back to the horse - and - buggy days. 8.18.59 #2 City of Palm. The Chairman then called attention to the fact that the Law required elec- tion of the following officers for the City: Mayor (who must be a Commissioner) Vice- ilayor City Treasurer Tax Assessor Tax Collector City Clerk Judge of the City Court of Palm Beach Gardens (who .nust be a member of the Florida Bar) MAYOR: The name of Herbert B. Thompson was placed in nomination for i%ayor; Yr. Thompson was elected by unanimous vote of the members of the City Council. 1,7CE- r7AYOP: The name of Norman D. aowland was presented in nomination for V_ce mayor. There being no further nominations he was unanimousiy elected Vice - I'rayor by those present. Two questions were then raised as to the balance of the offices: (a) 4hether they need be members of the City Council; (b) Whether their terms were for one (1) year, or only at the pleasure of the Board of Commissioners (City Council). Per. Thompson, upon referring to the enabling Statute, stated that with the excep- tion of Yayor and Vice - Mayor, the balance of the City officers were not required to be members of the City Council; and although their terms were presumptive until the annual meeting on the first Monday in April next following, they serve only during the pleasure of the City Council, and could be removed at the pleasure of the Council and successors appointed by the Council to take their places. Ho also stated that one person could be appointed and elected to several offices; except as a basic rule of Law that none of the three offices of I,ayor, Tice- ,?ayor and City Clerk could be combined with any one of the other three. Thereupon the Council proceeded to ballot for the respective officers; and elected the following: City Treasurer - '_?uth Kerr Tax Assessor - Charles J. Thompson and the Clerk -elect moved ana seconded that there be spread upon the Minutas of the Meeting the statemnt that election or appointment to the several offices did not imply any right to salary, except as suchsalary should be later provided for in a City budget, or by special resolu- tions. The motion was unanimously carried; and all the officers -elect waived all rights to claim compensation based solely on their election. P.equest was made from the assembly that the new Mayor outline informally the Councills objectives and plans for the new City. The Chairman called upon Herbert B. Thompson, who spoke at some length. A swwrary of his remarks follows: MAYOR TTIVIPSONIS STAT7ENT ,F OBJsCTI_V�'S: A 14SLL- ROUNDED CITY: The corporate limits of Palm Beach Gardens total slightly less than 3800 acres of land. Ey usual estimates this should mean about 12,500 lots, plus parks, playgrounds, etc; and should accommodate a population of slightly more than 50,000 people. With the steady and _rowing migra- tion to Florida, Palm Beach rardens will reach this population of 50,i00 within a period of eight (8) years. This City must have a well- rounded economic structure, embracing not only a wide price range of homes, but also a broad complex of industries, m--rcantile establishments and financial institutions, to give employment to its citizens and to furnish profitable uses for their resources. The City has ideal railroad and *.cater transportation available. The financiers who pioneered its planning and construction have received requests from established and nationally -kno -"m indus- tri_s for locations. However, indw tries must be carefully limited to such as will not impair the residential real estate values of the community. With the arrival of natural gas, smoke nuisance may be entirely eliminated. Northern employers have stated their desire to locate here and thereby cultivate employee good will and minimize labor turnover. #3 , �4 City of Palm Beach Gardens - Organization Meeting - cont'd. 8.18.59 v BUILDIfi^ COIF A111D ZONINC,: The Mayor requested immediate af)pointment of a committee of Councilmen t,: study the problems of building regula- tions and zoning. He reco-mended that the committee meet with representatives of the real estate profession, the building industry, and those industrialists who have expressed a desire to locate in Palm Beach C= ardens; and that each one of these segments be invited to submit its suggestions as to the City's zoning ordinance and plans, and its building code. Fe pointed out that some communities in Florida have been criticised for enacting arbitrary ordinances, or enforcing them in such a fashion that they became a nuisance to builders, and discouraged businesses, while failing to provide protection to the citizens and hone - purchasers. He cautioned that zoning and building codes should be made sufficiently f%:�:ible that by intelli- Cent adnin- strative interpretation they will meet the requirements of changing times and permit the use of new and more economical methods. v LICENSES AND FSES: The IIayor warned against the all- too - common practice in Florida communities of setting excessive license charges and fees, particularly in the field of ersonal service. Only a few individuals or establish- ments can afford to pay large fees. is a result the licensees became monopolies, and the residents of the co, -=pity are compelled to pay unreasonable prices for service. Occupational licenses and fees should be kept to a minimum, to -encourage young people skilled in the various services and professions to come into the community, so that fair competition may reduce the living costs of the residents of the community. Nominal registration fees ?ray be desirable, so that the C--', ty Cover!v-nent may examine the qualifications of professional people and spilled craftsmen. FTYAI•TCTDIG: The Yayor reported that a number of financial institutions have ex- pressed interest in unc:ertakin; very extensive financing for Palm PeacYT ^ardens, which would enable it to develop its territories rapidly to build and acquire adequate public services, and to acquire sites for recreational faci- lities. He recom- ,enoed that the City Council appoint a co:rmittee to discuss the Cityls objectives with these investment men, and to secure detailed statex.onts of what their arQ willing to do.
