E a, E a a, a a, t I S -11 LL >; is U a, c U I 1 I I . 6 P Ip 0 (v a z 3 m 1 February 17,2005 Honorable Mayor and Members of City Council, 0 The Economic Development Advisory Board was formed in 2003 to provide private sector insight, business expertise, and make recommendations to City Council to encourage and facilitate a balanced and diversified economy that is compatible with our City’s quality environment. In April 2003, the Board hosted a Strengths, Weaknesses, Opportunities, and Threats Workshop with over 20 participants and facilitated by an independent agency. The availability of land dedicated for high-wage employment centers was identified as a critical weakness and threat to the economic stability of our City. Given that 80% of ad-valorem taxes are generated by the residential community and that 17% of ad-valorem taxes are generated by the retail and service components of the business sector - which are traditionally dependent on local dollars - the Economic Development Advisory Board unanimously supports Ordinances 4, 7, 8 and 9, 2005. It is the Board’s belief that the aforementioned Ordinances are necessary so that land space is dedicated to create a high-wage employment center. It is important to note: identifying suitable land space that could be utilized to create value-added employment options for the citizens of Palm Beach Gardens was a goal before Scripps and will remain a priority regardless of the ultimate location of the Scripps project. @ It remains our commitment to you, as our elected officials, and to our fellow citizens to remain true to our original vision: to develop a blueprint that can diversify our economy, create conditions to stabilize the tax base (thereby decreasing the reliance on the residential community as the City reaches build-out), and to provide value-added jobs that are desperately needed for the continued long-term economic viability of our City.
